Diploma,Degree Holders With No G12 Certificate Won’t Stand – ECZ

The Electoral Commission of Zambia (ECZ) says candidates with Diploma and Degree qualifications who do not have Grade 12 certificates will be disqualified from contesting the August 11 elections.
ECZ acting Chairperson Justice Christopher Mushabati has told a media luncheon in Lusaka today that all candidates in all categories must possess a minimum of Grade 12 or General certificate of Education GEC with a minimum of a pass in English being a must have.
And Justice Mushabati is hopeful that the last sitting of Parliament will approve a proposal by the Commission for mayoral candidates to possess a Grade 12 Certificate.
He says while the current constitution does not compel mayoral candidates to have a Grade 12 certificates, it is the electoral body’s contention that since such elected officials are expected to supervise councilors, it is imperative that they equally possess an equivalent qualification as their subordinates.
And Justice Mushabati has called on the media to report fairly and accurately on the campaigns of all the political parties and candidates taking participating in an election so that the electorate can make informed choices.
He says it is imperative that the media adheres to the guidelines as the outcome of an election can easily be influenced by the way the media reports about a particular candidate or issue.
And acting Director of Elections Brown Kasaro says the ministry of Finance has disbursed funding to the Commission towards preparations for the August 11 elections.
He says the commission has since commenced the implementation of its mandate with regards the elections.

    This is a right decision. It is a dirace to see how Zambians who never even passed or managed to reach Grade 12. Let alone GCE have suddenly bought titles and form political parties. You can never develop a country when you have such opportunists as leaders. My advise is: The government must introduce an intergration system to send such people back to the primary schools where they stopped with their education and try to force them to at least pass from ehere they stopped.

    @new gvt .The clause was not mooted by pf but the opposition who thought Sata and his PF members were grade 7 drop outs. Please do follow events.

    This is the right decision. This will help us to have qualified personnel in GRZ positions compared to what used to happen in the past where even those carders who does not know how to read can lead a flock of poor Zambians.

Parliament was suposed to debate those closes but pf and mmd voted for,are you not the same idiots who where insulting upnd comrades when they walked out boycoting that they needed to know what the drafting commissioners had included and left out in the draft. Look how foolish pf is looking right now. If the clause was targeted at Sata,RB could have approved it to bar Sata because the man was a grade 4 and everyone knows that. We all know the schools and years Kaunda,FTJ,Levy,RB,Edgar,HH went,but ba Sata we just know him as a policeman wabula ntepe.

    sir George it appears you fail debate in a civil manner. The consititution was open to scrutiny but as you clever one thought it was not necessary. for me it’s a not an issue for I have this qualifications and have no need for politics.

    I wonder if this guy called sir george is in possession of a grade twelve certficate if at all he can not differentiate between these two different words, ‘close’ and ‘clause.’ If at all he has one, guess the grades he obtained, peace keepers UN. I know most of my collegues who were Luanshya Boys in 1994 know what Mr Bull Dog Bwalya did with the final G12 results. He displayed them for every one to see them. UN stands for unsatsfactory or fail.

    Its right for him to remind them on the issue of grade twelve certificate in advance so that when someone is disqualified on that day no one must complain

    What’s the the problem with grade 12 certificate as a requirement? PF OR UPND, this is a thing. We leaders who can articulate issues. Those without G12 papers can still leaders at headman level.

    @heavyD,ask Miles Sampa and he will tell you the school we went,no one failed in our days.Sampa was my senior by 3 grades. Ninshi nabalyamo Wenge kxkxkx.His big bra ba Kelvin was 2 grades behind him.Our school principle was American a Dr.Humbie,deputy was another white Roy Merrit,all my teachers were whites and expatriates,only my Geography and chiTonga(it was compausory to take chitonga) were zambians but university graduates.Failing was unhead of.Not Mufulira mwalesambilila chisungu muchibemba.Same school sent me to do my 1st degree in education in Luissiana.I just alighted at UShaka int airport this morning from Cassablanca for work love.Ifwe twalisela.

    IT HAS ALWAYS BEEN NONSENSE TO HAVE FAILURES as members of parliament MAKING DECISIONS FOR THE DEVELOPMENT OF THE NATION. IT IS VERY RARE THAT NATURALLY YOU HAVE GOOD DECISION MAKERS WHO NEVER PASSED EXAMS. THE MAIN AIM OF AN EXAM IS TO ASSESS YOUR CAPABILITY TO MAKE MEANINGFUL DECISIONS. THIS IS THE REASON WHY PUZZLES ARE PART OF SOME OF THE TESTS. VIVA CORRECTED ZAMBIAN CONSTITUTION!!!
