THE Choma Magistrate’s Court has jailed former Choma Municipal Council town clerk Enock Kandingwa for 18 months for abuse of authority of office.
Appearing before principal resident magistrate Exhnobert Zulu, Kandingwa, 51, of House No 266, Namboard in Mongu, was charged with two counts of abuse of authority of office and was convicted on both counts.
This is according to a statement issued in Lusaka yesterday by Anti-Corruption Commission (ACC) public relations manager Timothy Moono.
Particulars of the offence are that Kandingwa, on dates unknown between January 1, 2008 and December 31, 2008 in Choma, abused his authority of office by acquiring unsurveyed land for himself in Chandamali without following laid down procedures.
In the second count, Kandingwa, on dates unknown but between May 20, 2011 and December 1, 2011, did abuse the authority of office unilaterally and in disregard of the Local Government Service Commission regulations by arbitrarily employing a named person at Choma Municipal Council.
Magistrate Zulu convicted Kandingwa and sentenced him to nine months imprisonment with hard labour on each of the two counts with effect from March 11, 2016.
The sentences will run concurrently. In addition, Kandingwa has been ordered to forfeit to the State property he acquired corruptly and pay K40,000 costs to the State.
Meanwhile, Mr Zulu has sentenced Killian Chibbunu, former chief community development officer at Choma Municipal Council, to two years imprisonment with hard labour for abuse of office.
Chibbunu was convicted on six counts of abuse of office.
He has also been ordered to forfeit to the State the land he acquired corruptly and pay K14,000 to the State as costs. He has further been ordered to pay K6,600 to the State on four of the six counts he was convicted on.
And the Lusaka Magistrate’s Court has sentenced a radiographer at the University Teaching Hospital to nine months imprisonment with hard labour for corrupt practices.
Magistrate Prince Mwiinga found Wilbroad Mwape, 39, of Plot 898 Kawama, Kabwe, guilty of corrupt practices by public officer, contrary to the ACC Act Number 3 of 2012.
Details of the offence are that on dates unknown between August 1 and 13, 2013, Mwape solicited for and actually received K200 from Julius Phiri as an inducement or reward to facilitate his quick ultra-sound scan.

Thank you for the typical PF attitude one characterised by I do not care attitude. Any feasible government in power should have a road map where we are now and how to get where we want to be and considering time factor as a critical component of the road map. I cannot divuldge to much on our party as I do not have permission to make certain public statements but to summarise in UPND we have a road map we have a plan, we have objectives in short we are an incoming government with a vision unlike pwa fwa which is on experimental basis such as increase mealie meal, reduce it, give student allowances, withdraw them, open university and then close it again. Currently its like we are in a lab. Just wait and see young Chovix you will enjoy come September this year, a government with a road map is patiently giving room for the others to leave state house and we objectively manage the economic affairs of the country.
