‘OVER K6 Billion Was OVER COMMITTED Towards BUILDING Of RB’s HOUSE’

The Ministry of works and supply over committed itself to the tune of K6 billion on the construction of former President Rupiah Banda’s retirement house.

According to the 2010 Audit General’s report obtained by QFM radio, although only K100 million was budgeted for and released towards the construction of the fourth President’s house, the ministry entered into two contracts amounting to K6,085,798,379 resulting in an over commitment of K6 billion.

The works done on the site were construction of three staff houses and a palisade fence.

Certified works in amounts totaling K1.3 billion had not been paid for.

And the report has revealed that K1.5 billion released towards the construction of late Second Republican President Fredrick Chiluba’s house was applied on unrelated activities such as procurement of furniture, stationery, payments of allowances and long service bonuses.

Meanwhile, contrary to financial regulation No.96(1), imprest in amounts totaling K295 million involving thirty one transactions issued to twenty eight officers in the ministry of works and supply during the period under review had not been retired as of September 2011.

Included in the unretired imprest, were amounts totaling K86 million issued to three officers who had not retired previous imprests, contrary to Financial

Regulation No.91.

    Who the **** does Evans Chibiliti thinks he is ? does he think is the head boy of Ministers?.
    and he takes the whole government to Livingstone?.This guy should be resign before he s bitten the King Cobra.Bite him sir make sure you pump a lot of venom so that the son of the ***** does not live any again. He needs to go away for good.

    If RB had been allowed to rule Zambia to this day, the country would have been liquidated. There was chronic corruption in all govt activities to an extent where very few resources were committed to development while large shares selfishly went into govt officials’ pockets. Some could even dig holes underground and bury countless notes while poor people are dying of hunger and street kids are spending nights in the cold. RB, you will go down in our history as a heartless corrupt old man.

    how on earth few families could live in a mult-billion kwacha home when yestaday they were in a mud house @ the farm!it pains citizens coz resource abused are public and not private.if 1billion from the same jar billions are takn for Rb,can be taken and give k50pin to families whose livelinood is less than k5pin a day !

    countrymen its a shame that all tax payers have been contributing to funding these mansions and yet most of themshave not even 1 square meter to their name, shame!!! To add to the insult the rest of the tax money is either embezzeled by a few greedy big bellied selfish politcians and laundered aboard, while the hard working tax payers are struggling in makeshift homes in shanty compounds without square meals everyday & no proper sanitation… something must be done to stop this lunacy.

    The most corrupt ministry works and suppply let all those who took part in the cake sharing be brought to book. we ar suffering because of these selfish pipo who ar our fellow government workers. pliz pliz let them pay back whatever they stole from tax payers money. they thout that time will nt catch up with them. i knw its nt only bosses involved but mostly juniors as well. Mr President there is alot of dirty in goverment ministeries.

    Shame and sad story to hear. Zambians woke up! I pray that the Law must be strengthened to allow officers cited to abuse public resources brought to book as quickly as possible. The current Law is that the AG submits the report to the President and the Public Accounts Committee (PAC) at Parliament. PAC is toothless. Tax payers money is being misused. AG Anna Chifungula Kudos to you Madam.

    The new constitution should include the clause saying “a former president is entitled to a govt house of his choice if, and only if, he is cleared of financial impropriety and abuse of public resources”

    If I were to walk into one club with my flat belly, everyone of those that have taken part in the plunder would be saying; how on earth does one not afford a smooth skin and pot belly in this time and error? They would be saying to themselves this must be a ****** person.

    Well, the reason is simple and straight forward: I do not steal as you do. I can only afford to spend what I have earned…and genuinely for that matter.

    What does it pay to grow a fat belly, have the most ‘sparkling’ women the country can offer and bury what money I do not need to use in the short term in the ground if at the end of the day I will be in the Headlines as a thief who committed ‘theft by public servant? What embarrasement. All this because God is not shy to expose anyone.

    Somehow there is a lot of dignity in one’s poverty if what they have in their possesion is what they have managed in their honest dealings.
