Notice of Cessation of Refugee Status for Angolan Refugees

1. Since the end of the civil war in Angola in April 2002, over 180,000 Angolan refugees have voluntarily and safely returned to and reintegrated in their country of origin. Today, only some 23,000 Angolan refugees remain registered in Zambia.

2. In light of the fundamental changes that have taken place in Angola since the end of the civil war, it is considered that those Angolan refugees remaining in Zambia who were granted refugee status on account of the civil war in Angola and the war of independence that preceded it should now be able to reclaim the national protection of their country of origin. Taking into consideration the announcement and subsequent recommendations of the United Nations High Commissioner for Refugees (UNHCR), the Government of the Republic of Zambia hereby declares, pursuant to Article 1C(5) and (6) of the 1951 Convention relating to the Status of Refugees, Article I(4)(e) of the 1969 Organization of African Unity Convention Governing the Specific Aspects of Refugee Problems in Africa (conventions to which Zambia is party), that the refugee status of Angolan refugees in Zambia who fled Angola as a result of the armed conflicts between 1961 and 2002 will cease as of 30th June 2012.

3. The Government of the Republic of Zambia will work closely with UNHCR to give effect to the cessation of refugee status for Angolan refugees in keeping with the relevant principles and procedures of international refugee law. In this regard, the Government of the Republic of Zambia will collaborate closely with the Executive of the Republic of Angola, UNHCR and other relevant partners to proactively pursue all feasible measures to facilitate the voluntary repatriation of affected Angolan refugees to their home country in safety and dignity prior to the effective date of cessation of refugee status.

4. The status of Angolan refugees who would not have availed themselves for repatriation and continue to live in Zambia after 30th June, 2012, will be regulated under the immigration law.

    idyots zambian gov, how dare you want to chase the pipo from angola when you know very well that the economy of this country is linping due to the poor pf luck of polices . in the next 2years all zambian women will migrate to the same angola due to hungar in zambia, coz mr ukwa sata connot manage to run the economy due to his litle education background and luck of focus, thats why we need an economic manager who is young and enegetic, not this old and tyed ukwas no! we need a young man to lead us now and its agent.chao

    Right now can’t work my friend. Just wait for 2016. In the meantime let those young people sell themselves to the voters. Presently, balekonka sata pamatako without selling themselves. Its time to work hard for them.your Ukwa is in plot 1 & he has achieved his life’s dream. Its just up to your young leaders to shine

    Leave those Angolan refugees alone.Some of them their families were wiped away during the war.Many have adapted to life in Zambia.Max Nkole ask the immigration officers why they can’t deport many illegal immigrants?Zambia is flooded with illegal immigrants and immigration is busy recieving bribes.

    bantustan chabe.a refuge is a refuge nothing will change their status.Go DR Congo without proper documentation and see how faster you will be deported.due to luck of proper accommodation, these guys are sleeping in shops and that why crime rate in the compounds are high. Am appealing to the PS to send immigration officers in John laing to come and chase these illegal settlers.concerned citizen.

    good move by government someone can only help some1 to a certain extent.the war in Angola is long gone why must we continue keepin refuges wen their is no war in that contry. the land, clincs,school places food which our dear brothers and sisters were using can now b used by zambia’s children. this is not charsing any1 its just that our friends have overstayed just like a child at hope who does not want to use his inciative to leave his fathers house even when he has reached 40 he has to b shown the door viva pf

    If only the refugees could be considered in the the national budget this world would be a better place..now nobady cares about them no one listens to their problems..i swear and promise to you all when i become a millionaire i’ll assist them in my own little way

    The only reasonable Tongas in Zambia are Kennedy Mweene, Hichani Himoonde and Mwamba Haangolo. The rest are worse than Angola refugies who are still in Zambia.

    ****** thinking on the part of government. These refugees who have stayed in the country for so long, probably born and bred here, have as much right to stay if they so choose.
