Corruption By Road Traffic Officers Is Alarming ‘Road Blocks At Least Every After 15km’

Dear Editor,
It is with deep regret to learn that the fight against corruption starts with the police service, an institution which is one of the major stakeholders on the aforesaid subject.

It is so disturbing to motorists who move on long journeys to encounter road blocks at least every 15km. These traffic officers are looking for nothing other than making soup for personal gain.

Some offences placed on motor users (who are not so knowledge in traffic offences) do not even hold water. Users are thereby subjected to intimation by being charged with hefty amounts, making them declare whatever last pennies they have.

Subsequently, these monies when paid partly, end up in the pockets of the traffic officers. These officers have even started mounting road blocks and using private vehicles for such operations. Clearly, this sends strong signals that these are illegal road blocks aimed at benefiting these officers.

Unless this scourge is stopped by authorities, we are headed for a national disaster.

    If you are not knowledgeable of Road Traffic offences then how did you get your driving licence? Maybe you meant made up traffic offences?

    PS. Police everywhere in the world do use unmarked cars.

    Lack of knowledge on trafic rules indeed. A cop asks me ‘where are these people going?’ coz am driving a 10 seater family car with 9 passengers. I ask him ‘which part of the traffic rules allows you to know where we are going?’ He says ok piteni, but mukaziyankako mushe! Any other way, they eat your money.

    In another way, it is inconviniencing to people who follow the rules. But if you consider some vehicles that move on our roads, you may cry coz they are absolutely not roadworthy! These must be charged heftly so that we run clean vehicles.

    James, why haven’t you given us an example of the traffic offense you where found with and asked to pay immediately? The last time I checked, you can ask for a traffic offense ticket and can go and pay from your nearest police station within 7 days. Lets me more knowledgeable about the road traffic laws, if you are a real driver. Ignorance has no defense.

    One thing is for sure these Traffic Officers are corrupt,i remember when we were moving from Mansa to Kitwe just after the Mukambo border at the barrier,one police officer asked us we were going and after telling him that we were going for a funeral he askd us if we had a pass for a funeral,i was shocked,apart from a border pass i didnt know you need to have a funeral pass as well.later after he realised that ther the car didnt have any problem,10min later he asked for a sack of charcaol,Shame on the Officer

    THESE BUGGERS ARE HEAVILY CORRUPT. YOU CAN WASTE YOUR TIME TO LOOK FOR BIG TIME MONEY LAUNDERERS BUT THESE GUYS ARE EASY CATCH. JUST GO IN THE POLICE CAMPS AND SEE HOW THESE TRAFFIC OFFICERS HAVE AMASSED WEALTH WHICH HAS NO TRACK RECORD.

    EVERYDAY YOU SEE THESE UNROADWORTY TRUCKS LADDEN WITH TIMBER IN NDOLA/KITWE EVEN WITH SO MANY ROAD BLOCKS.

    REDUCE TRAFFIC PENALTIES RTSA AND YOU WILL PARTIALLY SOLVE THIS PROBLEM

    When your vehicle is free of defects and update with road rules why pay the last penny to a traffic officer. The truth is we break the law and then end up bribing the poor cops. Corruption starts with mmotorists and not the cops. I ve personally been unfairly treated by traffic cops but does not bulge and ask them to charge me even if it means appearing in court. End of the day I get causioned. Its a matter of having good communication skills. Corruption starts with motorists and not officers.Theycan put as many road blocks as they wish so long they serve the purpose.

    Njekwa, Police use unmarked cars for special operations not road block. A Roadblock is supposed to be a transparent activity where the officers mounting it should be recognisable and the vehicle/s they are using clearly marked POLICE. Using an unmarked vehicle at a roadblock is illegal as the officers so doing may have different motives and it would be difficult to trace them. I can give you an example of such dangers:
    1. Our officer Superintendent Mungu Wambuto alias “PK” mounted a roadblock with an unmarked car and killed a truck driver transporting copper to South Africa. He stole the truck and came to hide it in Lusaka. He is in Mukobeko prison awaiting executionm.
    2. Chingaipe Kaona, another Police officer- He killed a white woman after stealing her vehicle at gunpoint. He was using an unmarked car. He is also in Mukobeko awaiting EXECUTION. The list of Police officers who are in prison over such activities is long but let me end here.
    So you see my friend, we need to use marked cars for such operations.

    Yes, I want to alert the Police Command of Eastern Division that the Road Block which is planted on the bush before Msekera as you enter Chipata is a conduit for corruption. Last friday as I was driving from Lsk to Chipata I was stopped and a Police Woman(abit light in complexion) asked for my license and I gave them,and upon seeing that there was nothing wrong, she accused me of pirrating as a Taxi driver , I told her I was coming from Lusaka and came for some funeral and the people I was carrying were my relatives. The she asked me for the insurance and white book for the car and told me to go and see her Boss ( a Fat looking Police Woman sitted in a Car on the sides on the road.)The fat Policewoman also demanded that I give her the insurance and white book because I was coming from one province to another. i protested that I’ve never heard of something like when you are travelling to another province then you should carry those documents unless you exiting your country, she threatened to impound me vehicle. Then I challenged her to go ahead but later she said ‘Now, wat are you sayin’?, thinking I was going to bribe her, I refused by saying if she wanted those documents, she can go to Chipata RTSA Office and get the details of the car and go to Professional Insurance to get the document, she later gave up and thats when I drove off. My advice to Anti-corruption is that they should hide and they will catch those two ladies and young policeman in action stealing from the motorists.

    I went to RSA with my foreign registered vehicle and apart from the border registrations I had NO INTERACTION of a traffic nature with any policeman for the one month I was there. I drove to Zambia after that and the harassment started almost at the border with a demand for reflectors. All the way I was tormented about this and other nonsensical issues (Stepping on the brakes several times to prove that the lights were working; indicators; quarelling about whether or not the tyres were road-worthy). I planned a one month stay in Lusaka I stayed a week and a half and left in a huff!!!! Very interesting country this Zambia!!!

    This problem needs to be attended to. The next thing we expect is police officers running around with speed limit signs to put anywhere they want. Vehicles that are not roadworthy find it easy on our roads yet somebody is busy defending these roadblocks. Tuleloleshafye. Even officers who do not understand traffic rules are busy asking for the same because thats the easiest way to earn money to buy a car. Ifyabupuba

    PART OF THE REASON WHY ACCIDENTS HAVE INCREASED IS BECAUSE THESE ROAD BLOCKS DO NOT RESULT IN FAULTY VEHICLES BEING FIXED.

    LACK OF BRAKES, REFLECTORS ON TRUCKS AND LIGHTS ON VEHICLES ARE THE LEADING CAUSE OF MOST ROAD ACCIDENTS. IN ADDITION ALCOHOL CONSUMPTION.

A FOREIGN VISITOR AT INTERCONTINENTAL HOTEL HAS TO JUST COME DOWN THE STREET AND SEE HOW MANY VEHICLES HAVE NO LIGHTS OR ONE LIGHT ONLY IN FRONT AND ONE OR NO REAR LIGHTS. IT IS SHOCKING TO SEE THE RESULTS. THAT IS THE PERCEPTION THAT CLEARLY TELLS YOU THAT LAW ENFORCEMENT BY RTSA AND TRAFFIC POLICE IS NOT THERE AND ALL THESE ALLEGATIONS OF CORRUPTION ARE CORRECT.

    THAT ALSO TELLS YOU WHY ACCIDENTS ARE HIGH!!!!!!

    Who will save us from this cancer – corruption? Who, in our government, cares for the eradication of this vice? The regrettable part is that those in whom the duty is entrusted are the people deeply involved in corrupt practices. Who is going to enforce the law? I am not seeing any cure in our public officers. There is no hope! Get into the Police station in view of having your document certified by the Officer in-Charge – He demands K5,000 – and no receipt is produced. Get into the Magistrate Court, ask for an affidavit – you are requested to pay K10,000 or more – and as a custom, no receipt is given. Where are we heading? Why can’t the Minister responsible send in such institutions, in privacy, detectives or special inspectors who can unearth the malpractices which are ruining our beloved country, Zambia?

    A short drive along lusaka kafue road tells the whole story:- Road blocks every kilometer, police officers using private vehicles e.g ALC 1528 a toyota mark 2 blue in color, hard to authenticate the identity of the offcers, police hiding with a speed camera in a private vehicle parked by the way side. Even more shocking, as you cross the rail line in kafue, you will find a bunch of police officers in a private vehicle parked by the road side with the intention of ambushin motorists that may be seem to cross the solid white line. These officers practically spend the whole day at the same point and are paid full salaries for hiding in a car, while criminals are busy stealing and killing innocent citizens. Shame on them!!!! lets fight this kind of nonsense please, how i wish these corrupt criminals in the name of police can be exposed and dealt with severely.

    traffic officers need to be stopped from reaping off the public.the solution to stop this corruption is to reduce traffic offences penalty fees so that they are affordable.this will encourage motorists to pay and demand a reciept.in turn the government will receieve more revenue instead of these idiots in white hats.stella and home affairs minister should do something.twanaka.

    Chingola has the waste corrupt traffic police officers . in the morning you find them at Bureau charging dollars in ZMK ( charges from foreign registered vehicles) especially the officers manning the speed trap.

    When Malama took over, he abolished check points and unnecessary roadblocks.Highway patrols is capable of handling motorist cases. Police officers complained because that is one source of personal income.The man did not want his men and women to be involved in corruption which the PF gvt is against.However, stella re introduced the scouge for her benifits.It is empowering of women.

    This issue needs to be visited. Alot of people are coming out strongly on the subject matter. It is simply a national parasite which needs an urgent remedy.

    Why should a few selfish individuals falsefully get our hard earned money. Motorist are fade up of this corruption.

    Yes too many roadblocks are a big nuisense but with the absence police checks on our roads,we the motorists become so careless as can be seen from the so many RTA’s.Those complaining about traffic offences,guys let’s just ensure we drive road worthy vehicles.Personally am rarely questioned by traffic officers at check points because I make sure my vehicle is in good condition.For once ill say please add more police check points on our roads but watch for the fake ones and if U come a cross a corrupt one,just there and then call the police HQ toll free line and that ***** will be sorted out but till then let’s avoid RTA’s
