Dora Siliya Accuses Justice Minister Zulu To Be Dull, Incompetent

OPPOSITION MMD Spokesperson Dora Siliya has charged that Justice Minister Sebastian Zulu is either incompetent or dull if he thinks the K95 billion his government is spending on the 18 member team drafting the new constitution is more than the over K200 billion the MMD government spend on the failed National Constitution Conference (NCC).

Reacting to revelations by Zulu last week that the technical Committee Drafting the Republican Constitution will gobble approximately K95 billion, Siliya who served as Education Minister in the Rupiah Banda administration said the PF government is contradicting itself on the saving national resources.

She said compared to the funds the MMD government spend on 500 delegates who were attending the NCC over a period of 3 years, the funds the PF government is spending on the 18- member committee over a period of 8 months is too much. She said if Zulu thinks otherwise, it may be because he is either incompetent or dull.

“Do the math yourself. I believe you are an intelligent journalist. We (MMD) spent slightly over K200 Billion on 500 people in 3 years. Here, unless the Minister was misquoted by the media, he is saying they will spend K95 billion on just 18 people in 6 or 8 months!

“Which of the two is too much? It’s definitely the figures of the PF which are too much. I don’t know how Zulu is doing his maths but he is doing it badly.

“And if he thinks they are saving costs by spending all that money on a few people, then he is either dull or just incompetent to be a minister,” said Siliya in a telephone interview.

Siliya added that Zambians are by now beginning to realise that the MMD was better than PF which before assuming power appeared to have the answers to Zambia’s problems.

And a Church mother body Independent Churches of Zambia (IC0Z) says it is hoping the government is sure that it will produce a people driven constitution before spending the K95 billion on the constitution making process.

ICOZ board chairperson Reverend David Musapa said Zambians were fed up of spending billions of Kwacha on Constitution making processes which do not yield anything.

“If government wants to dribble the Zambians by going around circles on the constitution making process or they are not willing to fellow the people’s roadmap in coming up with a document, then let them use the K95 billion on social sectors that will benefit the masses,” he said.

Rev Masupa acknowledged that the constitution is an important document that can be used to develop the country but said if the government is not willing to allow a people driven constitution then the progress will only waste the meagre resources that the country has.

Featuring on a special National Watch programme on ZNBC TV last week, Zulu disclosed that the work of the Technical Committee Drafting the Republican Constitution will cost approximately K95 billion.

Zulu disclosed that the Ministry of Finance has since released 50 percent of the K95 billion set aside for the operations of the technical committee.

He clarified that the K95 billion only covers the activities of the technical committee and does not include the cost of running a referendum.

“The treasury has already released half of the K95 billion. You have to understand that the national budget we are currently utilizing did not have a provision for this process and so the Finance Minister had to mobilise funds elsewhere to fund this process,” said Zulu in a statement that marked an end to government’s silence on how much was being spent on the constitution making process.

The revelation however shocked other participants on the programme. These were Oasis Forum Chairperson Beatrice Grillo and a representative of the Civil Society Coalition on the Constitution Francis Mwale.

And Grillo also demanded that government gives a clear break down of how much has been spent from the K95 billion and on what activities.

“As the Oasis Forum, this is the first time we are hearing K95 billion, what we would like is a breakdown of activities and the cost thus far.

“We need strict accountability for this funds because we know that K95 billion is a lot of money,” Grillo said.

And Mwale advised Zambians to learn from past failures with regard to the constitution making process.

“It seems we have short memories, the route that this process is taking has a resemblance of past efforts at making a constitution which failed. We have to learn from our past mistakes and ensure that they are not repeated,” Mwale said.

In the previous administration, close to K300 billion was spent on the National Constitution Conference which in the end did not yield any fruits as its resolutions were thrown out by Parliament. The PF, then as the major opposition party rejected the NCC claiming it was a waste of resources. It even stopped its MPs from taking part in the deliberations. Those who chose to attend were disowned by the PF leadership.

    @ the profiler, her stripping days might be gone and she might have bad breadth but you do the maths and you will see that zulu is dull. no wonder amserdam made them look like schoolboys and now henry banda is no longer on red alert. mpundu trust case quiet, tandiwes hotel quiet. more commedy comming such that even jim kerry and criss tucker look like armatures.

    Atleast the pf government has reduced the number of delegates in the technical committee which is a reasonable step in reducing costs other than what you mmds did and spent alot on just a chi useless newspaper. So what is important is not the number of delegates but the reasonable costs to come up with a reasonable document that shall’ll be accepted by all. Eifyo ba Dollar Sillinya. We are not talking about ubwiingi bwa maso, we are talking about the COSTS. Ngamwafuma mukubeya amaso tekuleka bonse baishiba ati mwachilabeya.

    Dora this is the reason why you misled RB(DULL). It is not about the number of people the money is spent on but the PROCESS. Mind you the K95billion is for the full process. If your failed NCC had gone all they way to enact a new Constitution I bet MMD would have spent over 1 trillion. VIVA Pa Bwato

    Both figures are way too high and Dora should know that her K200 billion yielded nothing at all as they failed to get the engineered recommendations through parliament. And for the record, I doubt any schooled journalist who is cluessless about the meaning of the word “NULLITY” can ever call anyone dull.

    Dora, that’s the deference between you and the P.F. Whilst you were sharing the money amongst yourselves, the P.F has sent hard copies to constituencies for the people to discuss and participate, they have even gone as far as translating the document into local languages. Whenever time has seemed insufficient they have exercised flexibility by taking on board all stakeholder’s concerns.
    The mathematical calculation is correct but it is being misplaced in this argument.

    PF didn’t plan to be govt beyond 90 days, no wonder they have run out of ideas. They have virtually not delivered any of their campaign promises thus far. They have 4 years to clean up their act before we decide to fire them in 2016.

I cannot even begin to comprehend how such people can sleep at night…I hope that the end will indeed justify the means because if it doesnt, than the Zambian people have been taken for a ride again!!!

    Dull people are calculating in Dora’s favor, the 95billion is for all expenses inclusive of stationery, office equipment, transportation and distribution of the draft etc…. while 200billion was just for the delegates. I wounder what law in Maths others are applying?

    Both the MMD and PF governments have wasted the much needed resources to the country. For me, it gives a better appreciation of the loss to the nation if we compare a sum of money to the extent or amount of services that the same amount would have rendered if used responsibly, than to compare the number of thieves among whom the amount has been shared. Actually, Dora’s point is that PF are stealing more per person than MMD did, but does that make them better? What matters to Zambians is HOW MANY SCHOOLS, HOUSES, HOSPITALS, OR KILOMETERS OF ROAD WOULD K300Bn OR K95Bn HAVE CONSTRUCTED?

    Tumfweko this probably the best news this week,keep it up.Dora is making some sense here,I know she is an ***** but I think let’s do the maths here.And oasis forum yo point is spot on,can this Zulu of a minister give us an expenditure report and a cashflow report,we want to know how much of this money is in personal allowances,stationery,fuel etc bcoz K95bn used by 20 people in 8mths it just doesn’t add up.And Auditor general do you audit these commissions so that we know what Dora and her friends did with K200bn which yielded no results.The can we have an interim audit of Zulu’s tech committee so that we can have audit assurance that our tax money is working.This is a lot of money enough to build/maintain a good road

    If Dora was given an opportunity to conclude that NCC, the amount Dora would need would be more than the said K200 bn.The K200 bn Dora and her govt spent then was only for the preliminary stages. But to complete it, the MMD would have spent trillions of kwacha.For PF,the K95 bn is meant for the whole process.So mathematically smart Dora is wrong.Undestand pipo.
