The Ministry of Finance has released K77.2 Billion out of the budgeted K150 Billion Constituency Development Fund for 2012 to the Ministry of Local Government and Housing for further disbursements for the first three quarters of 2012.
Ministry of Finance public relations officer Chileshe tells QFM News in a statement that the balance of K72.8 Billion is scheduled for release in two installments, the first being in September 2012 and the final one in October, 2012.
Mr Kandeta says it is the ministry’s strong belief that through such timely releases, constituency development programmes will be moving in tandem with, and complimentary to other national development programmes, thereby creating jobs, expanding opportunities for self-reliance and reducing poverty.
He adds that the Ministry of finance supports the call for all stakeholders, in consultation with respective Members of Parliament, to familiarize themselves with new guidelines on management of CDF, as stipulated in the circular letters issued by the Ministry of Local Government and Housing.

Ba tumfweko, can you please provide us with a copy of the document detailing the constituent development, and also a copy of the CDF guideline. we had, in the past, CDF in the during the Honorable Late FTJ chiluba the funds just disappeared without trace. We have for example in Luanshya, mikomfwa main market and other infrastructure which are dilapidated. Another example is chisokone market in kitwe, people are trading in rundown structure without proper running water, toilets and other social amenities. Putting money into such infrastructure building programs would benefit the majority unlike just a few party faithfuls.

U are the same foools who are shooting down PF over the constitution and wen they produce a pipo driven one accepted by all, u wil congratulate UPND for putting ‘pressure’. What a laughable monkey u are. Who does not know the history of CDF? CDF came about as a result of negative reactions to chiluba’s discretionary ‘slush fund’. It was suggested by civil society organisations which included political scientists frm unza and i was there. UPND only took it up as an after thought and to their credit they championed it well. Thats wen they had a real man as leader not that pea-brain worthog at the helm.

CDF is not a PF initiative. I read the PF manifesto and the CDF is not even reflected in there. This is normal and will only comment on the after the implementation. Our budget cycle in Zambia commences in January of each year and this is September. The year is almost ending and this money should be part of the posterms in Parley’s first session of 2013. So how are they going to monitor the CDF to help flaming the next year’s budget. What kind of debate will be there to justify a further allocation, maintenance of same allocation or even reduce it in the next budget? The problem some people cant understand because a calculator is an insult to them.

OUR PROBLEM IN ZAMBIA IS THAT WE ARE SLOWLY ELIMINATING THE SPIRIT OF COMMUNITY SELF RELIANCE.
WE DO NOT NEED TO WAIT FOR GOVERNMENT HANDOUTS FOR DEVELOPING OUR OWN ROADS AS AN EXAMPLE.
THE COMMUNITY IN KANYAMA SHOULD SET ASIDE ONE SATURDAY TO BREAK ALL STONES TO MAKE ROADS SMOOTH.
HONESTLY DOES THAT NEED CDF?? ZAMBIANS KINDLY TAKE NOTE THAT DEVELOPMENT WILL NOT COME UNLESS WE TAKE OUR OWN INITIATIVES WITHOUT WAITING FOR MONEY FROM CENTRAL GOVERNMENT.

I hope there will proper accounterbility for thse funds coz we pay alot of tax pay year and if it was our savings,we would have very rich by now.We do’nt to see a situation were most 80% of ths money goes into people’s pockets in the form of sitting allowances for useless council meetings.We need to see to it that the same way you have announced the release of the funds is the same you are going to explain how it was used and what projects were accomplished.In fact it was going to be better you tell us in advance on what project or generally for what objectives in all the consituances the money is going to be used for.This was going to give us the opportunity to put our local authorities to task.
