RDA Terminates Fratelli Locci Pedicle Road Contract

The Road Development Agency (RDA) has terminated the contract awarded to Fratelli Locci Construction Company for the construction of the Pedicle road.

The contract was signed on 5th August 2011 at a tender sum of about 313 billion Kwacha.

RDA acting Director General and chief executive officer Bernard Chiwala has announced the development at a media briefing in Lusaka today.

He explained that a review of the procurement processes in awarding the contract to Fratelli Locci has indicated that the procurement procedures were flouted.

Mr. Chiwala says RDA will ensure that a new contractor is engaged with minimum delay so that works on the Pedicle road which links the Copperbelt and Luapula provinces via Congo are expeditiously carried out as planned.

He adds that says RDA will continue to review all the road contracts that were awarded adding that the agency is committed to promoting transparency in public contract procurement and management.

Mr. Chiwala states that the Integrity Committee which was recently launched has been working hard to promote the tenets of integrity in order to reposition and rebrand the RDA.

Mr Chiwala has stressed that RDA has the right to terminate the contracts in line with the provisions of the contract.

This is despite the matter being part to court proceedings.

This is in the case in which Zambia’s former deputy High Commissioner to India and former president Rupiah Banda’s son, Andrew is jointly charged with Italian businessman Antonello Locci, 73, a director of Fratelli Locci SRI Limited for solicitation of a two per cent cut on all payments made by Road Development Agency (RDA) to the Italian company.

    I am not sure about Chiwala but I have noticed with increasing discomfort that some of the people now charged with renegotiating contracts were part of managements that entered into what are being regarded as irregular contracts. Kaya pa Zed mwandi.

    This is a great move by govt because despite getting the contract irregularly this company was not doing anything meaningful on this road.Besides terminating this contract let these bloody idiotss,these cocroaches,ba koswe aba be jailed,we are tired of such foolissh people.we want zambia to develop especially road network

    This brings RB’s crookedness to the fore. The deal was K303bn, how come he told the people of Zambia it was K255bn? So it was true that his son got the difference? What this country may have turned into! Hurry up, that road needs finishing urgently!
