MMD vice-president and Mwandi member of Parliament Michael Kaingu has been suspended from Parliament for two weeks following his decision to tear President Sata’s speech in Parliament. But critics such as activist Sunday Chanda are not happy with the sentence they have described as light “and a massage.
The punishment doesn’t measure up to the crime. Mr Kaingu disrespected the President…President Sata is not just a PF President, he’s the elected State President and must be treated as such regardless of parliamentary privileges…this punishment must be re visited”. Dr Kaingu has since apologised to Parliament and the nation for shredding President Sata’s speech to Parliament last month. Dr Kaingu apologised after Speaker of the National Assembly Patrick Matibini suspended and ejected him from the House for two weeks for tearing the President’s speech to Parliament last month.
Debating President Sata’s speech to Parliament, Dr Kaingu denigrated the President’s address to the House before tearing a copy of the speech. During the suspension, Dr Kaingu will not receive any salary or allowances and will not participate in any business or activities of Parliament and its committees. Dr Kaingu, who was clad in a suit and bow-tie, was ordered to stand behind the Bar in the House from where he apologised for his actions. “In my personal capacity as member of Parliament, I would like to apologise to this august house and the nation at large for tearing the President’s speech,” he said. The MMD vice-president (political affairs) said he realises that his actions were serious and he regretted it. He also apologised for appearing on Muvi Television while his matter was before a committee. On September 25, when Parliament was considering the motion of thanks to the President’s address delivered earlier, Dr Kaingu tore a copy of the President’s speech and was later quoted in the media saying he did not regret his action.
Dr Kaingu was then ordered to leave the House by the deputy chairperson for committees Chifumu Banda and the matter was referred to the committee on privileges, absences and support services. In passing the ruling on Dr Kaingu’s actions, the Speaker said the Mwandi legislator breached Parliamentary etiquette and rules of debate. Dr Matibini said rule No. 18, chapter 5 of the National Assembly handbook does not allow members to tear off documents in the House in protest. “Taking into consideration the seriousness of the breaches committed by Dr Kaingu, the committee resolved to suspend Dr Kaingu from the service of the National Assembly for a period of two weeks in accordance with the laws of Zambia,” the Speaker said. He said Dr Kaingu’s tearing of the speech was not befitting a Member of Parliament.
“Honourable members are given sufficient opportunity to enable them express themselves in the House. It is for this reason that members are clothed with freedom of speech and debate and immunity from legal proceedings for anything they say on the floor of the House. It is, therefore, wrong for anyone to express oneself by tearing the President’s speech,” Dr Matibini said. Dr Matibini said Dr Kaingu’s behaviour cannot be protected by Parliamentary immunity. The Speaker said Parliament will not tolerate gross indiscipline and misconduct.

let kaingu learn he should apologise to the President and the young generation for showing bad behavour in parliment and the parliment should reform on such offences,that why you are given time to debate on president speech so use it to augue points not tearing papers

Iwe chi Mpende, Dr Kaingu is just as immoral as his daughter Iris. How can someone explain that dad and the daughter are morally corrupt? The daughter has dared the country’s cultural traditions by putting her nakedness in the public while the dad has breached the Parliamentary privileges by tearing the Presidential speech and takes pride in justifying his actions. Iris is the first zambian to produce a porn video on internet while her dad is the first MP to tear the president’s speech in Parliament. Dr Kaingu and Iris need spiritual cleansing.
