Zambian Put On OIG Most Wanted Fugitives List for Commiting Fraud In USA
The search is on for Patricia Chisanga, who is wanted for defrauding hundreds of thousands of dollars from Medicaid.
The elaborate plan began in D.C. and included the 33-year-old’s boyfriend, who has already pleaded guilty.
Chisanga is now on the inspector general’s most wanted fugitive list.
Authorities say Chisanga and Ben Odunzeh opened and ran Emerald Medical Services on Georgia Avenue. Between 2008 and 2011, the two defrauded the D.C. Medicaid program and hundreds of needy clients to the tune of $525,000.
“…billing for services not rendered, cheating the patients out of supplies, cheating the taxpayers out of money,” listed Nick DiGuilio with the Office of Inspector General.
The indictment says Chisanga routinely “altered and falsified forms,” providing less expensive, motorized wheelchairs while billing Medicaid for the top-of-the-line models. Investigators say she pocketed as much as $5,000 per device.
Additionally, authorities say Chisanga delivered only partial orders for incontinence product but billed Medicaid for the entire tab.
Emerald has since closed up shop.
At Topp Dogg Tattoo, the tattoo parlor next door, tattoo artist Ronald Johnston couldn’t believe it.
“Seemed like a nice person…You never know, you never know,” Johnston said.
Odunzeh was arrested at the airport trying to leave the country. Chisanga got out; she’s believed to be in her native Zambia.
The Inspector General, FBI and D.C. Medicaid Fraud Control Unit are all working to get her back.

Can our Zambia government please revisit our immigration laws. Patricia Chisanga if she is in Zambia, soon she will be nabbed. Not by the Zambia Police, Navy Seals tata. America ni America tata. You can’t hide. Remember our Zambian brother suspected to have had links with Alqaheda? He went to hide in Chief Chitimukulu’s palace. The Marines and one navy seal traced him and was fished out.
It’s not the amount involved when it comes to criminal offences. It’s the way that money was obtained that matter in these developed countries. Thantsnwhy they are developed. Let each Zambian steal K1,000 from government every day for one year. I leave the math to you.

Recently, there was an American doctor in Australia who caused death of some patients through wrong diagnosis of some ailments. He ran to the U.S. American government extradited back to Aussie where he was tried and sentenced.
On the other side of the coin, an Indian-American girl went to visit her family back n India but her family arranged a man and married her off. Noticing her not returning back on the emigration database, the U.S government sent its troops to India to go and get the girl back to America.

David Livingstone did not die in Bembaland by coincidence. What actually happened is that the Bembas stole his medicine box which contained his quinine tablets.
