SATA Re-Aligns Ministries Again ‘Health Workers Moved To Community Development’

Republican President Micheal Sata has re-aligned government Ministries again.

Government has announced the re-alignment of portfolio function of the ministries of health and community development, mother and child health.

Under the re-alignment, health posts, health centre’s, district hospitals and district medical offices will fall under the ministry of community development, mother and child health which will be in charge of community mobilization, health promotion, prevention and curative services.

The ministry will also create provincial community medical offices to deal with coordinating service delivery at district level.

The ministry of health will therefore be responsible for the overall health policy and provision of healthcare at secondary and tertiary levels including the setting of standards and performance audits.

The training of health workers, research and development, disease surveillance and the specialist referral services will also continue being implemented under the ministry of health.

Secretary to the Cabinet, Roland Msiska disclosed this during the extraordinary sectoral advisory group meeting for the ministry of community development, mother and child health and the ministry of health in Lusaka this morning.

Dr. Msiska says the re-alignment of the two ministries will improve efficiency in the health sector by offering integrated services to the community and will therefore reduce morbidity and mortality among the general public.

And speaking at a media briefing shortly after the extra ordinary meeting, health minister Joseph Kasonde and his community development, mother and child health counterpart Joseph Katema said the move is in line with the PF government’s intentions to implement functional and organizational reforms in the health sector with the overall strategy of increasing efficiency and improving standards in service delivery.

In a joint statement read out by community development minister Joseph Katema, the two ministers stated that the refocusing of the provision of specialized health care services at tertiary level will reduce on the number of patients referred for treatment abroad.

Dr. Katema further disclosed that the implementation process of realigned functions is estimated to cost 1.4 trillion kwacha and that funds have been budgeted for in the 2013 national budget.
Re-alignment of Ministries continues, Ministry of Health and Ministry of Community Developement re-arranged.

District Hospitals and Health personnel training institutions have been moved from Ministry of Health to Community Developement.
