Over K4 billion At Luapula Accounting Unit Goes Missing

Over K4 billion meant for infrastructure and other developmental programmes has allegedly been misappropriated by the Provincial Accounting Unit (PACU) in Luapula Province.

This development, which has angered Minister of Information and Broadcasting Services Kennedy Sakeni, came to light when he paid a courtesy call on Luapula Province Minister Benson Kapaya in Mansa yesterday.

Mr. Sakeni, who is on a tour of media institutions in Northern and Luapula Provinces, said the Patriotic Front (PF) government was in a hurry to develop the country hence those who were frustrating it development pace will be sent elsewhere.

He said government has a passion to foster development in all parts of the country.
The misused funds have affected the completion of a bridge in Tayali community.

This facility is meant to aid school going children to smoothly cross a stream in order to get to school.
“Children will be cut off when going to attend classes especially when schools resume on January 14 next year because the culverts are still lying idle for over six months as nothing has been done since they were sourced,” Mr. Sakeni said.

Mr. Sakeni, who is also Chief Government Spokesperson, lamented that some civil servants were in the habit of paying themselves allowances in the pretext of working to develop the country when in fact not.
“About K4 billion has been misappropriated maybe half of it has gone towards allowances. It is sad that projects were being affected in this way,” he said.

And the continued misuse of funds has paralysed the operations of the Zambia News and Information Services offices (ZANIS) in Mansa.

This came to light when Mr. Sakeni toured the offices in Mansa yesterday and was told that the provincial office had not received their monthly allocations since September this year.

    More Money in your pockets game show by Hon. Sakeni. Are these scandals involving colosal sums of money just a diversion to raise campaigns funds for 2016?

    ZNBC news reported that this K4billion is lying idle (unutilised) due to absence of equipment to work on feeder roads.
    There was a bit on MISAPPLICATION and not that the money has gone missing…

    Lets not confuse these terms dear Zambians,misappropriation is not the same as missing,neither is it stealing ba tumfweko naimwe,the minister said misappropriation not missing!.It simply means that the money was not used for the intended purpose and the cause of this is usually politicians not sitting to agree on the projects with the local leadership and attend to the most pressing issues.I remember one council not so long ago that went for 8months without salaries,imagine what would happen if they got funded for a bus shelter at a market? allowances are a condition of service and need to be paid also,a motivated workforce is a performing team.

    Benson Kapaya is a man of integrity.I worked with him in Zambia Air Force and i strongly believe its just a question of the leadership agreeing on what projects should come first.All the best General and i will pay you a courtesy call next time i’m in Zambia.God bless the people of Zambia and God bless our land.

    There goes our ministers again,always making alarming statements without first doing a proper case build up.Where is the internal auditor and external auditors.Govt should learn from Kapoko’s aquittals,otherwise there’s no case here.And why should Sakeni be the one to announce.Am an accountant and I know what am talking about
