MMD Mtolo Phiri retained the Chipata Central seat after amassing 8186 votes beating his closest rival Lameck Mangani of the PF who received 5913 votes.
The UPND broke new ground on the Copperbelt scooping the Kafulafuta seat and penetrated North western province by winning the Solwezi East seat.
Its candidate Brian Chitafu in Kafulafuta polled 2,504 and was closely followed by ruling PF’s James Chishiba with 2,407 while NAREP’s Jimmy Kasabwa managed 329 votes.
MMD’s Evelyn Mwanawasa who had withdrawn from the election on account of poor health still managed 32 votes.
In Mkushi North, PF’s Ingrid Mphande looked set for victory with preliminary results showing that she had received 3287 while the MMD was in second with 1104 votes.
Official results for Solwezi East have not come through yet but reports indicate that UPND has won the seat.

This is good news for the opposition and a wake up call for PF. People are sick and tired of endless bye-elections instigated by PF. People can not eat bye-elections. Advice to PF- start fulfilling your campaign promises. In case you are too drunk with power to recall what you promised the electorate- read your manifesto.

VOTE WISELY
To assist voters in choosing wisely we have devised the 4 C system for checking aspiring candidates.
The 4C system does not follow any personality, party or particular religious creed.
Instead it looks at four essential characteristics of a worthy election candidate. They are:
CHARACTER – do they have integrity?
COMPETENCE – are they intelligent and capable of doing the job?
CONNECTIONS -who are they connected to?
CONTENT – of their policies.
Character determines choices under pressure. The person of weak character will give way but the strong person will stand. The honest person will have integrity but the dishonest person will steal from the government coffers. A person of solid character will bring poise and power to the nation while the weak and impulsive person will make foolish choices, rush into trouble and ruin the country. Vote for good character and for men and women of strong principles tested over time.
Competence determines how the leader handles complex situations – such as the economy, justice, technology and peace-making. In today’s fast-moving world a leader must be “on the ball” and able to make good decisions quickly. A casual attitude to decision-making will not work. A good leader must understand the issues in depth. A wise politician is able to analyze all the relevant information. This requires a highly intelligent and capable person. Check that the person you vote for has held responsible leadership positions and performed well. Vote for competence. Vote for leaders who are intelligent, capable, and wise.
Connections determine who has influence on a leader. By looking at who backs the politician and who that person “runs with” we can get a good idea of the how they will be influenced in office. Is the leader surrounded by good competent people or by fraudsters and criminals? Is he or she obligated to a certain business firm or to wealthy backers? Is he or she surrounded by the wise – or by the unwise? By the stable or the unstable and revolutionary? Have they been associated with rebel groups or coup attempts? Vote for candidates who have good connections, for those who have wise and beneficial associates.
Content determines the direction of their policies. This tells us about the plans they have for the Philippines. All leaders, both good and bad, have plans. But sometimes these plans are impractical, self-serving or foolish. Noble leaders make noble plans and by these noble plans they stand. Candidates should have a clear positive vision for the nation. Their policies should be good, and wise and practical. Voters should be able to check these policies. The candidate should be able to outline the content of their policies, in some detail, before the election. Vote for good content. Vote for candidates with good policies that are clearly stated well before the election.

The President should fire tired Permanent Secretaries from Eastern,Northwestern,Northern and Southern before they cost PF in 2016.Investigate and learn how unproductive they are.We are waiting for a press conference. Why should PF rule only for one term ?
isaac
July 26, 2013 at 2:59 pm
You’re right John, these leaders entrusted with leadership in these respective regions or provinces are the ones that will cost PF, therefore the president should convene an emergency meeting. We do not need PF to rule only for one term. These opposition cannot and will not be able to govern this country well should a chance in hell slip in their favor come 2016, they are a disaster in waiting hence there is every need not to leave any stone unturned.

PEOPLE! CAN SOMEONE Intelligent PLEASE READ BETWEEN THE LINES?
1. WHO HELD THESE SEATS BEFORE THE BY – ELECTIONS? Is it the opposition or the ruling party?
2. THE OPPOSITION HAVE WON 3 OUT OF 4 SEATS!
3. SO THE QUESTION IS? Who is the looser here?In other words, who has gained here, is it the opposition or the ruling party.
4. Because from what I see! The opposition have just retained their 3 seats, and PF has gained 1 seat!
5. Think about it, and do the Mathematics!

The only winner here is PF! The opposition has just swapped the seats from MMD to UPND. The worst loser is MMD because all the contested seats were held by them and PF can claim to break ground for coming out second in former MMD strongholds.
Claiming that PF hasn’t gained anything from these by-elections is misplaced, politics is about numbers not how loud the noise you can make like MMD! MMD number of MP’s is going down and that is not good in politics.
These results can be attributed to policy shift by PF on the removal on consumption subsidies but they have a chance when people start to see the results due to the policy change. Most of the rural fork are ignorant about consumption subsidies and the opposition leaders are deliberately misinforming the forks that production subsidies on maize have been removed also like HH did Kafulafuta.

July 27, 2013 at 1:56 am
@Michelo Hacwuama, You are trying to sound intelligent but you really doing a terrible job of it. Losing 3 out if 4 by-elections when you are in power is a shame. We know you are bitter deep down and your attempts to down play the bitterness just shows how much you are in denial. The bottom line is that PF expectet to win all the elections they created and they are extremely disappointed. May the almighty grant us a by-election in plot …… one way or the other.

Mig the real losers is PF and your PF is its own worst enemy , nothing positive or
Big you can attribute to PF except harassment , bye elections ,violence ,arrogance , pride when people need jobs, food, medicine and peace , come 2016
People will reflect on these things and if they see no change Your PF is a goner
You are very ignorant on importance of subsidies not only do prices come down surplus comes along now with no subsidies people are taking advantage also there is food security issues we won’t be having all those surplus maize for too long we have experienced that in Unip days

wrong, if we use a simple arithemetic , chipata was held by the MMD and it has returned by them, kafulafunta by them , but it has gone to the UPND as well as zambest East, and finally mukushi has gone to PF.
I cannot see any seat that the PF has held but has gone to the opposition. My friends you need to go to school.
But even if iam a supporter for the PF, am happy that the opposition has returned nearly all the seats and i wanted them to do more than that .Without balance of checks , ooh the democracy in our country will be xxx.congratulations to the UPND and MMD and GOD add more numbers to the opposition side .
