ACC Arrest Prof. Clive Chirwa For Corruption

The Anti-Corruption Commission has arrested former Zambia Railways Limited Chief Executive Officer Professor Clive Chirwa for alleged Corrupt Practices involving over K280, 000.00

ACC Corporate affairs officer Christopher Chibanku public relations in a statement says Prof. Chirwa was arrested yesterday and charged with two (2) counts.

Mr Chibanku says in the first count, Prof. Chirwa is charged with failure to Disclose Interest contrary to section 28 (1) of the Anti-Corruption Act No.3 of 2012.

He says details are that Prof. Chirwa, 59, between 1st November, 2012 and 31st December, 2012 as CEO of Zambia Railways Limited recommended at the Zambia Railways Board meeting that Clavel Incorporated Limited, a company in which he is a shareholder be given a contract to train Zambia Railways employees without disclosing interest contrary to section 28 (1) of the Anti-Corruption Act No.3 of 2012.

Mr Chibanku says in the second count, Prof. Chirwa is jointly charged with Regina Mwale, 50, who is Zambia Railways Limited Finance Director for Abuse of Authority of Office contrary to section 99 (1) of the Penal Code Cap 87 of the Laws of Zambia.

He says details are that between 1st November, 2012 and 30th April, 2013, Prof. Chirwa and Ms. Mwale whilst acting together abused the authority of their office by authorizing a total payment of K289, 128.84 to Fallsway Apartments of Lusaka for accommodation for the benefit of Prof. Chirwa without following laid down procedures.

Prof. Chirwa and his co-accused who have since appeared in the Kabwe Magistrate Court have pleaded not guilty to the charges.

In a similar development, the Commission has arrested and charged two public officers for Choma Municipal Council for Abuse of Authority of Office and Uttering a False Document involving ninety one thousand kwacha (K91, 000.00).

Mr Chibanku says the two officers namely Killian Chibbunu, 49, a Chief Community Development Officer and Gabriel Malata, 47, a Draftsman are alleged to have acquired eight (8) pieces of land in Choma District without following laid down procedures, which land they sold to unsuspecting members of the public.

They have been charged with 8 counts of Abuse of Authority of Office each and appeared in the Choma Magistrate court for mention today.

    Just because he asked for his passport to go and see the family you are intimidating him.whats wrong by recomending a company to train employees ? the Board had the right to refuse after all the CEO Reports to the board.How much Money is the govt paying in Per diem for its Staff pay Month. Chirwa his being here is an oppotuinity cost you are telling me he cant stay at falls ways he is not as cheap as you want to lower him. you hipocrites,the company had the capacity to pay for his lodging of its expatriate CEO do they even Know how much even mare Directors Company packadge per month go round and find out before you talk too much crap. You are failing too Soon Uncle Sata.

      …whats wrong by recomending a company to train employees ?..he should have delcared interest, now that he did not, there was INTENT to ”defraud” and that’s what made all wrong!

    Yeah Uncle Sata or Shikulu Sata is failing too soon. I think they are just intimidated by Professor Chirwa’s free mindedness and intelligence. I really feel sorry for him. I wish he just stayed in UK than to come back and be treated like this. Remember whatever goes up must surely come down.

    Let the law takes its course.He is still innocent until proved guilty.I think the man was intitled to those conditions unless otherwise,he can not jst gobble the money so carelessly.Tulalindila…and feel sorry for the big man.The man inspired me alot when he came on the scene.

    somebody shud have told him that this here is zed.anyone,anyone at all who tries to correct the mess ends up being fought left,right and center.that board had very selfish motives and chirwa you stood in their way.so they did that which comes naturally to selfish,potbellied,so called educated zambians,picked up the dirt smeared you.uku filila musenga as we say back home
