Splitting Ministries By Lungu: An Expensive Exercise

Just when we where getting our heads around the new structures Sata put in place we hear Ministries are being split again and wait for it, may even change again in 2016 !!!
Splitting or merging Ministries is a very expensive exercise and the confusion caused by either exercise is considerable. Various mergers and de-mergers have seen some Departments change Ministries 4 or 5 times in the last decade and others revert to Ministries before becoming Departments again.
Seeing the current PF Administration is only around for 18 months or so is it wise and cost effective to make such changes ?
Can it wait until 2016 ? Can we also maybe put ministries in the Constitution and then the Departments under them can change instead of the many confusing mergers and de-mergers we have seen since Independence ?
For instance what is now Community Development used to be a department of Labour and Social Services. Chiefs and Traditional Affairs was a department under Local Government while Water has moved from Energy to Lands and back again while Energy has been alone before joined to Communications and Transport and so on. Tourism used to be a department of Commerce Trade and Industry. Mines has been alone, has been under Lands, has been with Energy and is now with Water and Energy.
The legacy of these merger and de-mergers is offices scattered all over Lusaka. Energy, Mines and Water has Directors at Government COmplex, Mulungushi House, in separate buildings in the Ridgeway Government area and even n the Industrial area. Getting people together for a meeting is a nightmare.
Then you have the situation of trying to merge two HRA Departments (containing HR, Finance, Procurement and Admin) and Planning Departments (containing Planning and IT) and just when everybody is finally settled with the new structure then splitting them up again. Real logistical nightmare.
Cant it wait until we have a Government in place for 5 years ? Because it will happen again in 18 months time !!!!

      I am happy that the Good Lord is beginning to open your eyes.Every criticism I have given to President Lungu has been constructive. But you Zambian bloggers have been showering me with sustained insults but i have never responded for I respect you my brothers and sisters.

      Some people have even told me that I am a man disguising as a woman, still I never responded for the love I have for you and all Zambians supercceeds any insults or unpalatable language that have been directed at me.

      To tell you the truth, I have no grudge against President Lungu but his polices have made me to have sleepless nights for many days. HH is not my tribe mate but my husbands’ yet the support I have for him (HH)is unmatched to the respect I have for anyone else.

      I respect HH so much and I despise Edgar Lungu.

      Until HH becomes the president, I vow to continue fighting with or without insults from desperate people.

          Jane my sister, do not worry when nincompoops like Kakolwe insult you. You can tell even by his alias that indeed he is an animal. That is why he can’t even muster enough balls to reveal his real name. The only thing he ever learnt at school was English. By the way, English just like any other language can be learnt in any environment. Do not even waste your time replying to idiots who can’t or fail to reason. My sister, take heart, he doesn’t speak for the majority of Zambians who have learnt to analyse and critically think.

        Jane it shows me that you may really be a man. If you were a woman you were most unlikely going to say ‘my brothers and sisters’.         I think we all have our preferences. But the aspect of wishing people dead is terrible and cant be supported for whatever reason.

        Just like any of us, who can say they would do everything right as Presidents?

        We can never have it perfect. Half of the voters supported HH but I think it would be ridiculous to expect him not to make any mistakes either.

      @Sweet Ann. you are right; some of these ministries there was no need to merge or de-merge them. One example is that of Education. Science and Vocational Training could have continued to run separately because it comprises of so many colleges while Ministry of Education can combine early childhood to be Ministry of Education and Early Education. Education is a crucial ministry. Mines, let it be independent too to tackle those big challenges. Water and Energy as merged is ok.

    Ministries that were merged are independently productive, therefore, there is no need for them to remain together as combined ministries. Bravo Mr. President.

    No matter the cost, to have merged water,energy and Mines was a big mistake in the first place. Mines and Minerals Development is a very big ministry by itself in Zambia unless in countries where minerals are just a trace.

    Energy and Water can also a ministry on its own. Infact Hon. Yaluma was more Energy/Water leaning while it seemed Hon. Musukwa was running the Mines.That is my take on this issue.

    Spliting ministries shall mean two Ministers with their separate juniors meaning more costs – salaries, housing, vehicles etc. Also change logos and stationary letter heads!

Thus, am back to my normal self. Yes, I like EL but will also criticize any questionable moves. So very different from HH supporters.

    Different strokes for different folks. If you look @ costbin abstract, splitting ministries can be perceived to be very expensive. When you consider reduced bureaucracy, efficiency & effectiveness & reduced conflicts as in the case of zesco, the longterm benefits of splitting the ministry of energh, water & mines is very clear.
    Allow the president to do his own thing. Batila, ombela umo ombela amenso yabantu tayalya.
    so to the grumblers, like Coonde, just grumble & for The president carryon sir!

    I concur with the idea of “enshrining” the number of ministries in the constitution so that only departments can be moved and tossed around.

    u are taking about HH to be better,…….well for me i see him as immature politically and mature economicall but this does not mean he is better for zambia ,even N’gandu peter Magande is far more better than your hero just think about it objectively .HH can only be ready for this job in tweenty years time ,all we can wish is good luck ,and y can’t he let charles milupi to lead the party,he will make a serious impact

      Unfortunately the people of Zambia do not think HH is ready for presidency in 20 years time. They think and feel he is ready now. For crying out loud HH almost beat EL….every honest person knows this fact. Do you know what this means (if only you are honest with yourself?). Wake up and smell the coffee…

    Iwe, the splitting of constituencies is one very important thing that we ought to be talking about & not this ministries sh!t. With 250 constituencies, representation will be meaningful representation especially in rural Zambia. You have Mutati representing Lunte some of whose far flung areas he has NEVER managed to visit. Let us maintain a sustained fight for delimitation. I navel at Japan every time I visit there. A prefecture there (province for Zm) is no bigger than Chimwemwe or Kabwata!%

    @Mpooma the proud real Tonga: This is not constructive criticism but a revelation that Tumfweko is run by PF cadres who are now frustrated because appointments are not coming forth. This site is on a mission of isolating some regions but God is so gracious that he will never allow evil people to take control of this nation – if they persist then natural selection will be play. God has given EL the patience that has caused these people to come out of cover. They are now tired and more will come out. We have said it before that no one wins alone and no one loses alone. We all win and we all lose.

    Splitting ministries and increasing constituents enhances effectiveness and efficiency. It eliminates discord and promotes harmony and sound communication. No need to delay decisions in a convoy of ‘bottleneck’ obstacles. Democracy is an expensive undertaking that ought to be respected!

    Lol lets see who will be invited to the dance. We all hope Lungu succeeds. Despite our political persuasions we all want good for Zambia. The argument should be about who can do better than the other and how equitably the success is distributed. Still waiting for reforms in our agricultural sector. At the end of the day its not the politicians that take the suffering but the common man. Good luck to Lungu Kwacha continues to fall, crude will start to rise in and copper is showing no signs of gains. 2016 we might have to import maize too. Oh not to forget the debt is now due and has to be serviced. Maaan Lungu is in trouble.

    Guys, I have always been PF but totally disagree with this move. It seems the President has shattered my hopes. I thought short term approach towards reducing the cost of living would be emmediate. Splitting ministries increases cabinet, workforce and this pushes the budget up. U thought he waa in a hurry to get down to work, cabinet takes this long to be appointed. Am pretty sure our President is not doing fine. I night find a reason to stop voting like the bigger population of the country is doing. What government is doing is not any approach towards reducing cost of maize meal, commodities. They have reduced the fuel prices but government doesn’t see it fit ro follow up with traders to measure impact of this on individuals who voted for them.

    Am PF too but the article is actually very logical. To me it looks like the president just wants something to do! Surely this can wait for 18 months before the next elections. Making changes must be a long term plan undertaking. I suggest that the president concentrates on shorter term decisions like how we progress with the projects which have begun but are not on course. Such projects may be long term in nature but they are already on course (eg roads). He may also look at the issues like the mines and the taxation,healing intra-party (PF) and inter-party wounds and planning of the next elections etc. Changing of ministries will only confuse him more.

    IN THE NAME OF SAVING MONEY YOU MERGE MINISTRIES WHICH CANNOT EVEN MIX LIKE WATER AND OIL. THE OUTCOME IF INEFFICIENCY WHICH ENDS UP BECOMING EVEN MORE COSTLY TO THE NATION. THEN YOU SLIT MINISTRY OF HEALTH INTO MINISTRY OF HEALTH AND MINISTRY OF COMMUNITY DEVELOPMENT MOTHER AND CHILD HEALTH CAUSING MORE CONFUSIONS.THE OTHER HALF IS COMBINED WITH COMMUNITY DEVELOPMENT.

    The splitting has been becessitated by job seekers. Some of them who were outside the campaign arena.
    Think of the Mwrgaret Mwanakatwe who never contributed anything to Lungu’s ascendacy to president taking over Ministry of Commerce? 8ob was just an impostor it was just in order to fire him nut not to give the position to a new comer to a full cabinet. I am really disgruntled. My contribition are un appreciated.

    Zambia has grown and is growing at over 7%. Ministries can no longer function properly if not properly aligned.

    The splitting is in line with growth.

        I did not imply a linear function. I implied an exponential growth of efficiency from marginal increase in x-factors.

        Only with a marginal increase we realize endless benefits.

    You can merge and demerge but what matters is effectiveness in executing duties. The engines of bureaucrazy and corruption play a big role in level of effectiveness.

    Its Like Edger Lungu Is Not Thinking About The Problems Zambia Is Facing Now. Even Himself Has Become A Problem. It Is So Difficult For Him To Finish Appointing People In The Already Merged Ministries, What More Will It Take Him To Finish If He Had To Split Them? (18 Months I Think). Splitting Ministries Now Is Time Wasting And Money. He Should Wait For 2016 To Do So. He Should Focus On Strategies On Job Creation, Improving Kwacha, Reducing Transportation Costs, Drugs In Hospitals, Etc. I Think He Is Stack In His Brains And His Wolves Are Waiting For Positions. Our President Is Confused. All He Is Thinking Of Is Creating Positions. This To Do Now Is Bad Move, We Have Kaloba To Service. Why Bring More Unwanted Costs Now.

    I think this is one area as a country we have lost money unnecessarilly, it is like each person who comes into power brings in his own ideas. I am of the opinion that Ministries should never be figitated around because with 50 years of independence we have experimented enough how these ministries are best combined to make them efficient. If anything we are seeing more confusion brought in at the time PF came into power. I very much support Mulenga when he suggests that let this be part of the new constitution. People as they come into power should just align themselves with the existing structures and just make them more effective and efficient instead of bringing in changes. Already we have a lot of Deputy Ministers and even cabinate Ministers who are not even worth the salt. This come about due to wishing to apease the people who assisted in campaigns. THIS IS NOT GOOD MANNERS for the country. Zambia shall have no tangible development with such myopic approach to governance.
