A child is a child and must be allowed to move around. The act was totally wrong . The mother should report the matter to the police immediately so that the culprit is brought to book. we should not have such people roaming the streets freely this year.
The land lord can also take some appropriate measures such as evicting her from the premises to ensure safety of children around. Please do something. Why should the police even wait for a complaint when evidence is there? Let us all protect our future generation so that they can grow into better people.
