Republican President Michael Chilufya Sata marred his first parliamentary speech with constant attacks against former president Rupiah Banda, Dora Siliya and theMMD government.
Officially opening the First Session of the Eleventh National Assembly, Mr. Sata constantly deviated from his official speech by taking jibes at Banda’s government which he kept on referring to as “corrupt’’, ‘’con government” and “thieves’’.
Mr. Sata also took substantial time away from his official speech to attack the MMD spokesperson and Petauke Member of Parliament, Dora Siliya, who was a butt of his many jokes.
Many of Sata’s supporters however, insisted that Sata was being natural and the strange unorthodox character he has brought to the presidency should be accepted; ‘’When did u last see the entire House this awake? Probably only in Frederick Chiluba’s time was Parliament this awake,” One strong supporter justified.
The President’s parliamentary speech is designed to set stage for the upcoming national budget and is intended to announce major policy changes and direction.
“I note with sadness that under the previous government, investment in infrastructure development was haphazard, poor, and the pace of development too slow to meet the aspirations of our people,”Mr Sata argued.
He continued, “The negative fiscal policies of the previous government its corruption and mismanagement of public financial resources are largely to blame for this poor state of affairs”.
One notable issue Tumfweko observed the President didnt tackle was the issue of mining taxation and the plight of the disabled persons.

Tumfweko are u sure he mentioned RB’S name in his Speech,Mining Taxes will be addressed when Government and the Mines owners agree on some issues I don’t think they have sat let’s wait and see all will be fine. To be frank the speech was brilliant.

As much as every one would love to see his part talked of, one can not over emphasize that it was not possible at all that in one speech he outlines inch by inch of all sectors. Are also sports men and women going to cry foul that nothing has been mentioned about them in the speech? i am not simply saying that the disabled are not a priority, i saw an MP after the address she was interviewed by a Muvi TV report, she also wanted south province roads to have been mentioned one by one as those that shall be linked. The fact that it was not done so, to her it was a point of offence. Do we have so short memories, that we can not remember that Ministers in charge of the mentioned welfare are in place? That tells me that the President has already taken care of them.
About the mining Taxes, we all know that this government has been in power barely a few days. And there is need to have Parliament is session and on the other hand the budget committee are busy planning for next year’s budget. At the moment they are consulting on how best the tax issue has to be implemented. why pre-empty details when the final draft is not done…I feel we need to be realistic…

We head the speech, we are NOT blinded by the changes PF has been doing we are citizen on alert. But ba TUMFWEKO mwa faula apa pena the speach was content. Which sector was not touched? That was one of the best speeches I heard since Franklin Roosvelt the war time president of USA pledged the new deal to the American people in the early 2oth century.Well done Mr President.I was particulary impressed with the zeal exhibited to improve educational delivery in the country.Yes the High School system has failed.We neeD to revert to the old Secondary system so that Secondary schools groom their own junior section thereby improving the results at grade 12.

Ba Tumfweko, you must be very dull “pseudo-journalists”. Were u not listening? Havent you reviewed the speech?
Nowhere is RB’s name specifically mentioned. Reference is only to the corrupt administration over which RB presided – a fact that cannot be denied by any rational person. Wasnt there mention of domestication of international instruments for people with disabilities?
As for Dora, I wont even waste my time to comment.
I say it was a great and inspirational delivery from HE MCS. It gives hope to ordinary Zambian!

The Announcement by the PF Govt is welcome and long overdue,but my advice is that Govt should leave it to the local private sector,its very costly to set up an airline from the scratch,best Govt should do is reduce jet fuel price,reduce all taxes such as landing,navigation and ground handling charges by the Airport Authority to make easy to venture into aviation and then ask the local private sector with tangible business plans to come forward and set their AIRLINES.
This PPP issue should have been done by late President Chiluba when Zambia Airways had all the infrastructure and human resource.
It is a well known fact World over, most Govt controlled airlines are doing badly but just being heavily subsidized.In Africa maybe Ethiopian and Kenya Airways seem be doing fine.
Aviation has gone Low Cost Carrier or Budget airlines like 1time,Easy jet,Kingfisher etc cutting costs and making flying affordable.

Please lets not spoil our president; he means well and promised to listen to advice, if he omits something, it is our responsibility to remind him. Reminding him should not mean that we do not love him. This is were we go wrong and spoil our leaders who mean well.History has it that Dr. Kaunda started well and was listening to concerns raised by people; then those around him turned him to Kumulu ni lesa, pansi Kaunda-The good man became seemingly “bad”.So, was FTJ, great,brave,principled whilst a trade unionist, but later, we went to sleep and allowed him to make mistakes.
For me, please lets not sleep, Our president wants to work in an effectively and transparent manner with zero tolerance to corruption, so reminding him of windfall tax is just good, because we need that money for the various developmental projects that he outlined in his speech in Parliament. Please Do not shield him blindly.

rumors has it that 75% of Zambia’s population is unemployed and people are striving to survive, hunger, diseases… these are some of the root cause of corruption.
