Ministries To Start Depositing Revenue Directly Into State Treasury
SECRETARY to the Treasury Fredson Yamba says Government will soon make it mandatory for all ministries, provinces and spending agencies to deposit all collected revenue directly into the State treasury.
Mr Yamba said the measure, which is effective next January and aimed at ensuring transparency in collection and use of public funds, will also cover revenue collecting statutory bodies.
He said this in Lusaka yesterday at a media briefing on the implementation of a pilot project for the direct deposit of fees for the Zambia National Travel and Citizenship (ZNTC) documents at Indo Zambia Bank.
He said the Patriotic Front administration is committed to ensuring that public resources are used in an equitable, transparent and accountable manner.
“To ensure that the collected revenue reaches the main revenue account at the Bank of Zambia, these institutions will deposit it through revenue transit accounts at commercial banks. Commercial banks have already signed service level agreements that compel them to remit funds to the Bank of Zambia,” he said.
He said the treasury has resolved to minimise “human contact with cash” especially in areas where banking services are available.

In February this year, government signed an agreement with Indo Zambia Bank which seeks to improve revenue collection and accountability through dedicated counters.
“This facility will enable the general public to pay for ZNTC documents at dedicated counters at Indo Zambia Bank and proceed to the Passports and Citizenship Office for processing of their documents.
“This will be implemented in Lusaka, Livingstone, Chipata, Kabwe and Ndola on pilot basis, with a view of rolling out to other passport and citizenship offices in other provincial centres,” Mr Yamba said.
He said some of the immediate benefits of the initiative include quicker transmission of revenue to the treasury and minimised misuse and abuse of public resources.
Mr Yamba said the infrastructure required to commence the pilot project is ready in the targeted five towns.
“Members of the public are advised to look out for detailed guidance on the new arrangement relating to payment for ZNTC documents, in both print and electronic media.
“Officers at both Indo Zambia Bank and Passport and Citizenship Office have been trained in this system,” he said.
And Indo Zambia Bank managing director Shankardas Gupta said the financial institution has trained its members of staff and put in place infrastructure in the five towns at a cost of K413 million.
Mr Gupta said internet connectivity to all Passport and Citizenship Office centres is underway while testing of the connectivity at the Lusaka office has commenced.

The only problem is that funding to government institutions is always delayed. Think of hospitals that have survived on these same user fees while waiting for grants which are not only late but far short of meeting the estimates for the given months

Hope this move will stop i*iots at RDA, ZICTA etc from wasting money on cars, printing T-shirts and holding unnecessary conferences at their friends’ lodges. Their job is to provide services but they get drunk with cash from the fees they overcharge us with.
