The process is very simple: Notify the police that you are going to have a public meeting, the date, expected number of people, key speakers and the general theme of the meeting! This helps the police to properly manage the crowds and indeed protect the people who are attending the meeting in case they are attacked by overzealous rivals! Is this not a good idea?
Country men, in law, it is stated that “ignorantia juri non excusat”, meaning that ignorance of the law is not an excuse! Mumba wanted to show his weak political muscles, forgetting that we have laws in our land which regulate our conduct!
