KITWE Town Clerk Suspended Over Plots And Financial Scandals
KITWE town clerk David Kabanda and director of finance Benson Mwila have been suspended from the Kitwe City Council (KCC).
Local Government Service Commission chairperson Charles Sambondu confirmed the suspension of the duo in a telephone interview on October 16 from Lusaka. Mr Sambondu, however, refused to disclose the reasons why they have been suspended.
“I can confirm that Kitwe town clerk and director of finance have been suspended, their suspension is with immediate effect. There are certain issues that we are investigating,” Mr Sambondu said.
But sources at the council yesterday said that Mr Kabanda was suspended for allegedly refusing to reverse the sale of an institution house to a former employee who has since retired.
The source charged that Mr Kabanda is an innocent person saying the sale of the house to the named retired employee was done before he was appointed town clerk for Kitwe.
“The Kitwe town clerk David Kabanda was suspended for refusing to reverse the sale of the institution house that was sold to the former employee who has retired but what is important to know is that the sale of the house was backed by council resolution and was done before Mr Kabanda was appointed town clerk,” the source said.
The source further said the director of finance is being investigated in connection with the plots in Kitwe West on the Kalulushi road where some funds have allegedly been misapplied.
Efforts to get a comment from Mr Kabanda failed as his phone went unanswered while Mr Mwila said he has not received any communication over his suspension.

this has come timely wen us kitwe residents have called on the town clerk to oversee the rangoz that have gone on and on over the former astra plot bcoz of serious corruption we’ve seen no development on the plot for so many yrs now. my president has clearly pointed out his allergic to corruption and corruption will owaz hinder development.

Kabanda have you seen??? You thought Kitwe was Chibombo!! Oh Gosh!!! Infact they should also charge you for the two plots in chibombo which you dubiously acquired in Chibombo.
Kabanda is paying for his sins present and the past.

Yes I agree the man is very innocent. He is too new to this place. The problem was with Mr Ali Simwinga. He has over 50% of the plot here in Kitwe either directly or through relations. This man made Kitwe like he owned it. Its true that he just was just a play boy both at the Council and compounds. Each time you want a plot you will not get it through normal procedure but corruptly.
Shame to us as Zambia its like we do not like to serve our fellow Zambian in a good manner.

The new TC should be spared. Please Mr Sambondu apprehend the major players in the illegal allocation of plots and misapplication of council funds and other resources. Iwe Mr Sambondo don’t waste time on innocent people please arrange for the warrant of arrest for Simwinga and all his cohorts including Mwila so that they feel the of law ba shetani mu Kitwe ba ***** and abuse of women. Simwinga and Mwila played cheap games regarding the allocation of plots and investigate his relatives for acquiring plots through dubious means ba shit please don’t even waste much time. Ba kateka wesu Ba Sata please get to the Ndola Passport as well and this has to be as soon as possible so that the people working there are sorted. I dont see why a person should be paying K800,000 to get a passport instead of the K320,000.00 Government given price. They are very very corrupt, ni ba kazolo ababi. Why should someone part away with so much money? Ni ba kabolala aba kamamo namenshi. It really hurts especially that some of us dont want to obtain our passports in a corrupt way as we are entitled to them and we at the end of the day we dont support their corruption. People paid for some plots in kitwe west and chachacha. Services charges were paid but no services provided. The council has now identified some “inactive plots” in these areas and is about to start reposessing them. Please Some Mr. Sambondu, stop this corruption in kitwe.

its not the town clerk alone, consider the plots given in Mindolo near Rail lines who is resposible– Simwenga shold answer cos he attainded the meetings we were having around the place. BRING DEVELOPMENTS NOT DEMOLITIONS PLOT.A MAN OF ACTION IS NOW DRIVING B CAREFUL

kamanga as mayor of kitwe tries to reason with these chaps, what does he get, a police case spearheaded by the disgraced malanji and george lungu.
now that pf is in power, can you, the new mayor of kitwe, reverse all these illegal transactions and build a new station at that plot.
after all funds are already there.

When are you visiting Ndola City Council? Bapompwe ba land pa NCC too much. Town Clerk has over stayed and does anything to frustrate employees who did not believe with MMD ideals. Joseph Zulu, Collins, Chisenga, Moses Mwelwa to mention but a few are some of the boys she uses to do land deals. Can there be a land audit? We are ready to talk and give evidence as employees
