Lunte Constituency, Member of Parliament and former Minister of Commerce and Industry Felix Mutati has been elected as Leader of the Opposition in Parliament.
Sitting in a caucus Wednesday, the Movement for Multi-party Democracy (MMD) and the United Party for National Development (UPND) have also elected Gary Nkombe as whip for his party while former Minister of Education, Professor Geoffrey Lungwangwa as whip for the MMD.
They are increasing calls by MMD members to encourage party president to retire and leave the position to Felix Mutati or Kabinga Pande.
Although Mr. Banda is still eligible to stand as Republican President, and recently won a five year mandate as party president at the MMD convention in May 2011, he might be forced to resign and retire from active politics.
Under the Former President Benefits Act of 1993, former presidents can only access retirement benefits and pension if they quit from active politics.
Although Mr. Banda announced that he will retire from active politics, he has not formalised his desire and he remains party president of the MMD, a move that might jeopardise his continued enjoying of state benefits, motor vehicles and state security and might be withdrawn.
In 2002, former Member of Parliament for Lusaka Central and strong political critic to former president, Frederick Chiluba, Dipak Patel took out a legal suit in the High Court to compel government to withdraw state benefits until Dr. Chiluba stepped down as MMD party president.

Felix Mutati is a good choice though he doesnt strike me as a man of serious principle looking at the way he recklessly supported RB, and now seems to be salivating at Sata’s dangling carrot (President Pavlov). Thats the game of politics though. We surely need a strong opposition to the PF government. President Sata is an action oriented person, but his past leaves some questions which can be checked and balanced by a strong opposition. Hope he works with UPND to balance the parliamentary votes.
