The Patriotic Front (PF) government has u-turned on earlier pronouncements made by republican president Michael Sata to have the position of office of the secretary to the Treasury abolished.
Vice-President Guy Scott yesterday in parliament made a dramatic U-turn on the announcement made by President Micheal Sata that he had abolished the position of Secretary to the Treasury.
Dr Scott said that the office of the Secretary to the Treasury has not been abolished and that President Sata has already appointed someone as the controlling officer.
President Sata on 3rd October announced at State house that he had abolished the position of Secretary to the Treasury.
On Monday, the Speaker of the National Assembly directed Dr Scott to address the House on the point of order raised by former Vice-President George Kunda, who questioned the abolition of the position of Secretary to the Treasury, a position that was created by Parliament under the Public Finance Act No. 15 of 2005.
Meanwhile, Parliament yesterday approved the establishment of Government ministries and departments established by President Sata.
Vice-President Guy Scott, while presenting the motion in Parliament, said the move to reduce the number of government ministries and departments was meant to reduce government expenditure.
He said President Sata would have sought parliament approval before establishing the Government ministries but that parliament was not sitting at the time.
“The President had to assign people to ministries, therefore, he had to establish the ministries he wanted and later seek Parliament approval because it was not sitting at the time he made these decisions,” he said.

There is nothing wrong in U-turning. No one is wrong to fall down, what is wrong is failing to rise again after falling. Pipo must not compare the 2011 change to the 2001, 2006 and 8. this one is like 1991 where alot of changes have to be made and when this is done certain functions may suffer due to the fact that responsibilities where given to caders and those positions looked like irrelevant because the former appointees where doing nothing anyway and all was commanded at state house with children.

The U Turn is a very healthy tenet of democracy. PF has scored a mark by listening to criticism. others dint listen & it has costed them.

Those close to the President should assist him and advise without fear. I see a situation where they are not able to question his decisions which ultimately are an embarrasment. The number of U-TURNS is embarassing given the period of being in office, even if it is listening to the people. So far so good, especially on the BOZ export permit. We need a fair share of the mineral resources.

This is the democracy we have been fighting for now it is working, gvt of the pipo by ze pipo & 4 ze pipo. Not the previous one where by whatever the president says or does no one can say no that is dictatorship type of gvt.
