ZRA Commisioner General ‘AXED And FIRED’

REPUBLICAN President has finally axed Zambia Revenue Authority Commisioner General.
Government has finally fired suspended, Zambia Revenue Authority (ZRA) Commissioner General, Mr. Wisdom Nekairo and his deputy, Mukela Mutukwa.
ZRA Commissioner, Priscilla Banda is now acting as Commissioner General.
Recently President Michael Sata suspended the duo and dissolved the ZRA Board.
Speaking at a swearing in ceremony at State House, Mr. Sata fired the duo and instituted a probe into the workings of the ZRA accusing the management of engaging in corruption with the previous regime.
“ZRA (officials) have to be called within one week. You know I am allergic to corruption,” Mr. Sata said.
It is especially difficult for Mr. Mukela who was just recently appointed to the position. He was a trade attaché to Zambia’s High Commission in South Africa. Mukela met the wrath of Mr. Sata just a few days after he took up the new appointment.

    Axed and Fired!!!!!A lot of Zambian people are fearing for their jobs. Wonder if this “Axing and Firing” is not affecting innocent people with families. Don’t get me wrote, am non partisan, but looks like anyone associated with the previous regime, especially the mention of RB is likely to get “Axed and Fired”. President Sata, be a president of all Zambians and consider families affected by your “Axing and Firing” of educated people.

    This is mainly meant to “Clean the Cobwebs”. And what SATA means by this is that he is determined to victmize and remove all those percieved to be pro MMD and put those who are pro PF.

    I didn’t know what PF mean’t when they were saying you will see development in 90 days.

    Now I understand what they meant.
    They meant developments such as:

    Renaming of airports built long time ago.

    Renaming of the Lusaka Central Hospital.

    Setting up of commisions of vindictive enquiries, where PF cadres are made heads of such commisions.

    They meant victimizing and calling any MMD supporterts as cobwebs.

    They meant publicly politicizing deplomatic issues such as Malawi-SATA relations, and SATA-SAVIMBI relations. SATA was behind the support of SAVINBI in Chiluba govt, I wonder how he gains courage to castigate MMD?????

    They mean violating the constitution multiply within 28 days of governance.
    They meant trying to destroy MMD, which they wont because their governance is disorganised and soon people will realise that.

    Corncerning workers and employers, this government is very interesting.

    It is the first governement in the world to call on workers to feel free to demonstrate countrywide, as called by Shamenda early this month.

    And so, the workers are simply following and hidding the minister’s word in support of the government’s policies.

    It is tha governement which is not respecting its own WORD by calling on workers to stop demonstrating after they have requested them to do so.

    Honestly speaking how many times and how long will this govt keep backtracking on their own words?

    I personally thought that the shifting from one thing to the other by PF and president SATA during campaign was a mere campaign gymic to try and gain political mileage. But, my, was I wrong! Little did I know that this was their lifestyle to be lived even in govt.

    This govt, in merely 28 days of office, has vibrated to and fro, backtracking back and forth on many issues. I am afraid if this rate is not changed this vibration will cause high friction which will eventually cause fire!!!

    For those who can think, criticism or additions are welcome to my comments as always.
    For those who cant think, they are welcome to keep quiet, if they cant keep quiet i know the result will be an insult. I DO NOT WELCOME insults, BUT I am NOT BOTHERED if they come, because I beleive they are coming from a brain malfunction. And why should I be bothered by something that comes from a brain that is unwell!!!

    I hope Wynter Kabimba, who is a lawyer, has help SATA to understand the nepotism and tribalism is also a form of corruption!!!

    Change is inevitable. Well hope we shall have a board and Director in place as soon as possible. Please even put a Governor at BOZ. I am sure you have seen how it has affected our Kwacha. They are a lot of issues at stake.

    Guys be fair, these people we’re talking about are people who did not show professionalism in their work. If you cant stand up and oppose wrong ideas from your boss then you are corrupt and you do not deserve to be in that position in the case of znbc, daily mail and times of zambia people that demonised others in order to please one individual at state house. Awarding fake contracts to foreigners for personal gain in case of the scanners at the boarder. Be fair guys thats the message i have for you!

    Have you also purposed to give me a reminder of SATA’s mistakes, or in your view SATA’s issues you should not duel on them???

    Fell free to also remind me about SATA’s:
    1) Merzaf Saga
    2) Depositit of GRZ funds SATA’s personal Account
    3) Third Term bid and the Chawama Matchet saga.
    4) His defense for his appointees saying I will not bow to rummer without evidence, while to others he fires them based on rummer and then appoints CoE later headed by PF cadres who then rubber-stamps his actions.
    5) Calling MMD supporters, cobwebs whiles appointing PF cadres to public service and ignoring alll nurses who could publicly delare their support for SATA and PF; are they not cobwebs if ‘cobweb’ means partisan? Are you only partisan if you NOT PF but another party?

    Do not be misled into thinking that analysis is harmful; that is the only way you utilise your brain and avoid trouble.

    If you will spend too much time celebrating PF victory, you will wake up too late when a lot has been damaged by PF govt. Remember that these are the same guys who were with Chiluba and made you with honeymoon for too long while they did the damage.

    They are the same people who spoiled the economy which Mwanawasa and RB tried their best to mend. watch out they have come now not as No.3 but as No.1. Just watch the decisions they are making, if you sleep you will wake up when water has reached your neck, and it will be late.

    PF victory Celebration hangover needs to be kept short, else someone will cry in venacular after damage has been done. And it will be unwise to say that I could not provide checks and balances because I was busy celebrating the victory, or No I trusted them – Oh, I see!!

    You can not talk about development when the people handling money are corrupt.Let the president clean the whole corrupt system and remove all those associated with the previous corrupt governance system and put new people their then we shall see the much talked about development.Some of you who are not happy with these firings are in one way or the other connected to this corrupt system.SATA CONTINUE REMOVING ALL THE COBWEBSSSSSSSSSSSSSSSSSSSSSSSSSSSSSSSSSSSSS.

Did he bring it 2 da poor zambians o 2 yo own pocket? Jst bcoz u benefitd frm da previous govnt corupt practices doesnt translat in2 bringing development. Mayb yo definition of democracy is da 1 wich is wrong. Dnt b biter if u ar 1 of da victimz of da fight against coruption, its nt dat am pro pf bt am jst being realistic.     What is the difference between Sata and the other presidents? Its Bembas and those who are related to him getting jobs look at Sichinga coz his son is married to Sata’s daughter, GBM, Katele, just to mention a few. Now it will be someone from Luapula who will be the next Secretary to the cabinet. Lets be fair PF advertise hobs and pick on merit. How did yous elect the DCs.

    Just to add some more Sata gave a contarct to his brother to supply bed sheets to all government hospitals whilst he was Min of Health, K2 Billion meant for the MMD conevention in Kabwe was collected by him in cash and flown to Kabwe by ZAF copper, no receipt of this money. The new ZAF commander is related to GBM when there are other senior officers who are below 55 years. Come on guys wake up these pipo are taking us for a ride under the cover of cleaning a rotton system.

    Brothers and Sisters am not PF but with the way things are moving i have no option but to support PF programs. Its true the President is Man of Action let’s support him his interest is to see us youths have a better Zambia if he wanted this time he could have gone to UK for his medical checks or resting @ mfuwe but the old man is still working making sure that all is fine.please let’s give constructive criticism not just yapping for nothing if u have evidence against him report to ACC.

    Fellow countrymen, first of all lets not speculate who did what and when, for intance:

    if sata supported savimbi and its common knowledge, why wasnt he dealt with? could it be that he was under intructions from a higher authority?

    if sata was involved in mezaf saga and govt money went into his personal account, why hasnt he been prosecuted for any of these crime;

    1. at the time he commited these offences? maybe the appoi9nting authority then was also corrypt hence could not prosecute him or maybe the whole episode was just a rumor. we dont know for sure.

    2. whys wasnt he prosecuted after under mwanawasa or under banda?

    Chawama machete saga, again sata was never prosecuted or discplined maybe because his actions were pleasing to the government of the day and the appointing athority, this was the same thing with william banda.

    bottom line countrymen lets not dwell on rumors and lets learn to differentiate between personal character and collective reponsiblity, of course in america and britain people resign but our politics and democracy has not reached that far in africa latter on zambia.

    secondly lets avoid using rumors and non factual assertions that caannot be proved to judge president sata, he is human and is enttitled to have made mistakes in the past, we shouldnt judge him if he tries to remedy a situation which even himself helped to create, he has the right to learn that what he did was wrong and he should remedy it now that he is the president, it doesnt matter the past.

    Now coming to the current state of affairs

    1. it is wrong to appoint old and retired people at finance( minister), 80 year old ps at foreign affairs. it is wrong for the president to appoint and disapoiont at short notice, its either he doesnt have a vision of what hye intends to do or he has wrong advisers who are feeding him wrong information in my opinion

    2 Fight against corruption and firing people: the president should not be the investigator, prosecutor, judge and jury. we allo know that when a new president comes into power the civil service and key positions will be reshuffled for security reasons and to appreciate supporters of a given party which has one an election either through appointments into diplomatic service or contracts for business this should be known by all thats how it works in europe and evnen america believe or not. now president sata must be slow to comment epecially to the media and let the law enforcement agencies and the courts to decide who is corrput or a thief not him, certian people must be suspended adn other fired but this must be done with the utmost respect for humam beings and integhrity, it may turn out that some of these people are innocent then what?

    3. party cadres like wynter kabimba must not be appointed in tribunals because no matter how much integrity they poses their actions will be percieved as vindictive as the case may seem, the trubunals must be seen to be impartial and independent. we must not however assume that president sata is fake and just a liar like any other politician its too early to judge i know we have bitter lessons from the chiluba regime and other prersidents lets give the man a chance also to make mistakes and correct them.

    4. appointment of party cadres into positions is inevitable anywhere in the world, when the president says cleaning up he must not be percieved to be selective in his actions or decisions. mmd is out so let their cadres leave if whilst cleaning up the sytem a few pf sympathisers land positions let them enjoy its their time. this must not however be used as a tool to condemn the presidents efforts at the momment.

    5. 90 days, rupiah managed to change the face of some lusaka roads that had been in a bad state for years in 2weeks, in two weeks he participated in more develpmental launches than his entire presidence all together, if rb could do it what can stop sata from changing the country in 90 days?

    please dont misunderstand me am not saying sata is going to be a good president or is the best president so far, neither am i saying he has failed, or am saying is its tool early to judge tha man, but also lets not be bitter in our comments because we were mmd sympathisers or big headed and lack reason because we are pf and still blinded by victory and belief, at the end of it all we all zambians and lets learn to instutionalse politics and governance intead of personalising issues and the governance of our country. lets support sata but also advise him and condemn him when he does wrong in a good and respectable manner after all he is the head of state at the momment.

    Zed people I would like to say that the most corrupt entity in Zambia was the ZRA and the MMD. Am sayin this coz I had a number of friends who worked for ZRA including my brother in-law. Aaah guys If I were MC I would fire everyone who participated in the “Nichekeleko Government” I hate corruption and I once concluded that Zambia cant develop because of the corruption I used to see. I one told my friends that for Zambia to develop, maybe all those who ate the corrupt food of the Nichekeleko Regime should die like God treated the Israelites who came out of Egypt. Zambia has been a country where people live above their earnings without accounting for their extra source of income. I would want one day to join the Auditor Generals office to corner the corrupt characters.oh no am not an accountant. ZRA is the worst of the public institutions that need thorough cleaning.

    am sorry inform that zra is not the most corrupt of dem all, rtsa, passport ofice, police, ministry of lands, councils,rda,hospitals and many more organizations in fact for the government to operate make deals and policy it used corrupt practices in all sectors, who do you think the majority of housses in chalala belong to? rich people dont buy plots in these areas or should i say the majority of rich people, even in new kasama and many other places, in fact a lot of lodges belong to government officials and even in the private sector like the mines the whole country was so soaked and still is soaked in a lot of corruption.

    let me hinge on the corruption, if people had enough money from their salaries and had good conditions of service then corruption would reduce coupled with the political will under mwanawasa we had the political will, under rupiah we lost it and now under sata we somewhat have it back.

    but we must also remeber that prosecuting and punishing alone will not reduce or remove this disease, we need to improve the lives of people and make the sharing of the national cake more inclusive and not the access of a small circloe of politicians and business men. we need to change the mindset of people, greece is a good example of what happens to countries that embrace corruption and make it the way of life.

    its sad that we are prosecuting people but some of them had no choice especially the junior officers, the people i dont pitty are senior officials whose salaries and conditions of service were good. like mps who misuse cdf i wish they could all be investigated and prosecuted, it would be interesting to hear mr satas stance on this since some of his lieutenants may be caught up in this investigation on misuse of cdf. mps get a lot of money including gratuity.

    so you see my dear zra is justa tip of the iceburg

    Your argument is full of intellect Prof. I wish we had a face to face talk then we can find a way forward for our country. all those institutions you mentioned I agree that there is a lot of corruption especially in senior ranks. yea true but ZRA is no exception when it comes to corruption. I once told one guy from ACC that if the Government does not improve salaries then you will end up putting everyone behind bars. I tell you corruption sucks and I hate it.

    We just heard it openly that MMD supported UNITA in Angolan Civil war , But what about the DRC deals.

    MMD supported UNTIA to fight the civil war but ,Zambians hated the people who have the roots or origin in Angola, Luena province (Luvala and Chokwa)
    To day you come to apologize to Angola,sending KK who was not even part of the Diamond deals .We young one from he this place know well how you treated us in refugee camps , you treated will refugees from other countries but not Angola.
