THE SPEAKER Says SATA Was In Order On Dissolution Of Parliament Statement

SPEAKER of the National Assembly, Patrick Matibini has told parliament that President Michael Sata acted on the provisions of the law by stating that he will dissolve parliament if the opposition continue to frustrate his government efforts in parliament.
Dr. Matibini stated that article 88 part C of the constitution gives power to the President to dissolve parliament at any time.
He, however, stated that the National Assembly Powers and Privilege Act chapter 2 section 3 also gives powers to the Members of Parliament (MP) to have freedom in the house.
Dr. Matibini was making a ruling to a point of order raised by Malambo MMD MP, Maxwell Mwale, who wanted clarification on whether President Michael Sata was in order to threaten to dissolve parliament when the constitution provided for separation of power among the judiciary, executive and the legislature.
Mr. Mwale who is also former Minister of Mines in the Rupiah Banda administration said MPs were practicing their privileges and freedom of expression in parliament.
And the Speaker said the MPs enjoy freedom of speech in parliament which can never be questioned by anyone including the courts.
“Members of Parliament enjoy freedom of speech which, however, cannot be questioned by anyone including the courts of law,” he said.
President Michael Sata yesterday threatened to dissolve parliament if the opposition continued to shoot down government bills and motions the government is tabling in the house.
This follows the decision by opposition MPs to vote against a motion which was tabled in parliament by Finance Minister, Alexander Chikwanda for the constitution of the Parliamentary Accounts Committee for the first session of the eleventh national assembly.

I think HE MCS was indeed in order. There is no justification whatsoever for the MPs to ask for more money which can’t be audited….thats rubbish and MMD mentality. The opposition have more to lose if we go for an election. There pride will not take them anywhere.

Maxwel Mwale MP is insensible and is a thug. we want development and not the so called freedom of speech, vaupuba. let these guy use the time in parliamnt to agree and disagree on reasonable grounds and objectively. freedom of speech does not encourage senseless arguments and it does not say pipo should frustrate efforts by current gov to bring development. what kind of pipo are we taking to parliamnent. the church should work up and let us encourage well meaning pipo to participate in politics than these MMD thugs, criminals. they are wasting our time by being irrational, nzelu zamuchumbuzu!!! these MMD thugs will one day meat their fate, Zambians should not be made to lose patience. our forefathers fought for the freedom of this nation and we dont need to fight anymore but it looks like MMD is another colonial master all patriotic zambians must fight. let it not get to that but honeslty guys, the young generation, lets rise up and free ourselves from MMD colonial masters, let fight for the second independence of Zambia. these chaps are wasting our time yet they have been stealing our money for the past twenty years, they now want to steal even our time, the time that God has given to our beloved SATA to bring restoration in this nation, they want to take away this privilege we have, we have to fight. These politicians should know that its the people who put them in parliament.We want development not the nonsense that they want to start doing.Let them do things above partisan politics.At the end of the day its the ordinary zambian that will suffer. I think we have sent to parliament ****** and selfish charecters.You idots you should know that we send you to parliament not to save your own interests but the interest of the people who voted for you.Not even the interest of the party.We demand excellence in those public offices. We cant run a country without people being accountable of the public funds.Opposing we dont refuse,but it should be on moral grounds.Let SATA dissolve parliament and we go for elections, we will see if some of you will bounce back.

UPND after a month you still have not figured out why MMD lost you guys are either complete morons or you are living in your own cloud nine world, MMD became a technocrats party that got out of touch with the people, the so called kaponya who was sleeping hungry and having to watch his kids. Go to bed on an empty stomach, or the mining engineering graduate who could not get a job in a mining driven economy! These people watched as MMD cadres got richer the likes of Dora and the Banda family did not help the MMD. Its not about the man in the surbabs, its the 70% of the kaponya’s living under $1 a day.
