REPUBLICAN President has appointed forgery-convict and corruption fugitive Xavier Chungu as his Permanent Secretary for Luapula Province, highly-placed sources at cabinet office revealed yesterday.
And President Sata has appointed Emmanuel Mwamba the late former president Frederick Chiluba’s spokesperson as his permanent Secretary for Northern Province while renowned marketer Augustine Seyuba will be Western Province Permanent Secretary.
According to sources, President Sata has also appointed the former director general of the Zambia Security Intelligence Service Xavier Chungu.
Upon coming to power last month, President Sata coined an anti-corruption slogan ‘I am allergic to corruption’ and has been firing some senior public officials he claims are corrupt.
However, his latest appointee, Chungu, has been facing corruption cases resulting from his dealings when he served as spy chief during the corruption-laced regime of Chiluba between 1991 and 2001.
Chungu, Chiluba and other Chiluba-allied senior government officials were in February 2003 charged with 168 counts of theft of more than $40million public funds.
Chungu has never been acquitted. Most of his cases are still active in the courts of law.
Chiluba, who died in June 2011 at his Kabulonga residence, was controversially acquitted in 2009, a judgement President said was engineered by then President Rupiah Banda.
The London High court in 2007 found Chiluba and several of his allies guilty of thefty of US$46 million public funds and ordered them to refund the US$58 Million but the Banda adminstration, which was reluctant to fight corruption, declined to register the judgement in Zambian courts.
Amidst his prosecution, Chungu in June 2004 fled Zambia and went into hiding.
He was reported to be in Portugal and briefly in neighbouring Mozambique on asylum.

I am a very big fan af president Sata and i will always be. I however have to mention that this appointment of chungu cant go without comment. I think its just too soon for Mr Sata to give any portfolio to Chungu. If the investigations for corruption are still incomplete and iam sure President Sata is aware of this, why has he brought him into his government. I dont think he deserves to be in Government and i am sure Mr President will give another thought to this. I hope he will

All these appointments are questionable. The new Central Province PS was a customs officer at Mwami Border in Chipata who was fired for misapproriation of funds almost four (4) years ago. He is believed to have assisted MCS by providing transport when he was allegedly depoted from malawi. If this is not patronage, show me another example,,,,,,,,

Zambians we are mature enough to know what is not good for the country. Sata PF has let ZAmbians down in so many ways in such a short time. The world has started questioning the intelligence of Zambians to be hoodwinked by one old man. We believe in democracy and so Sata has been given that chance. However, he has not met our expectations. Next elections vote PF OUT. Let us re look at our parties and pick a more nationaly acceptable party. Remember PF are not majority so they can not count on that. Even today if impeachment motion was to be voted on Sata PF govt would be defeated by MMD and UPND MPs votes. This they know and theirs is borrowed time.

These appointments are good as they are showing that Sata = Chiluba = corruption. They are going to make Sata unpopular among tribes which are really allegic to thieves like southerners, westerners, north-westerners, central and part of all other provices. Come 2016 Sata will cry like RB in old age.
