REPUBLICAN President has appointed forgery-convict and corruption fugitive Xavier Chungu as his Permanent Secretary for Luapula Province, highly-placed sources at cabinet office revealed yesterday.
And President Sata has appointed Emmanuel Mwamba the late former president Frederick Chiluba’s spokesperson as his permanent Secretary for Northern Province while renowned marketer Augustine Seyuba will be Western Province Permanent Secretary.
According to sources, President Sata has also appointed the former director general of the Zambia Security Intelligence Service Xavier Chungu.
Upon coming to power last month, President Sata coined an anti-corruption slogan ‘I am allergic to corruption’ and has been firing some senior public officials he claims are corrupt.
However, his latest appointee, Chungu, has been facing corruption cases resulting from his dealings when he served as spy chief during the corruption-laced regime of Chiluba between 1991 and 2001.
Chungu, Chiluba and other Chiluba-allied senior government officials were in February 2003 charged with 168 counts of theft of more than $40million public funds.
Chungu has never been acquitted. Most of his cases are still active in the courts of law.
Chiluba, who died in June 2011 at his Kabulonga residence, was controversially acquitted in 2009, a judgement President said was engineered by then President Rupiah Banda.
The London High court in 2007 found Chiluba and several of his allies guilty of thefty of US$46 million public funds and ordered them to refund the US$58 Million but the Banda adminstration, which was reluctant to fight corruption, declined to register the judgement in Zambian courts.
Amidst his prosecution, Chungu in June 2004 fled Zambia and went into hiding.
He was reported to be in Portugal and briefly in neighbouring Mozambique on asylum.

Reading thru the various comments, I can simply say many of us Zambians are somehow brianwashed. Most of the pipo that were being persued for corruption by Mwanawasa were just used as scape goats, Mwanawasa really wanted to fix FTJ. Of course some of them stole some money. But to be honest with you, many of them were innocent. So we should be mindful before we comment, I know the POST has played a bigger role in this brainwashing: tell me, why are they quiet on the Zambian Airways saga? I mean bena Membe? They were involved with Magande, was Magande persued by Levy? No. Was the former PS of MOH, Sam Miti persued, NO. What about the PETRODA issue. How come Maureen survived? Anyway I end here for now. But I wouldn’t condemn MCS like some of you because I know the truth about the alleged fight against corruption by Levy. For the youth crying foul that we are not being appointed: pliz I should not be appointed because I’m a youth or because I’m a woman, NO. It should be on merit, and for your own info, many of the youth are just so lazy. Let’s be honest with our selves. If I’m hard working I will be noticed and if need be, appointed

Firstly, the President cuts the Great province to cut his district from the rest of the Province. This was first done by Kaunda, when he cut Luapula from the then Northern province.
Now MCS appoints a criminal Emmanuel Mwamba who was fired from ZANACO for misappropriating money! Xavier is a Known corrupt persn and his whole life and family is a group of Fraudsters (Jimmy Fingers) is Xavier’s Nephew and henchman in many shady deals following the Former Intelligence Chief’s fall from grace.

I have just confirmed that Xavier was not sworn-in due to advise by the office of the Attorney General, but Mwamba has been sworn-in despite him being before the courts facing contempt charges. If the judge convicts him, Micahel will be hit by the sh!t that will hit the fan!
I am extremely disappointed with the decision to include names without repute in the PF government. Zambians, lets’ brace ourselves for worse times!;( I hope I am wrong!

Now Sata is showing his true colours. Mwamba was fired from ZANACO for stealing clients money, Chungu stole millions of US$. Is this fighting corruption or its pay back time. I failed to get a job in MMD times even with my Masters degree. I voted for Sata coz I had hope that this time jobs would be advertised but its either you are bemba or friend to the Sata family.
