LEAKS Force SATA To U-TURN Decision Of Appointing Corruption-Convict XAVIER CHUNGU As PS

REPUBLICAN President Michael Sata has U-turned on the appointment of former spy chief, Xavier Chungu.
This follows revelations from Cabinet office sources that Sata was expected to appoint Xavier Chungu as his Permanent Secretary for Luapula Province.
President Michael Sata has since castigated cabinet office for leaking state information and breaching security.
Mr Sata says he is disappointed that there is no confidentiality at Cabinet office and security information is been leaked to the media.
President Sata was speaking during the swearing in ceremony for three permanent secretaries for Northern, Central and Western Province.
Mr Sata has also warned the new permanent secretaries against peddling rumours at the expense of work as they risk being removed.
He directed the permanent secretaries to tour all the districts in their provinces to understand the needs and suffering of the people.
President Sata says the new officers should not reveal any information they receive because they are under oath.
President Sata has appointed Edwin Zumbunu as Central Province Permanent Secretary, Emmanuel Mwamba for Northern Province and Augustine Seyuba as Western Province Permanent secretary.

    Membe is a man…..very principled. I am MMD, admitedly and i stoped reading the Post because of how it used to ‘undress’ my party. Now I have seen that the paper means well. They seem not to be indebted to any one not evn PF. They are pointing out its wrongs! Bravo Membe!

    Tekanyeni, these appointments are not cast in stone and are for pace making only, some of these old pipo were high performers and are back to facilitate skills transfer. Some young Zambians are multiple degree holders without managerial skills. Though am not seeing any old ladies bounce back, or am I behind.

    Thanx Mr. Sata for saving mother Zambia from anarchy by disappointing X. Chungu. I believe HE wanted to appoint Chungu for political expedience; contrary to moral standing. Why should Chungu be rewarded for plundering our resources together with late Chiluba? Chungu was somehow silent during the run up to Sept. 2011 election; a u-turn to his public support to RB during 2008 presidential by-election. I suspect Chungu and Sata reconciled secretly and Chungu may have even used his spy skills to stop rigging this time around. Sata can find other ways of rewarding Chungu; but not awarding him public office in-charge of public funds – this is immoral. E. Mwamba has to be pushed out too. Bravo POST!

    I voted for you bashikulu but that would have been a major **** up! Remember that the same don’t kubeba that put you in power can easily remove you from plot one. The simple reason that your cabinet ministers leaked chungu’s alleged pending appointment is becoz they were not impressed – your catch phrase is ‘allergic to corruption’ and let’s keep it that way.

    As a PF diehard garter, really felt embarrassed about the designation, as far as l know HE MCS,he can not deign like that, that was going to cost PF the stock pile of reliance us supporters have,and i feel it was a hypothesis of venture otherwise. My shallow advice piece is, boma should avoid engaging people previously envolved in STEALTHY but exposed corrupt practices as this will take us back to sqare one as these guys have ‘cooked’ themselves with more slipperly formulars that would leave our president for the commoner with heart attack.Mr President, we know these peoples come to you crawling to you with all sorts of personas, praises,etc. who knows maybe mixed with ‘zaffico’!

    thanks Calculus, Mwamba Emmanuel is a civil servant who was appointed by the government to work as Deputy Minister in the Second republican President’s office. Such a position occurs for all past presidents and such office bearers i.e. Deputy Ministers are on Government payroll. Once the second republican president passed on, Mwamba had no office but yet continued getting paid. Sata needs to find him a relocation.

    From the numerous posts above, I sense most dont know about this fact!

    I am so desappointed with this president of yours. How can he appoint these people that said bad things and not just said but did wrong things and stole and plundered our economy like hell, then you wake up and make appointments what sort of a country is this? Sata is slowly but sure embracing criminals and very soon he’ll fail just like Rupiah did so. Lets wait and see.

    Mr Sata is forgeting that when he was in opposition he used to have MMD information at hs finger tips. What goes around comes around, this is Zed. Mr Sata has fired a lot of learnd people and PF it seem hasnt got enough of those. Especially if continues filling vacant offices with old buddies. I dont want you to fail Mr President but some of the appointments lack an X factor.

    I thank you Mr. president reversing the appointment of Xavier Chungu as Permanent Secretary. I can’t comment further since his cases are in the courts of law. Mr. President, you shouldn’t be on the throats of those who leak information at Cabinet Office. Its our culture. You used to enjoy receiving leaks from them when you were in opposition. What will stop them leaking information to opposition? Just accommodate them. Just take it easy. You are on the throne of authority. Let 90 days promise be just another campaign gimmick. Otherwise you will make a lot of blunders within 90 days.

    So far since Sata assumed office of the president, this is the first time I am not in agreement with his appointments. The mention of Chungu as a possible appointee has spoiled my day. I am against the appointment of these two not because they don’t deserve it but because of their past record. Chungu was at the centre of the plunder of billions of kwacha and when you mention plunder of government money under Chiluba, the key man is Saviour Chungu. If it is true that president Sata was thinking of appointing Chungu, how does he reconcile his latest corruption crusade which demands zero tolerance on corruption with Chungu and Zamtrop? The appointment of Emmanuel Mwamba has also left sour taste in my mouth because Mwamba behaved like an MMD cadre assigned to be late ex-president Chiluba’s spokes person. If today’s happenings are pointing to more of similar appointments to come, then all of us who supported PF and president Sata must be vigilant and not allow the government we have just formed painstakingly to be infuriated by MMD cadres and mercenaries. This perhaps explains why so many MMD thugs are falling over each other to resign from their party and join PF. Both Chungu and Mwamba were dragged to court over some corruption related cases. Please your excellence let this country be ruled by the ten commandments. Appointing people who stole public money is breaking one of the ten commandments because such people are still presumed thieves until they stand on the anthill to renounce their old ways and return the stolen money to the state coffers.

    Good Presidents listen to the masses. Thank you Mr Sata for listening. Chungu was a bitter pill in my brains in the morning to our hot complaints in the early hours of the day. At least I am relieved. As for Mwamba I know he is a civil servant and no ill-comment to pass on. His job as a spokesperson for chiluba should not be married to his personal character as he was just carrying out his duties. Therefore, Mwamba is not Chiluba but was just a mouth-piece for Chiluba.
