ZAMTEL SAGA : R.P Capital Was Illegally Hired To Evaluate Zamtel

THE Zambia Public Procurement Authority Director-General, Samuel Chibuye has disclosed that the hire of R.P Capital in the ZAMTEL sale was illegally done.
Chibuye told the commission of inquiry probing the matter that R.P Capital was engaged as a consultant in a hasty manner, done under 24 hours.
He added that political pressure was exerted on the ZPPA to approve Zambia Development Agency’s request for a waiver to engage R.P Capital in direct bidding.
Chibuye also stated that the then ZDA Director-General later indicated that the R.P capital engagement had to be authorised in the interest of continuity.
He added that subsequent meetings over the matter were held, however they were all outside government operational business hours.

    Chilepala aba ba swine bale twangasha, if what kuluku lukuku is saying is correct. To try and cut the long story Sammuel Chibuye should inform the tribunal the names of the people who attended these after normal time meetings and the resolutions. I bet if such information was revealed then the Judgement would have been otherwise.

    THIS MATTER IS VERY SERIOUS, THIS IS HOW I PUT IT IN CONTEXT ON LT THE OTHER DAY: The under evaluation of ZAMTEL amounts to K3.7Trillion (US$740million). Now, here is what we could have done with this money as a country, we could have built either (a) 2,500km of quality high traffic volume tarred roads (e.g. Zambezi-Kitwe plus Lusaka- Chadiza, plus Nakonde-Kapiri Mposhi), OR (b) 132 Complete Secondary Schools with 30 Classrooms, Laboratories, Admin Block and Library (like Chamboli Secondary) OR (c) 20 Complete Hospitals like Kitwe Central hospital. This is how much money these greedy people have pocketed (and how much underdevelopment they’ve put us in).

    Remmember Dora’s aggration in attacking then PF leader Micheal Sata now Republican President H.E Micheal.C. Sata during campaign,she had no respect whatsoever. Let us show the same aggration when sorting her out,alitumpasana uyu chisusu.

    Let Dora the Bokosi lady be at stake. Let her explain how they came up with the idea of selling Zamtel being a government asset. We workers as tax payers need our money back. I hope Ba Sata will look into this problem very seriously.

    if you google RP Capital you will never see it on net.it doesnt exist now how do you give such a company such huge tender surely….i dont knw were we are going now.It also applies to those italian contructors who are doing pedical road and kalewa road in ndola total nothing but created by Henry or James banda to syphone our resources with RB’s blessing so sad indeed.

    Former ZPPA boss David Kapitolo is the only one who is credible, not you Chibuye! Mr Kapitolo stood up and for what was right and testified against Dora Siliya at the tribunal. This angered RB, and Mr Kapitolo was fired and replaced with this same Chibuye. Despite numerous pleas to have Kapitolo reinstated, these fell on RB’s deaf ears. Viva Kapitolo, I hope H.E Sata will remember you as he has remembered the Napsa financial Director!

    I bet Chibuye omitted to mention that Henry and James gave him the DG job to smooth the winning of tenders to their benefit. Chibuye could not even time for the institution bcz of dancing to the Henry and James tunes. Today their father is holding his head in sorrow for not being president bcz of them, some sons are dribblers.

    Please be quick. This matter is very clear. We don’t want another decade of endless court cases. Lets have quick dispensation of justice for a start this time around. The judiciary must be prepared not to be abused this time. No deliberate adjournment, fake illnesses and the sort that go with avoiding jail sentences that chaacterised chiluba and his cronies some of whom are still trooping to court just to adjourn cases over 10 years now!

    I don’t know what the full Terms of Reference of this commission are, but it should be in the interest of all Zambians to establish:

    1. What necessitated the sale of Zamtel.
    2. The exhaustive list of all remedial alternatives that were implemented to save Zamtel from total collapse before arriving at such a decision.
    3. Who proposed and/or implemented the measures in (2) above.
    4. Whose determination it was that everything else had failed and selling ZAMTEL was the only way out
    5. What Zambia was meant to benefit from the sale of ZAMTEL, e.g. financial gain (monetary comparison of keeping Vs selling), Any jobs to be sustained or created? Any projected reduction in the cost of telecommunication services in the country? What conditions of service were envisaged for the Zambian employees of the new owners?
    6. What the impact of selling ZAMTEL was going to be on the operations of related industries & how the same was supposed to be mitigated
    7. What was ZEMTEL’s own evaluation of their assets (since they had the records of all purchase/acquisition and depreciated values of their assets)?
    8. Has any of the matters rasied in item 5 above been realised? And if so give details.

    This are just the some of the few things I can think of & am sure former ZAMTEL employees have an even better story to tell…..

    wanu ngwee, ulefuma bwino sana, u ‘re a true Zambian. I would like to extend this analysis to all Zambian companies sold in the last 20 years including funny concessions like Zambia Railways or is it the donating of railway lines and trains to Railway Systems of Zambia without any investments or improvements, it is immoral for an investor to enter into such deals.

The recklessness with which people destroy what others have worked so hard to put in place makes me feel like checking whether these people are indeed Zambian! The patriotism of ZAMBIA FIRST never crosses their minds at all… You know, economic hardships may be excusable for countries like Greece and Iceland that are not so blessed with natural resources as we are. But to see the gains of our copper mining toil looted in the manner that ZAMTEL has really hurts..

    @wanu ngwee, I even blame the boom of orphans and some of the uneducated youths today to the white collar looting of parastatals in the 1990s bcz many educated Zambians passed on that time due to joblessness and we were quick to label it as AIDS/HIV and yet it could have just been depression. If they are true Zambians, then they don’t know what patriotism is all about. Ulelyafye weka around you ninsala, and u say tighten your belts and pray, and while nabashibata walonga and when they open their eyes ati tamwachita mupashi wamushilo tu safeguard you, ebuntuse twaisangamo.

    Adam you are right Mr David Kapitolo was fired because he is a man of intergrity. He wasn’t afraid to tell the truth and testify against Dora Bokosi chisusu and because of that he was fired. Mr Michael Sata bakateka wesu remember Mr David Kapitolo as you sweep ZPPA. Those are people to work with. Bokosi and Nyama Soya have no shame in victimising people like that.Shame on you chisusu and yur boyfriend Nyama Soya. i guess its now time to dance pelete like Mr Mpombo said.Viva Sata, Viva The Post, viva Kapitolo.     After working hours meetings should not be an issue,we now hold meetings before or after working hours,such as 05am and 8pm.Those of my colleagues in the diaspora,such as SA,Europe,USA would agree with me that most meetings are held after working hours or before just to give everyone time to do other jobs in the office during working hours.

    However,who plays a part (present in such meetings)is what matters most and in whose interest?.If ever meeting is conducted after working hours but in the interest of the people and officers involved are directly involved in the running of the bussiness then that should not be viewed as a problem,Also are those meetings done under sober habbits in the name of being workerholics and not alcoholics like rumours have it.
    Many stories have been told that JUMBO JAMES BANDA was present in most meetings regarding ZAMTEL sagga and that these meetings were held within Fair Grounds at the bar reported to have been owned by JUMBO, then thats wrong and such alcoholics must be brought to book.Gentlemen we are tired of filth grafts and if MCS does not sweep the dirty in the next elections the Young will emerge and tear the matrix apart,we cant afford to start having bo Xavior Chungu back into picture its an effortless to the pipo that elected the present government.
