ITALIAN Company To Construct PEDICLE Road At A Cost Of K313 BILLION

THE ZAMBIAN GOVERNMENT has signed a contract with an Italian Firm to construct the 67KM Pedicle road which connects Copperbelt and Luapula Provinces through the Democratic Republic Of Congo (DRC).
Luapula Province Minister Davis Mwila disclosed this Thursday 11/10 that an Italian firm Fratoli Locki has signed the contract to construct the pedicle road from it’s current gravel road to a Bitumen one.
He disclosed that the project will cost K313 Billion and it will take 24 months (2 years) to be completed. The works are expected to start next year 2012 and finish in 2013.
Mwanawasaa bridge has already been built which connects Luapula (Chembe) and (Mwenda) Democratic Republic of Congo.
The pedicle road becomes impassable during the rainy season and the construction of the road into a bitumen one will be a step in the right direction.
A Mufulira based Contractor AMC owned by Chibwe Musubila had been doing some annual routine maintenance for the past 10-15 years.
The Zambian government will bare the all costs of the project.
But what is not yet clear is whether the K313 Billion road project was subjected to tender procedure or not.

THIS IS A DISASTER WAITING TO HAPPPEN, we will pay for a road, AFTER WHICH WE WILL START PAYING USER FEES TO ALL SORT OF ROGUES!!! THIS PROJECT SHOULD BE HALTED, though I have ties in Luapula, I THINK THIS IS A WHITE ELEPHANT FOR Z, WHILST A FREE GIFT FOR DRC!! WE COULD BETTER SPEND THIS MONEY ON HEALTH & EDUCATION!!

This road will be a life blood of northen and luapula even CB provinces. Once nakonde-mbala, kasama-luwingu-mansa rds r complete, it will a route of choice for goods going into and out of CB and beyond. So how does that become a white elephant ba Kamwendo? We r not building for today but for tomorrow.

Some people like Kamwendo should just be spared from commenting on whatever they say because they dont understand what meaning development is. They always want to criticise! Thanks guys in government for this development. I understand this very well.

Some pipo are so uncivilised.kumwenda is jus expressing his views and u start insulting him.the benefits of this road wil b great but we should not ignore the fact that the road wil be through zaire.that is a nother country.do u think they will allow u to use there land for free. They might allow us to enjoy its benefits wen its built ,but we do not no wat will happen in the long run. There is always a price to pay for ignorance.k313 billion may too high a price.

how can we build such an expensive road through another country….are we always going to be at peace with DRC? i suggest that there must be a partnership with DRC in the construction of this road. otherwise find other means of making this road completely through zambia.

I dont think this is the best road to start with.
    1) wasting such an amount contructing a road in a foreighn country just seems idiotic to me.
    2) our neighbours are very unstable.

Mwebantu mwe, Iwe Kamwendo let us who use this road enjoy the benefits. A lot of lives has been lost due to the bad state of the road. Ala apomulanga ubututu napafintu ifyo mushishibe, Zambians use this road much more than congolese. If Congolese were using this road as much as we use it, they could have maintained it. Trucks upon trucks from Mansa and Kitwe use this road. Kwena Kamwendo uli chikopo. Do not expose your ignorance on such things.

    BembaMan
Road used to cost about USD 500,000 per km. the current cost is about USD 1 million. Some factors now are the weak value of the dollar, consideration of the drainage system as a critical component of the road, as well as other road furniture. USD 1 million translate into 5 billion kwacha.

Fratelli Locci is a corrupt company with links to Andrew Bwezani Banda. This is the same company which won a contract that was 60 billion kwacha more than China Hinan. 2% of the contract sum was commission for Andrew paid to his Stanbic account while his company AB Logistics received unexplained transfers into it’s Indo bank account

WAS THIS SINGLE SOURCED? THERE OBVIOUSLY COULD’NT HAVE BEEN A TENDER RUNNING OVER A 30 DAY PERIOD AND AWARDED WITHIN THE SHORT TIME OF THIS PF GOVT, SO HOW DID IT HAPPEN? I THOUGHT SATA HAD STOPPED ALL “SHODDY” DEALS INITIATED BY RB’S GOVT! IT SEEMS DIFFERENCE BETWEEN THE MMD AND THE PF GOVTS IS THAT THEY ARE THE SAME – WE’VE SEEN IT WITH THE CHINESE STORY…

    November 11, 2011 at 11:43 am

Ba Tumfweko, if as reported the road will take 24 months (2 years) to complete, and it starts in 2012, then it should be completed in 2014 according to my mathematics, and not 2013 as stated above

shoko 2yrs from january 2012 to december 2013 is how many years? ni 2 yrs naimwe… i never knew how bad this road is until i used it 2wks ago. this is purely a Zambian road en has no connections to other congo routes… we nid it upgraded though the cost looks high.. am not a road engineer but i stll think over K300bn on one road is too too much. we nid peddicle road tarred tho.

@Bantustan & Shoko Sugi…What maths are you talking about?Pliz stop exposing your ignorance twapapata, tumfweko is very right.
2012-13 thats to years my friend.
    2012 January – December (12months).
    2013 January-December (12 months).
    12 + 12 =24 (2years).

SO MUCH OF MATHEMATICS, NOW HERE’S THE ANSWER:

    BOTH OF YOU ARE RIGHT:

    1. THOSE SAYING 2012 – 2013 IS TWO YEARS ARE CORRECT IF CONSTRUCTION WORK WILL START IN JAN 2012.(WHICH IS UNLIKELY, KNOWING BOMA)

    2. THOSE SAYING 2012 – 2013 IS NOT NOT 2 YEARS ARE ALSO RIGHT IF CONSTRUCTION WORK WILL START AFTER JAN 2012.

BUT HERE’S MY QUESTION: IF THE ROAD LINKING C/BELT AND LUAPULA HISTORICALLY PASSED THROUGH ZAIRE, ARE WE OBLIGED TO MAINTAIN THE STATUS QUO? THOSE PEOPLE ARE VERY UNPREDICTABLE AND THERE MAY BE A NEW REGIME THAT PROHIBITS ZAMBIANS FROM USING THIS ROAD. IS THE DRC GOVT VIEWING AND TREATING THIS AS FOREIGN INVESTMENT FROM ZAMBIA (SINCE THEY USE THE ROAD MORE THAN US)?

  31. Kyle

    November 11, 2011 at 12:28 pm

…and ‘em current regime were busy admonishing the previous regime for allowing road contractors charge K2 Billion per Km, howzt working out for ‘em, now that they’re the regime, ready to pay K313Billion for 67Km?! Nonsensical Politics!! It’s ALL balderdash!!!

Good stuff. Kitwe Mansa will be a 75 minutes journey instead of the 5 – 6 hours we spend there. Kitwe residents who cant manage house rentals can relocate to Mansa and continue working in Kitwe.

    Ba Tumfweko,
Can somebody please update us on the plans regarding a dual carriage along the deadly and notorious Kitwe/Chingola road! This road has claimed many lives and I remember that it was one of the campaign issues by the PF in the run up to the Sept 20 elections. Somebody please give an update.

@ Ba T…Yes someone to give us an insight of the talks that are going on on the dangerous, deadly and notorious kitwe/chingola road..Are we going to see a new a dual carrage in the shortest possible time or not?
This road has claimed alot of lives and we cant just sit and watch pipo die uncontrolably, someone should speed up the process of having a dual carrage.
Pliz the authority that be,we have witnessed enough fatal accidents between this (turpan trafic light to chingola road cementry:especialy at the ka mindolo stream) area.
    Twapapata tumfweniko naifwe.
