GOVERNMENT Lose OVER K23 Billion On FIRED District Commisioners And PS’s

GOVERNMENT has lost over K23 Billion on recently fired District Commisioners and Permanent Secretaries.
Vice President Guy Scott has told parliament that government terminated contracts of 59 District Commissioners and 20 Permanent Secretaries in the months of September and October this year.
Dr. Scott said the termination of these contracts cost government over 23 billion Kwacha.
He said 11.3 billion Kwacha was spent on District Commissioners 13.6 billion Kwacha was spent on the Permanent Secretaries whose contracts have been terminated.
He added that another 2.1 billion Kwacha has been spent as settling in allowances for civil servants who have taken up these jobs.
Dr. Scott disclosed this in parliament Tuesday 11/22 during the question for oral answer session.
He was responding to a question from MMD Mpongwe Member of Parliament Gabriel Namulambe who wanted to know how many District Commissioners and Permanent Secretaries had their contracts in September and October.

    What a waste of my hard earned money, and to think the PF govt would have given us qualified D.C.s and not the bunch of DAOs who are worse than the thieves and plunders u got rid of and paid handsomely. shame on you. ACC. PLZ INVESTIGATE THESE DCs especially in eastern province.

    Am at pains seeing 35% of my hard earned cash going to the sewer. Honestly, what about the retired blind/other disabled persons who trek to state house and other relevant offices claiming what is duly theirs not paid immediately they are out of employment? And 35% is too much a deduction.

    he shud hav given them 2 or 3 months notice or whatever is applicable in their contracts of service other than payment in leu of notice. firing someone is always expensive…all these moves made so far are not in the interest of the nation. replacing corupt cadres with corupt cadres. this aint change but exchange!

    Its not like the DC’s and Permanent Secretaries don’t pay tax, don’t think you’re the only ones who pay tax just coz you’re not in government! In a way they got their pension early besides the pension that they’ll get… So either way they were still going to be paid that amount for that period.

    This cost was accounted for and was accrued anyways.it was expected whether the guys stayed or got fired either ways its there money.please the headline is alarming for anything unless they would have stayed without pay but again issues of motivation,corruption would come into play.next

    There is no waste of money that was paid out because it’s their benefits and one day or another they were going to get it. Even in your own home, you cannot continue paying an incompetent worker who was just a cadre. Reasoning and making decisive decision can be termed expensive, but in real business terms, it’s worth the venture. Those DC’s and PS’s were cadres and not office bearers. Continue condemning PF whilst development is moving….Donchi kubeba!!!!!!

    This is pocket money for a school child compared to the more than USD100m that they Zambians will lose in the foreign service. It is said in some quarters that about USD900,000 HAS BEEN SENT TO EACH EMBASSY to transport the average of 10 diplomats in each embassy. Multipy this figure by about 28 embassies. PF will be arreseted after 2016 elections.

    now coming to diplomats, boz board, parastatals etc there is another K78billion firing K13 billion hiring
    bringing the total to a staggering K116 billion

Sex shud not alarm any adult bcz some husbands even watch pornography on DStv late in the night when their wives are waiting for them in bed. How pretencious just bcz we are not looking at Zambians in action then its ok?. Rmbr what goes around, comes around. We have all been children before and done regrettable things. Now, some of us are already parents, others to be and pray that such does not happen to our children. If you can’t help yourself, at least take it to that blog were it is of relevance.

    Dr. Scott,

    I wish I could have access to your full statement on this from Parliament. I hope these new PS’ are not on Contract? If they are it means they must be left to run but in any case they will be due Gratuity. I believe putting these cadres (DCs and PS’ ) on contract is the only way to convince them to take up the very powerful but low paying job. How can we get round this anomaly? We can not continue to pay civil servants like they are slaves meanwhile they live in the same posh neighbourhoods, take there children to posh schools and they always requent this or that Hotel for workshops and seminars. In fact you are better off in the civil service because you have power and control a hefty public budget which will only be audited after a change of Government (27 and 20 years respectively) so you will be long gone before they catch up with you!

    Lets just talk about something else because politicians will never change!
