FORMER Speaker of the National Assembly Amusaa Mwanamwambwa has not moved out of the official Speaker’s residence and his successor Judge Dr Patrick Matibini is accommodated in a temporary house.
According to insiders, Mwanamwambwa is still waiting for his retirement home to be completed before he can vacate the official residence of the Speaker.
But when contacted, Mwanamwambwa said .
“Can you talk to the Clerk of the National Assembly on this matter? You really have no authority to talk to me about where I live. That is very disrespectful. So talk to the Clerk of the National Assembly. You have her number, alright, are you getting me?” an infuriated Mwanamwambwa asked.
“Do respect people! Heee! Do respect people! This is not any of your business. Are you still on the line? I want to say this: you know that I am a reporter? I am a reporter like you, but older. I am a reporter. Frankly, this is disgusting. You follow me, I don’t know what kind of a reporter you are.”
Clerk of the National Assembly Doris Mwiinga has not responded to a query sent to her office on November 18, 2011 concerning the matter.
Minister of Works and Supply, Yamfwa Mukanga, said he was not sure when Mwanamwambwa would vacate the government house because he did not know the Speaker’s conditions of service.
“When we are talking about issues of the Speaker, Chief Justice those are very senior officials and definitely we don’t need to be pushing them around like that. What we need to do is that they know they have their conditions of service and I am sure they are working in line with that,” Mukanga said.
“You have to allow him to have a better exit. And when he goes at the right time then we will also move in to work on what is required. Then if there is any work to be done in that house, it will be done.”
Mukanga said he had no problems with whatever was going on because, in the meantime, everything was ok.
“We don’t need to find a house for the new Speaker. The new Speaker will have to shift in the Speaker’s house which is already on the Parliament grounds. So when the outgoing Speaker goes, the new Speaker will come in. If there is any rehabilitation, it will be done before he shifts in,” Mukanga said.
“There is no delay. They are within the specified time. Especially if someone has worked for a long time and has retired, give them space to shift and they will shift at the right time.”
An insider said Speaker Matibini was being accommodated at Mulungushi Village complex.
“The argument is that Mr Mwanamwambwa’s predecessor Dr Robinson Nabulyato stayed in the Speaker’s official residence for 13 months after retirement in 1998 while waiting for his retirement home, so even Mr Mwanamwambwa will wait until his new house, which is at an advanced stage, is completed,” the insider said.
Mwanamwambwa was Speaker from 1998 until July this year at the end of the life of the past Parliament when he retired.

Am however, concerned with the outburst attributed to you in the article. For a man who was at helm of ‘Order in the house’ and guiding the house on parliamentary ettiquette, a job you seem to have done very well, you surely made my jaw drop. You could have done it better.
