REPUBLICAN VEEP Dr Guy Scott Thursday 12/22 told Parliament that over K39 billion was spent on former President Banda’s international trips from January 1, 2010 to September 1, 2011.
And Parliament yesterday approved the K8.3 trillion supplementary budget.
Dr Scott said the former head of State spent K39, 790, 069,570 on his international trips from January 1, 2010 to September 1, 2011.
The Vice-President was responding to a question from Bahati member of Parliament Harry Kalaba (Patriotic Front) who wanted to know how much money was spent on Mr Banda’s international trips
He, however, assured the nation that President Sata will not spend such colossal sums of money on his international trips because he wants to ensure that public resources are channelled to development programmes.
“Mr Speaker, records show that former President Banda spent K39, 790, 069, 570.70 on his foreign trips, but I have no records of how many trips he undertook from January 1, 2010 to September 1, 2011,” Dr Scott said.
He said President Sata will minimise on his international trips because he does not want to waste the country’s meagre resources which can be channelled towards poverty alleviation for the benefit of the majority poor Zambians.
Citizens often criticised Mr Banda’s frequent trips abroad.
And Parliament yesterday approved the K8.3 trillion supplementary budget.
In moving the motion to approve the K8.3 billion supplementary estimates for 2012, Minister of Finance Alexander Chikwanda said out of the amount, K222.5 billion is from the funds released to institutions towards the end of the financial year of 2010 but carried forward and spent in 2011 while K485 billion are savings declared within the 2011 approved budget due to variations from slow moving budget line.

Folks we all understand that Presidents should travel to foster country -to-country relationships and sign up bilateral agreements of common economic benefit, but this doesn’t mean that RB did not exploit these moments to cash in for himself! Let’s just wait until it’s revealed how many trips were done with this money, and to which destinations (mind you some trips were only to nearby places such as Zimbabwe and Malawi)!
