Sata Disappointed With The Police

SATA

President Michael Sata says he is disappointed with the failure by inspector general of police to take action on people who are inciting to create a state within a state in Western Province.

President Sata says some people in western province have appointed a prime minister and are looking for offices to start running a country yet the police are not doing anything about it.

Mr. Sata says he does not want to involve the Zambia Army because the police are capable of resolving the problem.

He has however, called on defense forces to assist each other in preventing an eminent crime.

The president was speaking on Friday morning at the commissioning parade for one hundred and sixty-four cadet officers at Kohima Barracks in Kabwe.

And the president has revealed that the recalled Zambian diplomat to Canada, Nevers Mumba is inciting pastors on the Copperbelt to revolt against the ongoing constitution making process.

Mr. Sata says Dr. Mumba is telling lies that the new constitution intends to remove the declaration of Zambia as a Christian nation and legalize homosexuality.

    It is just a matter of fulfilling your campegn promises and things will settle down. Failing to do so, more dissappointments are still coming. If you have forgotten what you promised, ask HH to remind you. The man is well cultured and can miss very little of whatever you spoke on the pltform. Because if i remember well, you were once political partners.

    I have read the Barotse Agreement 1964 and it does not talk about creation of another state within a state. Or did I miss the Queen’s language?! I doubt. Infact it’s here on Tumfweko, you can also read it.

    Mr president when some of these people were arrested you condemned the previous got and whilst you were drunk with victory malaria you released them from detention and now you want the same police whom you did not allow to work professionary now to arrest these guy?     It is a lesson to one and all wishing to aspire for the office of the president not to lie over certain issues, its not long for him Mr Sata to forget that he promised westerners that their Land will be given to them if at all he wins the Presidency on 20 Sep 2011,and the same system he Condemned of using Police is the same system he also want to use.Take it easy baba.

    @kaluluta, let me just correct your wrong perception. The lozi should in fact be commended for their efforts to vote for the current presido. It is only that you bembas dont know how to say thank you. The man seems to have just used the lozi to achieve what he wanted and has now dumped them. What next? is just to reorganise themselves so that they can not bother the government anymore. There is no selfishness there!

    Create another state within a state is treasonable. Even in America, Europe or anywhere else, those people must be punished and charged. The Barotse activtists have a chance to dialogue and WP will get what it wants Not Threats about separating from the child you created..Zambia. Mind soon there will be a rail line from Lobito bay passing through Sikongo, Kalabo, Mongu, Kaoma and Mumbwa to Lusaka. The Chinese will soon be doing a feasibility study. Another thing – a feasibility study on the most western road in Zambia, passing through Shangombo, Sikongo, Lukulu West, Zambezi West to Chavuma. The government will soon announce other major investments in WP including Universities, modern sport facilities, schools and others. These so called separatists are just after our diamonds,oil and uranium. After NWP, the government is wooing investors for WP. So my brothers be patient good things are coming our way. Mind Rome was not built in a day

    PLEASE EXCUSE ME FOR SAYING THIS: Sometime last month, I had a very hostile reponse from bloggers on LT for suggesting that the circumstances that may have led the British Royalty to appeasing one sector of our community, namely our brothers and sisters in Western Province, by signing the Barosteland Agreement no longer exist and we should now all put this Agreement behind us and as live together as equals in all 9 (now ten) provinces of Zambia. I also suggested that we accord the same recognition to the Litunga as we do to the Mpezenis, Mwata Kazembes, Chiti Mukulus and all other chieftainships in the country. Personally, I do not think the Barotseland Agreement is implementable in today’s Zambia and let’s just accept that the status quo shall never change. Now, today we’re hearing of people appointing a “prime minister” and trying to establish their own government. This is because none of the Presidents we’ve had so far has been forthright and passed a decree on this matter; BAROTSELAND SHALL NEVER COME TO PASS, PERIOD!! AND WE MOVE ON!!

    I have been so annoyed only once before. That is when my sister called me from Mongu – that cannisters were dropping all over her yard, and that copters were chasing youths all over the bushes. This is the second time. What evidence do sane people and the international community require to realise that genocide is about to be committed. These are the telltales we saw prior to the Tutsi – hutu genocide. Sakeni and malama would be only be seen to be doing their jobs when guns are blasted and children and women are killed and/ or maimed in Bsrotseland. The combination is good – Sakeni and Malama.

    I dont know if Lozi’s deserve any sympathy when they dug their own grave.
    They voted for Sata against Wina’s strong advice not to do so in the mistaken beleif that he will ‘restore’ their so called BRE64 agreement, now he will fix them to the end. Am sure Malama and Sakeni are getting ready for them in order to preserve thier jobs.

    On 18th May 1964, The Barotseland Agreement was reached and signed in London as a prelude to Zambian independence. The Agreement transferred all the obligations and rights contained in treaties and concessions between the British government and Barotseland to the new State of Zambia.

    Section 8 of the Agreement did not empower the legislature of Zambia to legislate for Barotseland, laws which were inconsistent with the provisions of the Agreement.

    6th August 1964, Dr. Kenneth Kaunda, Prime Minister of Northern Rhodesia later addressed the Barotse National Council concerning the Barotseland Agreement which was to come into force on 24th October 1964.

    (a) That it is the government’s full intention that the Barotseland Agreement will be honoured fully after independence.

    (b) That the government has no wish to interfere with the day to day running of the internal affairs of Barotseland. This is the responsibility of the Barotse government and the intention of the Central Government will be no more than to give the Barotse Government its maximum assistance and co-operation.

    (c) That the customary rights in Barotseland will remain with the Litunga, National Council and the District heads of Kutas. He added that “the government is satisfied that government requirements for land for development projects in Barotseland will receive the active co-operation of the Barotse government, this is all the Central Government is asking for…..”

    in Sept 1964, Kaunda wrote to the Litunga in which he stated his Government’s commitment to honour the Agreement saying that:

    “the 1964 Agreement was the result of careful discussion and consultation between Her Majesty’s government, the government of this country and yourself and that it would be inappropriate to re-open discussions after all the parties had signed the Agreement in acceptance. I think we should all now concentrate on the implementation of the Agreement in the spirit with which it was made.”

    It was never implemented.

    From the above, we can say that the barotseland agreement was not mearnt to finjish the barotse state, or barotseland Government, but was mearnt to give legality to the unity of barotseland and northern rhodesia in forming the soverignity of Zambia. however, the Barotse government which kaunda mentions here, and with empahsis that Central Government would not intefere in its running would continue through the barotseland agreement.

    so when people say that the barotseland agrement was not mearnt to create a state within a state, they dont know what they are saying.

    The barotseland agreement empowers the Litunga, the ngambela and the barotse national Council, to govern bartotseland without the interference of ANYONE. NO ONE.

    However, at the moment, since the barotseland agreement is not legal document in zambia nand has been abrogated, it is just normal, for the people of barotseland to institute their own Governmet because the only law that makes barotseland to be part of zambia is the barotseland agreement..

So why was tell soldiers in CP Kabwe about Lsk Province and WP police disappointments when he lives with police and Dr Malama in Lusaka everyday? And for Mumba – He is right; we know what PF is trying on doing and we will not sit and watch you bring decay to our society by allowing homosexuality in this land of God. Zambia is a Christian Nation and will remain so forever – so we will be guided not by UN or PF rules – but by the Word of the Creator. The manual from the God we are under – Bible. If God punished Sodom and Gomorrah – then this LGBT nonsense should end!
