Sata Directs GBM To Find Solution To Issues In Western province

President Michael Sata has directed Defence Minister Geoffrey Mwamba and his Home Affairs counterpart Kennedy Sakeni to quickly find an amicable solution to activities in Western Province and traditional wrangle  in Chinsali district of Muchinga Province.

And President Sata has further directed the defense forces to join him in the crusade against corruption by ensuring that there is transparency and accountability in the use of resources that government allocates to them.

President Sata said he is disappointed as Commander-In-Chief of the Armed Forces with the laxity and inertia by the defense and security wings to deal firmly with disgruntled elements in Western Province who he said, have reportedly appointed a Prime Minister to govern the area as an independent state.

ZANIS reports that Mr. Sata expressed his displeasure at the unfolding events in Western Province and what he termed lack of seriousness in the investigative wings of government whom he said were fully aware of the illegal activities but decided to turn a blind eye.

The President disclosed this during the commissioning parade of 164 Officer Cadets of Intake 22 of 2011 held at Military Establishment of Zambia (MILTEZ) in Kabwe today.

He implored the two ministries to be proactive and utilize their joint operations meetings to share strategies that will ensure peace without resorting to bloodshed.

President Sata also took a swipe at recalled Zambia’s High Commissioner to Canada and MMD aspiring presidential candidate Nevers Mumba for allegedly spreading falsehoods on the Copperbelt Province on the constitution-making process by the committee of experts.

Mr. Sata disclosed that Dr. Mumba and other members of the clergy on the Copperbelt are allegedly deceiving people that the Committee of Experts on the new constitution intends to remove the Clause on the declaration of Zambia as a Christian Nation in the new constitution.

He added that Dr. Mumba and other bishops are also allegedly cheating Zambians that the Patriotic Front (PF) government intends to introduce homosexuality in the new constitution.

Earlier, Zambia Army Commander, Lt. General Paul Mihova told President Sata that the Officer Cadets were fully equipped to undertake any assignments that will contribute to national development.

Lt. Gen. Mihova said the officer cadets were professionals and will remain non partisan in their execution of duty by supporting the government of the day and upholding the constitution of the land.

    The 1964 Barotseland Agreement does not provide for secession whatsoever. Those that think they own some parts of Zambia and have started giving themselves positions should undoubtedly be arrested and severely punished. The so called prime minister must be the first to be arrested. The Litunga should also be questioned; what is his stance on this issue and why is he mute?

    U sudn’t be so dump. An agreement is called an agreement if the two parties involved are both benefiting if nt it is nt an agreement. Therefore one can withdraw from agremnt ad obviously separation is the solution. U can try to bit up the bush 1 day justice wil preveile. Wait sudan ll soon come to zambia.

The barotseland question will be solved by informed, intellectual/intelligent discourse, not insults. neither will it go away by insulting and ridiculing the Lozis.     BA64 AS CLEARLY POINTED OU BY CHEKE CHA MBUNDA was breached by the Lusaka govt of Kaunda. What the Lozis are doing is simply to go back to the British Protectorate era. Since the British governent and its monachy are np longer interested in protectorate territories, Lozis can only do one correct thing, stay alone. PERIOD.

    A crack has been created by MCS to divide the two areas. Resolving this issue through any means of violence from any side, would attract foreign attention. This issue requires dialogue and proper diplomacy than mobilising the defence force to invade the area, the only thing which GBM is capable of doing. Not only will western P. be affected of the implications, but zambia as Nation. Remember the spirit of christmas, its Love.

    The issue of a Prime Minister is stale news. It was reported by the Watchdog yonks ago together with a Cabinet. A day for Independence was also set. A flag was exhibited and a Constitution was also posted. The author of that article is a known loony and named himself as leader. I am sure OP got to the bottom of this hence the lack of any action in terms of questioning. What is clear is the left hand does not know what the right hand is doing. The President is reacting belatedly to a hoax!

    Gentlemen, do not blanketly insult all Lozis. wouldnt be wiser to isolate the rotten nuts from the tray? some of us though be lozi, do not support a break away state – if it is true that there is such a group. however, the 1964 Agreement should be intelligently reviewed and resolved.

    I do not think the use of the army or police through brutal force will resolve this. Where is the Dr Choongwe led Commission? cant we wait for recommendations from there? isnt this fertile ground to use KK?

    i pray that the issue is resolutely settled. Its too hot, but requires sobriety!!

    Why did KK disregard the agreement he was party to? Maybe it’s cuz no proper consultation & consent was sought from the other other chiefs & tribes in the area that the BA Agreement covers. Do u really think all that land is Litunga’s land, including NWP, CB & parts of Lusaka.the document was signed in haste, as Zambians were in a hurry to get independence…that’s only my viewpoint, but would like to hear from others.

    This issue requires a lot of soberity. The government has the solution,that is, decentralisation. GBM the President says solve the problem amicably not inkonya awe. The only way is to dialogue with recognised representatives of our lovely paradise and not people driving personal
    agendas. My brothers and sisters have we exhausted all avenues open in solving the Barotse issue? I think we are doing this thing wrongly. Our cause has been hijacked by glory seekers. Let us engage government in dialogue and not threats

    THE BAROSTELAND AGREEMENT PROMOTES TRIBALISM IN THE FORM OF LOZI SUPREMACY AND MUST BE COMPLETELY DONE AWAY WITH. THE TRUTH IS THAT IF KAUNDA WERE LOZI, THE BRITISH WOULD NOT HAVE SIGNED THE TRIPATITE AGREEMENT OF THE LITUNGA, THE BRITISH GOVT AND KAUNDA. WESTERN PROVINCE DOES NOT RISK LOSING ANYTHING IN ACCEPTING ITS NORMAL RECOGNITION AS ANY OF ZAMBIA’S OTHER PROVINCES. DEVELOPMENTAL WORK SHALL TAKE PLACE IN WESTERN PROVINCE AS PART OF THE PROGRAMMES IN THE NATIONAL GROWTH AND DEVELOPMENT STRATEGY/PLAN, BUT NOT AS A STIPULATION OF THE BAROTSELAND AGREEMENT, NO!!
    OVER THE YEAR’S, GOVT’S FAILURE TO IMPLEMENT DEVELOPMENTAL PROGRAMMES HAS ALSO INSTIGATED PEOPLE OF WESTERN PROVINCE TO THINK THAT THEY WOULD DEVELOP THEIR AREA BETTER UNDER THE BAROTSE ROYAL ESTABLISHMENT, BUT THIS SLOPPINES ON THE PART OF GOVT HAS EQUALLY AFFECTED OTHER PROVINCES.     Ok fine let me admit it..I am Lozi, well let me put it another way, my (Late)Father WAS LOZI well a combination of mbunda and kwangwa + nkoya (gweru area in Zimbabwe) and my mum is subiya from sesheke/namibia..
    Ok fine, i prefer to be called a British Zambian (After all ZAMBIA is a creation of the BRITISH) and i belong to the Commonwealth of 53 Nations and then to the WORLD as a human being..Boring hey

    Not a day passes without some TRIBAL talk.A lot of people with small and static brains call their friend LOZI this BEMBA this TONGA this etc.
    Now this Barotse thing is a result of frustration WITH THE POLITICIANS who have governed this country from the KK era to the SATA era today because they dont inspire hope of even showing signs of development.
    I have heard people saying LOZIs and TONGAs are …. and they will never produce a president bla bla bla as if it matters. I have Lozi roots myself but do you think i will better off if Given Lubinda or SAKWIBA SIKOTA became President. Life does not and will never work like that. The sooner we realise the better.
    The Brave Chieftainess Nkomeshya questioned the benefits of voting for MMD because her area is not developed.
    I have traveled to all parts of the country and i haven’t seen any development to speak of. Even in Northern AND Luapula provinces,there is little development and soon we shall hear of BEMBA and LUNDA agreements there too.
    THE ANSWER LIES IN RE-THINKING THE WAY WE GOVERN OURSELVES
    Lets come up with a system of government that allocates resources fairly to all corners of ZAMBIA and where people can get involves…that why PF was voted into office..
    My humble opinion on the BAROTSE AGREEMENT is that it must be looked at and use it to come up with a fair governance system for the whole country
    Otherwise the agreement as it stands is old fashioned and can not be implemented to the letter
    LASTLY I WISH TO REPEAT THIS: ALL YOU BLOGGERS WHO CARE EACH OTHER NAMES BECAUSE OF THE SO CALLED TRIBE HAVE SMALL BRAINS AND STAGNANT MINDS. I DONT CARE WHICH PART OF ZAMBIA YOU COME FROM..PERIOD

    Mr. President please act now. Zambia is a product of BA64 and Northern Rhodesia. The BA64 was revoked upon the creation of Zambia implying that it does not exist. Honoring it is against the very creation of Zambia. Even USA was created through a set of agreements today New Yorkers cannot stand up and say we are no longer Americans because the Californians’ have too much wealth or the Texans have too many resources. Every State in America is important, some joined earlier than others. So the BA64 must not hold Zambia at ransom. If there are people creating havoc, Mr. President deal with them, you have the constitution powers to bring everyone to book including the BRE. If they push you far declare a state of emergency there and rule WP by decree. We support you since we gave you the mandate. Impose curfew and remove all the insubordinating chiefs and their indunas including those BRE Indunas supporting the secessionists. Zambia is larger than the BRE. Mr. President you are only who was elected by people even in WP. If the BRE indunas don’t understand your powers call a meeting with them so that they must made to understand. The Litunga is a learned man and of high statue, he understand what Zambia is all about. He doesn’t support those illiterate separatists who can’t even speak good English like him. Please Mr. President protect him amd his household from those thugs. He is a good man and a good king, so is his Ngambela. But deal with those loggy BRE Indunas and separatists. Its time that sanity returned to WP. We have thousands and thousands of Lozi brothers and sisters who are behind you, your government, and the Litunga.
