President Sata Announces Creation Of Two More Districts

President Sata has announced the creation of two more districts in the country.

These are Vubwi in eastern province and Lunga in Luapula province.

He says the creation of the new districts in aimed at taking development closer to the people.

President Sata announced at state house when he swore in Hlobotha Nkunika as Eastern Province Permanent Secretary, Charles Sipanje as Muchinga Province permanent Secretary, Solister General, Musa Mwenye and Michael Gondwe as Bank of Zambia governor.

And president Sata has urged the new Bank of Zambia governor to ensure that the Kwacha is strengthened.

He has also tasked the new BOZ Governor to ensure the country benefits from its exports.

    Ku Lunga e kwa mayo. It lies in the Bangweulu swamps. It is a wetland with special needs. You cant build roads there but canals. Ask Peter Ma-Orange. I guess the centre will be Bwalya Mponda, Nsamba or Twingi I personally knew what to expect from MCS and I voted for him. Democracy/consultation can sometimes bog you down to marking time through protracted bickering and arguments. Lets have more districts and then grant more power to provinces to plan, implement dev. programmes. The new constitution should address this important issue. VIVA PF.

    Munalian, the likes of Jobs,Zukenburg, Bill Gates didn’t jst appear from no where.Rather they are the fruits of a system that is pro it’s own people. Have you ever heard of a single classroom that was built from proceeds from emerald sales. India has gained more from the current 12 year copper boom than us Zambians because of dodgy privatisation. Why is selling Zamtel for 200 million dollars a crime whilst selling KCM for 25 million dollars isn’t a crime.The difference is one president is Banda and the other is Mwanawasa but the losers are the same, us the Zambian people.

    My earlier comment is still “awaiting moderation” (seems to be happening a lot to my comments!) so here I come again:

    Urban centres are born and grow because they can attract talented people and capital for investment!If for example the Govt set up a favourable tax regime to encourage the fishing industry in Mpulungu (Zambia’s sole port) then the city would grow based on that industry;banks would set up branches there to serve their customers,shopping malls would be built to sell to the Mpulungu city dwellers,the Govt would build schools (colleges & University) and hospitals to educate and provide health care to the Mpulungu citizens etc. Furthermore,Mpulungu’s growth would stimulate that of surrounding areas If however Mpulungu is divided into 100 district then its poverty levels wont change for 100 yrs!

    Some of the districts are huge on the map but are equally sparsely populated,thence making it more difficult to provide public services! Therefore creating more administrative units won’t stimulate the provision of public services but increase unnecessarily (and expensively) the bureaucracy! It is far fetched to claim private businesses will move to a remote area because it has now been sub-divided!

    All district commissioners and provincial ministers are appointed from State House,so much for “DECENTRALISATION”. The fact the Pres (institution NOT individual) can create districts on his whims without a parliament vote (let alone a debate) is dictatorial in nature!!Decentralisation means handing over power to local people so they can decide how to run affairs LOCALLY: elect district commissioners,choose how they receive public services etc once again,do you the US became rich with its Pres appointing all town mayors and county officials??

    Finally,it is a fallacy to claim that the Govt makes wealth/development;it rather sets up an economic environment that allows people to pursue any legal economic venture;thereby allowing private enterprise to flourish! Come back in 5 yrs and tell us how many private enterprises have moved to those new districts!!

    The problem with consultants like you is you write endless reports on “poverty & development” but have actually no idea of how to create wealth! As a matter of fact,no continent has been subject to a tirade of “development” reports like Africa but 50 yrs after independence it’s still spinning the wheels of “development” but going nowhere! Meanwhile,countries like Brazil & India are rising on the back of adopting western education,technology and democracy!

    If you read correctly my comment you’d notice I said govts do NOT create wealth but rather set up an economic environment that allows individuals to pursue legal economic activities that ultimately provide jobs and proserity to all (or most).

    Creating new districts in a dictatorial manner (there was no referendum or at least a parliamentary vote) creates ZERO wealth but rather increases unnecessarily and expensively the bureaucracy! Put it this way,in 5 yrs those district’s economic prospect will be no better than they’re today!

    I wont comment on Zamtel & KCM coz I don’t have sufficient knowledge but what let the Law enforcement officers investigate any fraud and financial irregularties.

    @NO NAME: You’re raising a very important point. Has the proclamation of these two districts been gazetted? I wish the actual implementation of this announcement could only take place in 24 months time to allow for the completion and funding of the necessary governance structures of the district.

    1.imf at one time became a dictator for most of the african countries and zambia was not spared. it came up with useless programs that didn’t work in most of the african countries like sap. that sap thing forced kk to abandon his fruitful programs of RR (rural reconstruction), indeco (Industrial Development Corporation), findeco (Finance and Development Corporation) and mindeco (mining industry corporation).
    lets not consider what colonial fimofimo do as righteous to follow.
    2.you being a consultant means you have gathered enough data from the grass root level and knows what should be delivered to the people of kwana bwalya, shangombo, lisutu, mufumbwe, demu, jumbe, vimbu and lunga. indeed, you are not like those people who sit in the sofa watching simpson episodes or jerry springer. your experience and expert are daring needed in zambia.
    3.when MCS proclaimed l/stone as a city, it took time for people to start seeing the fruits of l/stone as a city. such kind of developments are not like cherry blossom. it takes time to see the fruits.
    4. referendum??? for what??? if the country had to follow no normal procedures, it would be like letting a penitent in coma in a long queue. which means waiting for 5 fives, 2016 when the country do some delimitations of constituencies. that’s when places like vimbu & lunga could have been taken into considerations.
    5. what criteria are taken into account when a place is upgraded to either a city, town or district? it is not the vastness of the place but populous.These two places of vimbu and lunga are vast and populous.
    6.MCS has made a good move and more are yet to come.

    Ba Munalian, efyo iya ifi fine. You will remain lamenting while we move on making the impossible possible. SAP by IMF was resumed mdala by one courageous but thieving FTJ. We went through stages of it like SAP, enhanced SAP, HIPC, HIPC completion point. We adjusted and re-oriented our economy from a commandist one characterised by state run industries to a free market enterprise where “government has no business in business” per se. To do this you privatised, pruned, liquidated, asked for new infestors and many suffered. Now you can see the fruits of that process. So, you are right about population densities but definately we need to decentralise. Jack Baur(sp) in 24 uses crude and criminal means to achieve the desired end. The bureacratic procedures of our governance system MCS does not care about sometimes. He has got you talking about these important ways of reforming Zambia that your PhDs have never tabled to the Zambians. Oh yes, in the lifetime of Zambia we need MCS’s style for things to move. At least for 10 years. Napoleon was a dictator but he built the straight streets of Paris. VIVA man of action.

    @Wanu ngwee, Munalian & Air mukwai, I admire your objectivity on many issues. Whenever, I notice your comments, I know its educative, mind opening and non-malicious. The three of you put together can make a good team of advisors. Just one little advise, avoid being tribal.

    Back to the topic: my opinion is that, HE should not have hurried the announcement of the creation of the district. Perhaps he should have:
    1. Created a group of technocrats from various ministries from the provinces to critically look at the need to delianate any districts based on the population densities, budget availability, economic viability, etc.
    2. Created an environment to develop the areas even as a constituency. No law says, you can’t build a school, hosp, etc if its not a district
    3. Created room for parliament/ cabinet to critically scrutinise this

    I’m not against his decisions, its the process used to get the result

    @Munalian,the view that a government shud limit it’s role,in the economy, to that of an environment enabler, has taken a battering over the last few years, and this is in economies where the is a more even distribution of wealth,greater protection of their economic, social, religious, political, and cultural, sovereignty. In short our govt has to play more of a role than simply an interventionist or an enabler.The Zambian economy yields little for Zambians whilst maximising profits for insidious, despicable foreigners. An overhaul is required! However I do agree that Zambia shudnt be treated like a banana republic whereby the President governs at his whims.

    I was in a position to dictate I can transform Lusaka into a garden city it was meant to be by my hand, by decree using prisoners and all… Because of democracy (the vote) we fear losing popularity. This is why street vendors can be tolerated, though we should provide alternatives for them. Shanties every end of Lusaka city. How much will it take us to re-develop these areas? Now, more people are suggesting more districts. May be the issue is all these are listed and we look at all parameters using SWOT analysis. Aah…ifwe we are in a hurry to see development.
