President Sata Announces Creation Of Two More Districts

President Sata has announced the creation of two more districts in the country.

These are Vubwi in eastern province and Lunga in Luapula province.

He says the creation of the new districts in aimed at taking development closer to the people.

President Sata announced at state house when he swore in Hlobotha Nkunika as Eastern Province Permanent Secretary, Charles Sipanje as Muchinga Province permanent Secretary, Solister General, Musa Mwenye and Michael Gondwe as Bank of Zambia governor.

And president Sata has urged the new Bank of Zambia governor to ensure that the Kwacha is strengthened.

He has also tasked the new BOZ Governor to ensure the country benefits from its exports.

    the problem is you rush your comments. Its gud to have more district so that we can share money equally like CDF. So those district will have their own CDF instead of sharing with samfya and chipata

    CDF is Constituency Development Fund, not District Development Fund. Its given per constituency. Take Chongwe constituency for instance, if the CDF is K5Bn even if you split Chongwe into two by creating a new district called Chalimbana, the CDF will still be K5Bn. The amount is not tied to district, NO, NO NO!!!!

    Is this constitutional? Don’t measures such creating new districts/province(s) require a referendum? Can you imagine Obama (or any US Pres) create a new State without consulting its resident?

    Sata(like most of his African counterparts) illustrates best why Africa is the poorest continent:

    1) Wealth/Development is created by entrepreneurs NOT by Govt!! The US Govt didn’t tell Zukerberg to create facebook or Mr Jobs to found Apple!It rather created an economic system (capitalism) that allows individuals to pursue any legal economic activity they want to explore!
    2) If the President (institution NOT individual) wants to decentralise power then he should let provinces and district elect their OWN leaders!! Once again,can bloggers imagine a situation where the US Pres appointing ALL Governors and town mayors?? If that happened,the US Pres would be nothing but a dictator!!

    Democracy is NOT just voting for your candidate but also participating in the political process, reason why Prime Ministers & Pres of rich countries always look at the polls! It goes to say that appoiting provincial ministers and district commissioners is already dictatorial but “creating” new districts is something even Roman Empors thought twice about before doing it!

    @Dien,
    The US calibrates/equalises voting district within States the year before Nov Elections; as you rightly said,this is done to reflect changing densities! Once again,there’s a law that is followed and the procedure is NOT arbitrary as Sata’s! You’re misleading when you say new counties are “created”:eg

    if in 2004 district A & B had ~100,000 voters but now district A has 75,000 while B has 125,000 then the bounderies will be amended so both districts A & B return to having ~100k voters!! The reason behind this equalisation is to avoid a situation where a senator/representative in district A needs a majority with 75k voters while the one next door has to work harder because he has 125k voters!

    The current Conservative-led UK Govt wants to change the bounderies because of the problem I’ve just illustrated above;generally-speaking,its constituencies are larger of its main opposition Labour! In any case,the Govt’s proposal is GOING THROUGH PARLIAMENT and MPs will to vote for it and make it law before the next election!!

    In conclusion,a law exists to change bounderies;it is NOT done on the whims of the Executive!!

    So 2 cadres can now be DC and several other district jobs for cadres.

    bravo MCS. this is a good move in the right direction. we don’t need to go to britain or usa and ask what to do for our country. there need arises of creating districts it has to be so right and there rather than using dilly dallying procedures. infact, MSC traveled extensively during his campaign period and he saw what should be done for each every place in the country to benefit from the national cake. hence, equity distribution of revenues and equality of sharing resources across the country could one ways of benefit to the people. one may wonder why this time people are over reacting? any body who has been to vumbwi and lunga could definitely agree with the move MCS has made.
    when he upgraded l/stone to a city no one questioned him.
    when he upgraded mwansabombwe and gwembe to a districts, no one questioned him.
    when kasama, serenje and l/stone nursing schools were upgraded from doing zen to zrn, no one questioned him.
    when he allowed nurses to wear trousers, no one questioned him.
    Recently the shifting of provincial HQ from l/stone to choma, the southerners have welcome that.
    creating a tenth province seems to be a good move in the positive direction.
    surely, the country doesn’t need to bend to usa or britain constitution to appease certain individuals. no way.

    Guess you referred to me in your post;the issue is NOT about “bending over to the American & British constitutions” but importing/copying what works! To illustrate my point,I can point to the fact that the smoooth transfer of power from Rupia to Sata is the finest example of how Western democracry is the fairest system in that it gives every citizen a voice!

    However wise Sata’s decisions have been,it is FRIGHTENING that “no one questioned him” (your own words)!! Even the Legislative that exists to debate issues affecting ALL citizens wasnt consulted! If the President ignores MPs then why spend huge sums on electing them in the first instance??

    If the President (be Sata or anyone else) decreed Shangombo is going to be new capital city,wouldn’t you take a minute to question his decision?
    If Sata ordered everyone to walk backwards every friday,wouldn’t you take a minute to question his decision?
    If Sata said that Zambia will adopt Chinese as new official language in order to trade with China,wouldn’t you take a minute to question his decision?

    On a serious note,new administrative divisions create ZERO wealth but rather increase the bureaucracy! Lest you know,a large bureaucracy hinders economic prosperity because it has to be supported by a dwindling tax base.

    If Sata knows anything about economics then Vumbwi,Lunga (and other poor districts) will develop if and if the tax code is changed such that companies opening factories or moving their HQs there have tax relief such lower corporation tax! That’s what the US Governors do in order to attract investment in their States, then again I guess you don’t want to follow their example because that would be “pandering” to the US!!

    Ma Rubbish some of comments good move! I am a consultant in Zambia carrying out social economic monitoring survey in all provinces. Some of these districts are too big services not reaching the people. More districts is decentralisation. A district will require fine one party cadre DC but also entails upgrade of the area District Hospital, High School, GRZ ministries/department (civil servants teachers, doctors, nurse, police, agric officers, vet services, bank etc) thats employment creation and development/services taken closer to people! CDF is adminstered by District Development Coordinating Committee (DDCC) that meets at Boma/District Council some District like Mufumbwe have only on constituency that CDF barely leaves the Boma its finished. jus a scenario if for instance Chipata & Vibwi share a constituency the administration of CDF would be between the 2 DDCC meaning Vubwi area is garranted a share where as before funds may have just ended in Chipata. FYI GRZ allocate funds to District for development projects/administration through various department so forget CDF its nothing. Before you make comments please do some research & don’t claim you know the suffering of the people on the ground so you think you can speak on/politicise some of these move. Mind you in campaigning these politicians travelled the length & breath of this country & are better informed than most you about whats on the ground. this country is big & most if not all goods/services/development is centred at district! Decentralisation starting by chopping up more of the massive district is the route! Next Kabompo/Mufumbwe/Kasempa/Mporokoso….

    So funding wise, when are these new districts going to receive the required funding as they were not budgeted for in the 2012 budget? Will they just see funding for CDF etc in 2013 onwards?

    This presido does not consult. there are many districts un developed bt why creating other problems.i wished he created kafue as a district. Next he is going to create a university for VUMBWI at the expense of other districts. We are in trouble.

    This is what we meant when we said Sata can’t be trusted with the leadership of this country, he is too volatile for a national leader. He embarrasses his fellow leaders, I am waiting for the same thing to happen to the first lady. He doesn’t know diplomacy, we are yet to be embarrassed more as a country. No consultations whatsoever, whaatever comes to his mind he announces.

    Hello educated people of zambia, could someone elaborate to me how the creation of a district or province contributes to wealthy creation? My ignorant understanding is that this simply expands the executive thereby more of our limited budget getting split further towards it denying adequate funding to services such as education, health and agriculture.

A district will require fine one party cadre the DC but also entails upgrade of the area meaning funding will have to be sourced for District Hospital, High School, GRZ ministries/department (civil servants teachers, doctors, nurse, police, agric officers, vet services, bank etc) thats employment creation and development/services taken closer to people! Further, subsequent urbanisation following creation of the district the Boma will be the Nucleus of development providing local market for goods & services produce in the locality, some of the local population will not have to migrate to Chipata Mansa etc to seek employment as opportunity will arise (grocery, marketeering etc)
    One of the corner stones to development of Zambia is DECENTRALISATION more power/service/opportunities/goods to the people (DEVELOPMENT). In effect by dividing these district into smaller units you are in essence decentralising. its for this very reason GRZ or we failing to develop existing districts they are too big!
    Naturally you don’t expect to see a fully functional district in 90days. Next stage for GRZ is to develop an Integrated Development Plan (IDP) by engaging a consultant/local government. An IDP (involves thorough socia-economic and physical survey of the area (SWOT Analysis of Area) – to come up with a District Development Plan based on maybe 30year projection this IDP is costed and suggests possible sources revenue, area of investments) then GRZ will also have to come in engage donor/bilateral partners, private investors foreign/local to come to the area (baby steps)…
    enough talking mweh dear bloggers can you take time to research on some these issues before you comment based on emotions you mislead other useless chaps who equally are unenlightened…the BA64 in essence advocates the same thing Decentralisation!

    Thanks so much Ba Sata well done our president for creating more districts in Zambia we really appreaciate the hard work you are doing and this is what past presidents failed to achieve but you have done them within the framework of 90 days BRAVO MICHAEL. We need development in this country and what you have done is really commendable and I admire your hard work and the time you will be 5 yrs old in govt Zambia will be a force to reckon on the world map.

    Zambians is it your custom to talk much?Iyo mulasabaila Check the vastness of areas from where they are dividing districts before you show your ignorance on this site.Some places are so big such that for people to get the administrative offices they suffer a lot in some places they even sleep on the way.

    The President – Micheal Chilufya Sata MCS.
    Has been the man with extensive political experience in Zambia.I really have no doubts about MCS when makes such decisions. He always has a direction. Alot more people dont like MCS for his public straight/frank talks. That doesnt matter. His Hard work and result oriented is what the majority should side for in MCS. Most Political Party leaders have failed to do their best during the time in the government offices. And because their comrades did, they tend to establish conflicting parties to surpress the good parties like PF.
    The Preseident – Please endure your best and show us – Zambians your credibility.

    Good move. If you are in civil service you will appreciate this. Do you know why most of the towns on C/B and lusaka are more developed. They are much smaller than rural towns. Mpika the size of C/B has 3constituencies meanwhile Ndola which is 1/10th of Mpika has 6. Lets have more districts and more constituencies.

    CONGRATULATIONS MR. PRESIDENT!!

    Development must indeed be taken closer to the people. It’s naturally easier to manage smaller units than big ones. I’ve always argued for example against trends such as that of building one big hospital in the name of UTH, when smaller ones of the size of Kitwe Central would have been more ideal, i.e, one for each of the following areas: (1)Lusaka Central
    2) Lusaka East
    3) Lusaka South
    4) Lusaka West
    5) Lusaka North
    The next thing we need to do is take local government closer to the people, for example Lusaka has grown to a stage now where we need a dedicated minucipality for each of the five areas I’ve mentioned above, same with Kitwe. Let these local councils be managed by people who live there and understand and are directly affected by the lack of essential basic services such as roads, clean water, electricity, sanitation, public health, housing and other issues. We also need industries/factories, unversities and colleges outside Lusaka and copperbelt provinces, then we’ll be talking about national development!
