ANOTHER RB’s Son, ANDREW BANDA, In K2Billion ‘Kick-Back’ SCAM

ANDREW Banda, the oldest son of former President Rupiah Banda became the latest sibling to be caught up in a web of corruption that has engulfed the former first family raising questions about how clean Banda’s house was during his three-year rule described by analysts as a period of “plunder”.
Daily Mail investigations can reveal that the former President’s son coerced, threatened and received about K2 billion in two instalments as a “kick-back” from an Italian company known as Fratelli Locci owned by Antonello Locci, as the net closes around the former first family.
Mr. Banda, a long-serving diplomat who has worked in Italy, India and Canada, has already been warned and cautioned by the police regarding the two percent payment running into billions of Kwacha paid out to his company AB Logistics, into his Indo-Zambia bank account.
The Daily Mail attempts to contact Mr. Banda to give his side of the story since last week have failed but investigations show that even his daughter Ketiwe Banda Munalula has been questioned, regarding the “kick-back” where she signed on behalf of her father as he threatened Mr Locci with termination of the contract if he did not “pay up”.
Those interviewed by the Police, Drug Enforcement Commission and Anti-Corruption Commission (ACC) have confirmed to the Daily Mail that Mr Banda threatened Mr Locci with the termination of the K300 billion contract for the Pedicle Road.
The former President’s son also warned Mr Locci that he would never get any future contracts in Zambia if he failed to pay up.
The Daily Mail was unable to get a comment from Mr Locci whose contract, awarded by the Road Development Agency (RDA), is currently being probed too as the government is concerned with the slow rate works have taken on the road that connects Zambia and the Democratic Republic of Congo.
Investigators have also questioned a Mrs Rachel Zekko, a shareholder at AB Logistics, who has confirmed being a shareholder in the company – without a physical address – but she denied any power over the K2 billion “kick-back”.
Mr Banda referred all queries to a Mr Chimfumpa, the company accountant who is also a signatory to the account in which the K2 billion was banked.
This is the latest in the triangle of corruption that has implicated the President’s children, starting from younger brothers Nenani and Henry (above), who could now be either in Johannesburg or Dubai, according to Daily Mail investigations as Police mount a hunt for him.
President Sata has embarked on a corruption fight, which he said shall spare no friends or relatives in order to curb theft of public funds and spread the wealth around to the 65 percent of Zambians living in poverty.
In the past, some high-profile politicians such as Dora Siliya, the outspoken Petauke member of Parliament and former Finance and National Planning Minister Situmbeko Musokotwane have cried retribution and witch-hunt after being questioned, but President Sata says the cries would not slow down the fight.
The sad twist to the 60-kilometre road project valued at about K300 billion is that up to now, Mr Locci’s company – Fratelli – has not moved on site, five months after they were paid up to 15 percent for the project, to Government’s dismay.
Every time the RDA has asked them why they have not started to execute the contract awarded to them just before the September 20 elections, they have given excuses, saying their equipment remains stuck in Dar es Salaam.
This is against the law, according to regulations obtained by the Daily Mail, which show that a contractor must start works within one month of getting the 10 to 15 percent down payment.
The Daily Mail shall seek audience with Mr Locci to establish why he has not started work funded by ordinary Zambian tax-payers up to now but has instead managed to pay Mr Banda his “kick-back” before funding the transfer of the equipment on site.
It has also been established that the RDA has officially written Mr Locci a warning letter, telling him that the contract may be terminated and he may have to pay back the down payment given to him sooner than later.

    It is a pity these thieves are being caught, but the gvt do not seem to take action against them. Why even waste time telling us. The pf gvt should take note that we have put you in that office to work for us not telling us stories. This family has plundered a lot of Zambian resources something should be done to show that you are working not just catching thieves and let them go what good are you doing for the country.

    The Bandas are truly disgusting- and to think that zambians honestly wanted them back in power is un-believeable!!! In case the Bandas dont know, they are called international arrest warrants, extradition, etc – so no matter how and where they run to, they can not hide.
