REPUBLICAN President Michael Chilufya Sata, has with immediate effect created three more districts.
The newly established districts are Chikankata, Chirundu and Mulobezi.
“…Would you please liase with all the stakeholders, political parties and their Royal Highnesses in order for them to establish the centre where the district headquarters will be located,” read the excerpt from President Sata’s letter to the provincial ministers responsible.
President Sata has established the three districts in line with his campaign promise to decentralise government operations for the effective and efficient delivery of services to the people.
Meanwhile, the President has transferred Copperbelt Province Minister and Mwansabombwe PF member of Parliament Hon. Rogers Mwewa to Luapula Province in the same capacity.
Hon. Mwewa takes over from Luapula Province Minister and Chipili PF member of Parliament Davies Mwila, who has been transferred to the Copperbelt.
The President directed the two ministers to liase with all stakeholders, political parties and the traditional leadership for the smooth running of their respective provinces.
This is according to a statement issued by Special Assistant to the President for Press and Public Relations: George Chellah, a while ago.

I can not believe how shallow-minded some people can be. The creation of new districts does not mean they will turn into a paradise overnight. This is a steppin stone to a long term development plan to provide necessities to the people in these areas than to sit back & have a lot of workshops about how to decentralise the govt..

So how does the PF explain the underdevelopment of EXISTING districts like Sinazongwe which ARE ALREADY districts. I mean, even the road to the place is still a bush road – not even a self-respecting gravel road.
I understand the decentralisation talk but I also wonder whether MCS is just fishing in the dark for nothing.

Like i always say lets wait en see. But for now i guess the govt has a good plan. Us for the immediate past president it seems he had no vision whatsoever. Zambia the real africa indeed. I applaud president MCS for his continuing efforts to make zambiaa better place. i have just come from visiting zed and i know there is room for improvement especially with MCS as our president.
There is just a couple of things i would like to mention that i observed during my two week visit. i had a chance to visit a couple of places and in all the places visited, one thing stood out and i kept complaing, ‘ROADS’. I was dismayed when i visited city marked and saw the state of the paths in the market outside. it was basically a breeding ground for various diseases. i have never seen that type of filth surrounding people.
I also had a chance to go to UTH where i could not belive my eyes. In the emergency room and while the baby was being seen to by the DR, Mosquitoes were flying around. The tape used for fastening the canula site (IV site) was stuck on a tin which was not even sterile. I could not believe my eyes, honestly.
I am sure and hopeful that President MCS will look into this sad state of affairs even as he continue making strategic plans for the country he so loves.
i saw a lot more and i could go on and on

can this man please have plan for the undeveloped districts before creating more. i see no longic of having more undeveloped districts. in my opinion it is better to have few district but well developed and running efficiently. MC can u first have agenda for the old undeveloped districts please.

There are several factors that determine the rate at which any place develops. Mpulungu was once a part of Mbala, but because of the port, there were more business activities at Mpulungu than Mbala. However, revenues collected from the harbor were largely spent in Mbala, which is several kilometres away. The Mbala Municipal Council never saw it fit to establish civic offices at Mpulungu. It was inconviniencing for residents of Mpulungu to go all the way to Mbala whenever they required any service, like renewal of trade licences. The same is happening at Mwembeshi and Chilanga. When you are in Chirundu, it’s not easy to get to Siavonga. The same applies for Mumpanshya, Rufunsa and Chongwe. In these areas, a ward is the equivalent of two constituencies in Kitwe or Lusaka! It makes it difficult to administer these areas thereby slowing the wheels of development. People of Chikankata will no long need to get to Mazabuka just to get a form to apply for a plot! By creating these districts, govt has made a firm commitment to support them. The people of these areas have now been empowered to take govt to task and demand development. They should also seize the opportunity to achieve their potential since civic administration has now been brought closer. Those colleagues who hail from these areas must go back and invest. An example is Katele Kalumba who has lived his life in Chienge. Despite the slow pace at which infrustracture is being put up, atleast there’s development.I think the 3 places deserve district status. Look at Kazungula and Mulobezi! By the way, most of Kazungula is admistered from Livingstone. Can govt speed up the setting up of office infrustructure and accomodation for workers. Masaiti civil servants live in Lusanshya, just like Lufwanyama workers stay in Kalulushi. Can we quickly build them houses. It seems Luo is another talkative minister without direction. Local government is the engine that will drive the development of this country. How can Kitwe City Council fail to raise money to pay salaries for its employees. 3 months without pay!! Nkandu Luo move!!!

You are making all sorts of distortions:
Kitwe, Lusaka and other big cities have more constituencies due to their high population densities compared to rural places like Chongwe! As such,sub dividing Chongwe into 100 districts won’t improve its plight but divisional entrepreneurs will,example:
1) a property developer could build luxurious houses in Chongwe and use its proximity to Lusaka to attract the capital city’s wealthy to reside there! That is how “commuter/dorm cities” are built around megapoles such as London,NY,Paris etc
By saying “people should invest in the ancestral areas because they’ve now been declared districts” insinuates that those areas have been poor since 1964 because successive govts didn’t have the wisdom to name them as “new districts”. This statement is quite puerile to say the least!!
You are propagating the fallacy that Govt directly offers economic prosperity! The govt is responsible for creating an environment that is conducive for PRIVATE SECTOR investment! Example
Being Zambia’s sole port, a visionary entrepreneur could start industrial fishing on Mpulungu shores,sell the fish locally and also export abroad to generate to generate foreign exchange! If that entrepreneur succeeds,he would attract others…eg…they could set up fish farms for prawns that would fetch a pretty penny if exported in Europe & USA!
The success of the fishing industry would prompt urbanisation of Mpulungu and surrounding areas and that’s when new schools,hospitals,housing would come in handy….
Once again,it is PRIVATE investment and NOT Govt that fosters wealth creation…that is how Las Vegas went from a desert spot to having 37 MILLION tourists per year in less than 40 years!!

I really fear at the pase of this development. Unfortunately renaming airports and hospitals has no much conseconses than creating new provinces and districts. These require planning and building infrastructure to support the levels of responsibilities e.g banks, hospitals, police schools roads councils and human resources. When diseconomies of scale catch up with sata on the ill thought out pronouncements, he will resort to autocratic rule. My advce is please take your time to think acnd consult

@Sata-skeptic. Well said but, Ayatollah is more realistic since since his emphasis en examples are strictly Zambian. Economics is not like Engineering. A vehicle made in Japan would still move even in Zambia. I guess nobody can dispute that. But the economic policies of Japan that have worked might not apply here because the economic environment is different. I guess the govt is doing all this with good intentions and well thought.

This president knows very well that Zambia has no money, the economy is stack and where will he get funds to put up capital structures to develop existing districs and the ones he is creating? The level of ignorance on this site is worrying; surely even a grade 7 knows that creating mo districts does not amount to decentralisation. Are PF supporters really has dull has their opponents claim or are they just blind supporters of everythin MCS utters? I once read any article on BBC that claimed that MCS was voted for by the urban uneducated and unemployed (or rather unemplyable) section of Zambia. Judging from the shallow and dull comments on this site, maybe that article was right after all
