Veep Scott Explains Why He Doesn’t Act As President

Republican Vice President Guy Scott has explained why he does not act as president in the absence of republican President Michael Sata.

Dr. Scott has revealed that the constitution does not allow him to stand for the republican presidency or act as president because of his ethnic background.QFM NEWS reports that during the vice president’s question time, Dr. Scot recalled that in 1996, under the late former president Dr. Frederick Chiluba, parliament passed an amendment that forbids Zambian residents whose parents are born outside the country to act or stand as president.He stated that the amendment is discriminatory as agreed by most legal experts in the country.The vice president further said that he was anxiously waiting for former vice president George Kunda to take him to court over his eligibility to hold the position vice president.He told the house that the former vice president prefers to politic other than going to court because he knows that he will lose the case.Dr. Scot was responding to a question from Mpongwe Member of Parliament Gabriel Namulambe who wanted to know why he does not act as president in the absence of the president.And Dr. Scot has stated that government consulted stakeholders on the realignment of the districts contrary to assertions that there was no consultation.

The reasoning of the Legislators was that if a person does not qualify to act as president, then that person does not qualify to be a vice president. This is so because they knew that the vice would be required to act when the president runs mad, dies or leaves the country for whatever reason. The problem is that these Politicians have a way of departing from the original interpretation of statutes to suit them just as people misinterpret the bible to justify why they act the way they do. LAZ should interpret the constitution on behalf of the citizens and not allow the politicians to manipulate the law to benefit themselves when it suits them. Guy should not have been appointed VEEP

Amafacts you are not spot on, when the idiotis where amending the constitution they targeted only the presidency (KK) in this case they dint take into account the position of vice president. They never at any time interpreted the two together so it is not Sats’s problem neither is it Guys problem. That is why we want to amend the constitution as much as we can so as to assist dull people like you and George Kunda naka Tonga Bull Dog. Our constitution is a wrotten one. Ukutumpa kacikala

Guy Scott is entitled to the position of vice president just as much as he is the vice president of the ruling party PF. He has put it crystal clear that the moribund Zambian constitution as amended in 1996 bars him from becoming the president of Zambia on the basis of ethnicity. Until this piece in the constitution is amended again to remove the discrimination of ethnicity, Guy will not force himself to become president either through democratic elections or by acting as president in the absence of the KATEKA (incumbent president.

George Kunda and his cohort have been shamed by the vice president’s explanation as to why he doesn’t act as president when President Sata is out of the country. However, Scott is the republican vice president and can remain so as long as possible since there is no where in the voluminous constitution where it is stated that any Zambian whose parents are of foreign origin will never become vice president of the republic of Zambia.

So Geoge Kunda is technically beaten on this one and I join the vice president to challenge him (Kunda)to take the matter to court soonest.

it does not matter who acts as Head of State when President Sata is absent. The President can appoint anyone of his senior ministers to act in any position.next to act will be Hon GBM (Defence)or Hon Sekani (Home).Who acts should not be an issue .Let the good PF government start creating jobs ,stump out corruption , putting money in peoples pockets, make good roads ,sanitation ,stop copper thefts , reduce inflation , and other services.Dr Scott not to act as President shows that PF government is a gov of laws even though this one was created to stop Dr Kaunda from becoming President by Chiluba ,we all know that law was created for Dr Kaunda because Chiluba was becoming unpopular ,any way may his soul rot in Hell

Whether he is preceded with Vice or they remove it when acting he is still ‘president’. Vice Captain, vice president, vice whatever means they are second in charge but basically carry the same title. We just need to accept that our law is screwed, whether we blame each other or yes and whether he acts or doesnt act.

I understand and appreciate Hon. G. Scott’s explanation, but this now leaves me to wonder whether Hon Scott is in fact the correct person for the job since, in my humble view, the whole essence of a veep is to ease up the pressure on the president by taking assignments so delegated to them & filling the gap on an acting basis in the president’s absence, without compromising on output & policy positions. So why have a veep who cannot stand in?
