Dora Granted K50 Million Cash Bail, Pleads Not Guilty
Former Transport and Communications minister Dora Siliya has been granted K50 million cash bail with two working sureties.
QFM’s Moses Chimfwembe reports that this is in a matter in which Ms Siliya is charged with two counts of abuse of Authority of office following her arrest and subsequent detention yesterday by the joint government investigative team.
Ms Siliya who spent a night in the cells at Woodlands Police Station appeared before Chief Resident Magistrate Joshua Banda in Lusaka this morning for plea, and denied the charges.
In the first count, the former cabinet minister is alleged to have directed the cancellation of a duly awarded tender worth 9 million Euros for the supply, delivery, installation and commissioning of the Zambia Air Traffic Management surveillance Radar system to Thales Air System SA of France.
And in the second count she is alleged to have accepted a free offer from Selex Systemi Integrati S.P.A of Italy for the repair of a Radar head at the Lusaka International Airport without following procedure resulting in the government losing close to K2 billion.
Her lawyer Sakwiba Sikota in applying for bail told the court that it was unnecessary for the Task Force to deny his client bail with impunity.
He said Ms. Siliya has complied to all the summons of the Task Force and has presented herself many times she has summoned for questioning stating that he did not therefore see the reason why the investigative wings refused to grant her bail.
Trial in the matter has been set for 7th, 10th and 11th May 2012, and 26 state witnesses are expected to testify.

This is a good policy from the PF. We have seen less circulation of funds because these ministers have been hiding funds making it impossible to do business. this is the best way to pay back in our coffers.

Last night I accidentally beat up someone so that the police put me in the same cell with bokosi, but unfortunately, the police issued me a police bond. Aaaaah missed my chance to be near bokosi and soft mabele….Police you are not fair, I almost smashed that guys face and you instead give me police bond…not fair. Enquiry should be instituted why I was let go!!!!!

It is believed that there was scramble of been in the same cell with bokosi last night according to police present at the station. All sorts of reports registered at the station were believed not to genuine and were all referred to Kilenji police station as others were given police bonds. It is believed that 90% of the cases reported after 20hrs were to do with rape and violence, but police on duty asked all victims to report in the morning. It is reported that mama bokosi shouted for help as inmates were busy groaning as they touched her bokosi and mabele…

Sometime last year, we visited the female prisoners at Chimbokaila and we found Gladys Nyirongo there. We spoke with her and she as usual by her side was a big Holy Bible. W e sang with her and talked to almost all the female prisoners.

Boring!! What is praise worthy about sleeping in a cell? And why call the people who she alledges are behind this small men who are caressing their egos? Had it been in the western countries Dora should have resigned but insala na protection from higher ranks saved her day and had her transfered to head a different ministry.

Prisons are for poor people. Rich ones get bail at whatever cost and get acquitted at the end. Poor people get rotten in Cells. This is a good example and Zambians are yet to see more shocking moments
