First Draft Constitution Unveiled

The technical committee drafting the constitution has finally unveiled the long awaited first draft constitution.

The committee has also launched the public consultation on the constitution making process and the website.

Speaking during the launch in Lusaka today, Committee Chairperson Justice Annel Silungwe urged Zambians to understand the document.

Justice Silungwe said the technical committee has reviewed the reports of the previous constitution review commissions to identify and adopt provisions that are of value to the Zambian people.

He said the draft constitution has incorporated social, economic,cultural,religious and environmental rights.

    The so called technical committee is not all that inclusive as such I doubt if at all their document will be anything worth talking about.

    PF will be written in the books history as having given Zambians a good constitution. 500 members of NCC which included MMD & UPND failed to give the Zambian people what they wanted, instead they made millions of kwacha out if it & never gave a damn about the majority Zambians, big up to MCS!

    PF has gone in history book is the only political party to have produced a very good constitution even the GS for upnd has praised pf including joshua banda and diplomats who’ve described it as ‘historical’.Hachinamubaba kamba timvele.

    so far so good. I wish an issue of those MP who resign without any concrete reason should be brought out. Barn any MP who resign to stand again.

    Then I wander the sense of funding Political parties if GRZ departments/sectors like Health, Education, Agric etc are not well funded where will the money come from.

    I have always had faith and confidence in our dear leader HE MCS (aka Ukwa) – bravo ba Sata, I am so proud of you. I also have no doubt that this constitution will be finalised in the next 6 months – jealous down, HEMCS has outperformed all previous govts on this one!

    and I hope we remove the Christian nation nonsense – it was a thief, liar, adulterer who declared zambia a christian nation. Since then, zambia has experienced a very sharp increase in defilement, rape, divorce, fornication in and outside the church, fake pastors like nevers mumba and bishop imakando who chew poor people’s money to buy themselves hummers, build luxury houses etc – I hear one of them even wants to buy a jet using proceeds from the poor.

    Stop dreaming and face reality. The PF GRZ will give us what others failed to do! You should have listened to Miss Silvia Masebo yesterday on the Assignment, she praised Mr. Sata and the PF GRZ. She stated clearly that she was not after a job but service. Very very few say this after being voted into power.I believe things are getting better with the PF.

    Will comment after we read through the draft. Hope what the Zambian people have been submitting has finally been included. By the way PF is the facilitator and not the originator of the document, after the technical committee has reviewed the reports of the previous constitution review committees!

    This landmark constitution should be guarded by all well meaning Zambians. Let’s ensure that NO ONE Subtracts from this document only additions should be accepted.

    HE Mr. MCS and PF thumbs up. But kindly keep your hands off this is your chance to leave a legacy. Any interference will cost your popularity and posterity will judge you harshly.

    1. Where is the devolution of power to the grass
    roots?
    2. Has not the monolithic, centralised and
    infamously so unitary governance system been the
    source stagnation and underdevelopment in the
    rural areas, for instance Barotseland?
    3. Haven’t the members of the technical committee
    ever heard the voice of reason in federalism or
    the lesser Regionalised Unitarism?
    4. What is the committee’s take on annexed states,
    such as the Barotseland territory?
    5. How does this committee address the failed
    fiscal regime, whose tax collection mechanism
    and resource allocation are a mockary?
    5. Is this just another farce, circus?

    I have seen some sence though am not of the of the idea of the 50+1 with so many political parties in Zambia. Am sure everytime there is an election there will ne a run off because no party can have that percent.
