Government Bans Holding Of Workshops By Local Authorities Nationwide

Local Government Minister, Professor Nkandu Luo has with immediate effect banned the holding of workshops by local authorities in the country.
She has charged that the outcomes from these workshops are rarely implemented but only serve as a source of corruption.
Professor Luo has further warned Civic leaders to refrain from illegal land allocation regardless of the political party they belong to.
She was speaking when she installed PF Councilor, Davies Chiwala as new Mayor for the City of Ndola. Mayor Chiwala takes over from Friday Sikazwe.
Meanwhile, Mr. Chiwala has appealed to all civic leaders to seriously draw a line between politics and development. He says the people of Ndola are highly expectant of development from the new government. The new Mayor has appealed to Government to increase funding to local authorities for easy delivery of services.
Opposition UPND’s Lizuma ward councilor, Aggrey Nyekwa has been retained unopposed as Livingstone City Council mayor. While, his deputy is MMD’s Matthews Jere who also went through unopposed.
Livingstone City Council Town,Clerk, Vivien Chikoti as returning officer declared the two duly elected as Mayor and Deputy respectively.
Meanwhile, the PF in Livingstone says it did not contest for any position in a bid to probe the land allocation irregularities in the city.
PF Akapelwa ward councilor, Paul Sensele has accused many councilors in Livingstone of allegedly having benefited from illegal plots allocations.
He has charged that corruption has hampered development in Livingstone.

    Good 4 U ba Prof. Luo. At least you act from experience. Sell the idea to education & health. Funds are used which do not trickle to the pupil & patient.
    Workshops without implementation- sad indeed.
    U see what good leadership can do. Even Luo who has held hundreds of tasinta workshops can come out to stop them. Experience is the best teacher!

    minister luo ban buying of vehicles by managament. There is abuse! Check the three cities and how they dispose the vehicles they have been buying.

    Please minister of finance extend this ban to ZRA management which has this habit of having endless meetings at expensive lodges than their boardrooms and the outcome is not seen despite the huge allowances their get.
    Please also investigate the appointment of commisioner customs by the previous board cos the man is a proper MMD cadre, who has not respect for others.
    And the transfer of ZRA operations account to Access bank from zanaco must be probed,it was not preperly handled,we want to know who gave orders to that effect.

    SOME WORKSHOPS ARE WORTHWHILE, AND MAY EVEN BE COST EFFECTIVE, ESPECIALLY IF EXTERNALLY FULLY SPONSORED.

    WORKSHOPS ARE HELD IN ALL COUNTRIES, BUT ONLY IN ZAMBIA ARE PARTICIPANTS PAID ALLOWANCES SIMPLY FOR ATTENDANCE!!! THIS IS HABIT IS WHAT MUST BE CURBED. [OTHERWISE, SOME WORKSHOPS CAN BE QUITE CRUCIAL]

    THE CHOICE OF WORKSHOP VENUES IS ALSO ANOTHER WASTEFUL HABIT IN ZAMBIA.

    WHERE A SCHOOL HALL COULD BE USED FREE OF CHARGE, A HOTEL IS USED INSTEAD.

    WHERE A LECTURE THEATRE OR HOSPITAL KITCHEN HALL COULD BE USED FREE OF CHARGE, A FIVE STAR HOTEL IS USED INSTEAD

    AGAIN, THIS IS THE HABIT THAT MUST BE CURBED.

    IN SHORT
    1. STOP ALLOWANCES FRO GRZ
    2. CHOOSE COST-FREE VENUES (INCLUDING OPEN AIR DURING DRY SEASON)
    3. ENSURE IMPLEMENTATION OF RESOLUTIONS
    4. CONTINUE VALUABLE, COST EFFECTIVE AND/OR FULLY SPONSORED WORKSHOPS

    talking about stuff that will never be implemented!
    And the land allocation as well
    Please, we don’t want to wake up one day and find the government have seized our farms, it happened to my poor grandma. Thanks Luo

    Good move prof Luo. To much corruption in work shops. They inflate prices so that they share the money with the owner of the lodges.

    Madam Luo is at it again. All the current nonsense at health must have started with you. Your philosophy is skewed and this what destroyed the systems. Central Board of Health was a beautiful structure and you managed to crash it. With it, there was going to be no saga for the billions lost because donors and indeed government had a way of monitoring disbursements. I feel sorry for Local Government and I am sure your boss is watching you. Remember he knows what you did with CBoH don’t do the same again although a Leopard never changes it’s colours.

    baniig of worshops is a step in the rite direction,workshops are one way of misusing(stealing)tax payers money,its better a worker gets a full salary minus contributig any taxes to the government than contributig to enrich a fews crooks in the ministry of health,local government and other ministries hwo pay themselves heft allowances using tax payers money during workshops,even funds from the donor community shud be used appropriately,let the poor also ve an equal share of the nations cake.why go 2 colleges n universities if we knew that will learn curtain things thru workshops?go sata go,lock them up idiots,why suffer on there expense?

    Let this ban on the holding on unnecessary workshops be extended to other ministries as well! There’re so many useless talkshops in this country which have become just that….talkshops!

    JUST TO SET THE RECORD STRAIGHT:-

    It was not LUO who abolished CBoH.
    LUO had long left when CBoH was abolished by Mwanawasa thru ADVICE FROM MITI (the ‘former’ PS).
    MMD WANTED TO HAVE EASIER ACCESS TO MOH FUNDS… [A DUBIOUS PROCESS OF SYPHONING MOH MONEY FOR PARTY ACTIVITIES, WHICH PROVED VIRTUALLY IMPOSSIBLE ONCE FUNDS WERE UNDER CBoH] = THAT IS HOW BAD MMD HAD BECOME – IT WAS PATHETIC.

    I THANK GOD THAT MMD LOST THIS TIME ROUND. THEY WERE SIMPLY A MENACE.
