Republican President Michael Sata says the Northern Province has been divided into two provinces.
This means another province will be created and hence making Zambia’s provinces increased to Ten.
In his address to the first session of the eleventh National Assembly, the President said the new Province, East of Chambeshi River will be called Muchinga Province.
And the Provincial Tourist Capital of the Southern Province will be moved from Livingstone to Choma.
And the president has also said, a new national university will be constructed in Lusaka and will be announced on monday by his Education Minister on its location.
Chalimbana, Chainama and Lubwa missions Tertiary colleges will be upgraded to universities.

Ba Tumfweko, Its not the Tourist Capital that is moving, but the Provincial capital moving to Choma. Livingstone will remain the Tourist capital, that is what i got from the President. So Choma will become the new Provincial HQ of Southern Province whilst Livingstone retains its Tourist Capital status only. I hope this clarifies things for you guys!

Building a University and upgrading some colleges into University status is a very well come development. That is what we want as Zambians. However, i would suggest to develop such infrastructure in other parts of provinces, rather than putting everything within Lusaka. Why didn’t they plan to put this new University in another town, e.g Livingstone, Mongu, Chipata or Solwezi? Just for the sake of distributing development fairly across the country, you know?

True – we can build town around an activity like a Uni. This is common in other countries where u have a university town same way as Kitwe is a mining town. Zambia enjoys peace and a lot of students from neighbouring countries can bring in forex by studying in high quality institutions in Zambia. Now, that’s more money in thy pocket.

Choma is much more central and already hosts the Provincial HQ of Agric. dept. Its the easier for stakeholders from all districts of SP to get to Choma than to Livingstone. Besides, this is also good for the development of Choma town itself. For me, i think this is a good idea.

Need another University.How about expanding the current unversities and strengthening reseach centres.It is only reseach and development that will bring reputation to higher institustion of learning for them to really participate in deleopment.It is a wellcome gesture but invensting in reseach centres at Universities should also be looked at.

The proposal to create a new University in Lusaka is good for two reasons: (1) The creation of this University will be fashioned on the fundamental principles upon which the University of Zambia was founded in 1966 (see the Lockwood proposals of the University of Zambia) “to offer the best form of University education comparable to international standards”. UNZA has failed to deliver on that promise as it ranks 69th in Africa and it cannot reform because the past governments have failed to retire old academics who continue to milk the University. (2) The creation of a new University will not only relieve pressure on the University of Zambia whose academics have sat on their laurels for far too long failing to engage in cutting-edge scholarship through research but it will also provide an opportunity for peer-review mechanisms which are the cornerstone of academia. In other words, the sense of entitlement that both UNZA students and the academics have enjoyed will be defused for the betterment of scholarship and development, particularly at post-graduate research level.
Other people might feel that concentrating Universities in Lusaka is not good, as other places need to be developed as well. President Sata could have even taken the routes his predecessor took to use already established institutions as Universities. His political journey, his sacrifices, his promise, his lived conviction of another Zambia could not permit him that: he has needed to demonstrate the whole too obvious fallacy of the celebration of a mere first degree as a qualification for a President punted by a gang of short-sighted fellow Zambians. This is the mark of the man – a rebirth of Zambia.

Making choma the headquarters is okay but whats the logic?really? Dont tell me about centralisation n development because they not so material.another university is gud bt what about the dilapidated infrastructure at cbu n unza? These universities are also understaffd n that is why they boomeranged in their grades among the top universities in africa.frankly,the coffers of this country though with good governance and reduced graft cannot sustain these proposals!

Upgrading colleges to universities means you have to make sure the lecturers are upgraded too! primary schools were upgraded to basic schools using the same teachers. Grade 7 teachers failed and pupils were failing their grade 9 exams. i hope the same won’t happen at tertiary level. Real upgrades are not just in the name of the institution. Train these lecturers, upgrade the systems and infrastructure too. Or else its just a college pretending to be a university.

This is awesome!!!! But the problem is! They should not build the university in lusaka town but in lusaka province!! Lusaka town has traffic problems and if they bring these infrastrustures here! Lusaka town will be conjestd!.. Think of chongwe and ngwelele!!.. Those are the suitable place if its in lusaka province..

Transfer of Provincial capital to Choma is logical partly for the following reasons:
1. Centrality.
Siavonga, Namwala, Itezhitezhi, Sinazongwe, Gwembe, Mazabuka Districts are very far from L’stone.
2. Assets availability/Tourism promotion.
It would be possible and sensible to sale off some of the Provincial Office buildings in L’stone preferably to Tourism Investors and use the proceeds to construct required additional buildings in Choma.
3. The transfer should allow for more space for Tourism- related commercial activities in L’stone (with less GRZ interference)
4. The transfer has already been partially effected, with the Dept of Agriculture already in Choma as Provincial Admin.
5. In 1911 the N/Western Rhodesia Capital was moved from Kalomo to L’stone due to high Malaria-related mortality rate among white settlers in Kalomo town (and other colonial considerations)! THOSE REASONS ARE NO LONGER VALID.
6. In 1935 the Northern Rhodesia (now ZAMBIA) capital was moved from L’stone to Lusaka for centrality, as well as for proximity to the Copperbelt. SIMILAR VALIDITY OBTAINS FOR TRANSFERING THE PROVINCIAL CAPITAL. THERE IS POTENTIAL FOR FUTURE COAL – RELATED INDUSTRIAL EXPANSION IN CHOMA (I emphasize the word FUTURE).
7. Tangible development in Zambia has to be propelled by political will, innovation, assertiveness, and prudent robust governance (MCS has the attributes to be in the driving seat of a CHANGAMUKA GRZ)…

Development is welcome, however, looking at the current state of affairs at UNZA and CBU how do we move to building other Universities when we cannot sustain the demands of those that are already in existence? I reckon that we as a nation tackle the challenges at hand before moving on to new projects

sata is the man of all zambians but not rb. iam a tonga grown up in sothern province but after my school in 1993 i moved to kitwe up to now. tongas have have a problem because they can’t vote for somebody who is not a tonga.i voted for president sata this year because i know that in zambia we believe in ‘one zambia one nation’.now look at what the man you never voted for is doing for us tongas.he has made choma a provincial hq for the province, which is dream come true,livingstone was never a central place for the province as compared to choma.viva sata, viva zambia.may God bless you my president.

I think for the president to propose the construction and upgrading of universities in his speech,he did not mean the current status of the existing universities and colleges is OKAY.He was just looking at the future,that is to say while improving the existing ones,we are also looking at reducing congestion in the long run…so thses questions about why not improve the existing ones might have answered in statement that education standards needs to be improved…

Our great Leader who cares,thank you Mr.P i even hear that minister were attending your workshop at state house on performance and serving the citizen,am really blown away,all these great ideas are for the benefit of the Zambians,not RB&Sons thieving convoy,or company.Northern Province is too big hence some of the small town can not receive the distribution of resources equally,Livingstone will always receive favors and benefit from outside and from the central Government,so we need to extend to another town in the province to benefit so that the entire province can have more job creations and receive more benefits,guy this does not require an intelligence officer to explain these basics,we need to expand and narrow down specific responsibilities to provincial PS’s and that will lead to specific job creation in specific provinces and most of these guys doing nothing will be able to go and work in different industries and reduce the congestion in lusaka,then we all rejoice.This will help us not to forget certain towns which have been underdeveloped by our thieves,it will be very easy to see and know whats happening or whats not happening in each province.Bravo MSC thousands are with you,never mind the minority malicious talkers.

Once upon a time, Luapula province was part of northern province. This is the second time the province is being divided. I would like to urge my fellow Zambians to stop looking at anything with a tribal mind. Muchinga Province will have a very small population of Bembas as compared to the Northern province. This provnce will house the Namwanga, Iwa, Lambya, Tumbuka, Nyika, Bisa, Lala and Bemba speaking people. Bembas are only in parts of Chinsali and Mpika. As Zambians we should develop habits of travelling around our country so that we can understand other people and the way they live.
I wish the President had also considered creating another district by dividing Mpika which is the largest district in Zambia. Actually, its is bigger than some countries in Europe.

I subscribe to the view that Mpika District should be subdivided too. [Kalomo was once the largest in Zambia, but it was subdivided, and now we have Kazungula, which was part of Kalomo District. Itezhitezhi was once part of Namwala District, but look at how vast Itezhitezhi still is.]
MPIKA IS SIMPLY TOO LARGE A DISTRICT.
There is no doubt that Northern Province is still very underdeveloped. In that vain. I’m encouraged that mines should soon be started in Western province – which is similarly still so underdeveloped.
Coming fro South, I REALLY GOT FLABBERGASTED WHEN I TOURED THE ABOVE-CAPTIONED PROVINCES – THEY ARE COMPARATIVELY VERY UNDERDEVELOPED. [IF YOU ARE DRIVING AT NIGHT FROM MPIKA TO KASAMA, IT ALL PITCH DARKNESS ALL ROUND, ALL THE WAY!!!]. I USED TO FEEL FRIGHTENED OF ANY POSSIBLE BREAKDOWN ALONG THAT STRETCH, REALLY…(ZERO,ZERO TOWN SHIPS, NOR COMMERCIAL FARMS… ALMOST ALL THE WAY)
