LUBINDA Tells Off KUNDA “You Are on record of praising Chanda Chimba III of being a professional journalist. Don’t COMPLAIN”

Information, Broadcasting and Tourism Minister Given Lubinda says former republican vice president George Kunda should be the last person to give advice on how the media should operate.
Mr. Lubinda says Mr. Kunda has no right to attack the operations of any media, whether private or public.
Speaking at a media briefing Thursday 1/5 at his office, also attended by heads of public media, Mr. Lubinda says it is surprising how Mr. Kunda can suddenly change his stance on the public media when he and former information minister Ronnie Shikapwasha were in the forefront agitating for the regulation of the media.
Reacting to Mr. Kunda’s attacks on the public media for allegedly being biased in its reporting, Mr. Lubinda reminded the former vice president that he is on record of praising freelance journalist Chanda Chimba III of being a professional journalist.
Mr. Lubinda has agreed with Mr Kunda’s advice to members of the opposition MMD to brace themselves for hard times following investigations launched by the PF government of former government officials.
He has since reminded Mr. Kunda he should not expect the PF Government to investigate politicians that never served in government and states that government is determined in its fight against corruption.

Kunda will never speak for press freedom. Only for his own freedom Now that he is in sh*t he will understand Press freedom. Ifintu ngafyalula na sauti ilalowa.
However, ba Lubinda why are you demanding Media heads at your Press conferences? Why don’t they just send reporters? Or are they bootlicking their appointing authority?

Mr. Kunda, dont complain, you are just eating the fruits of the plants you planted. You see how sweet they are. I think this is a good lesson to all those in leadership positions. “A WISE MAN LEARNS FORM HIS OWN MISTAKES BUT A WISER MAN LEARNS FROM OTHER PEOPLES MISTAKES”.

Having read Mr. Alfred Ndhlovu’s letter to the president. I thought it wise to extend the corruption issue further at look at remedial measures that should be taken and tangible proposals that may be there. Firstly the drive to stamp out corruption must b supported by all genuine Zambians. However in support of this drive workable solutions must be discussed.
The following are potential solutions and must be enshrined in the delegated laws and conditions of service of public servants
    1. Cabinet Ministers and their deputies
Upon being relieved of their position whatever term of the duration in the office as a Minister in the Government of the Republic of Zambia,
    a) The Government of the Republic of Zambia must build each Minister, a four bed roomed house in a town of their choice valued at not more than $150,000. The house must only be built once even if they serve in successful government
    b) Upon being relieved of their employment, two 4 x 4 vehicles be given to each minister by the state, records must be kept.
    c) The Ministers upon being relieved of their employment must collect all the household furniture they used when serving as either Cabinet or Deputy Ministers
    d) Be paid 30% of the incumbent’s salary as pension if out of Parliament
    e) Must only be appointed once for a maximum period of 10 years by successive governments

    2. Members of Parliament
    a. Nominated for only a maximum of 10 years or elected to represent their constituency for a maximum of 20 years or elected four times.
    b. Be paid gratuity to a maximum of $150000 per term of office in two parts. The first after 2.5 years $ 50000, and the remainder at end of 5 years
    c. To eliminate be a destitute, be paid 20% of the incumbent’s salary as pension
    d. The Government of Republic of Zambia through the District Council under which his/her constituency fall must provide the Honourable MP with a five acre piece of land for development which serving them as a MP .

    3. District Commissioners (DC)
    a. Appointed by the President for a maximum of 10 years
    b. Be paid gratuity to a maximum of $75000 after 5 years
    c. To eliminate be a destitute, be paid 20% of the incumbent’s salary as pension
    d. Upon being relieved of his or her responsibility, the Government of Republic of Zambia must give the District Commissioners, a fully furnished 4 bed-roomed house and one 4 x 4 wheel drive vehicle in the district where they served. This entitlement is possible only where a DC serves a minimum of 2.5 years

    4. Permanent Secretaries, High Court Judges, ACC and DEC Director –Generals, Inspector – Generals, Commanders of the Security Wings, and other Constitutional Offices etc.
    a. Appointed by the President for a maximum of 10 years
    b. Be paid gratuity to a maximum of $100000 after 5 years
    c. To eliminate be a vagabond, be paid 35% of the incumbent’s salary as pension
    d. Upon being relieved of his or her responsibility, the Government of Republic of Zambia must give these pubic and security officers, a fully furnished 4 bed-roomed house and one 4 x 4 wheel drive vehicle. This entitlement is possible only where a these officials serves a minimum of 2.5 years in government upon being appointed.

    5. High Commissioners and Ambassadors
    a. Appointed by the President for a maximum of 10 years
    b. Be paid gratuity to a maximum of $100000 after duration of their service
    c. To avoid their degeneration into being destitute after being recalled
be paid monthly pension of 30% of the incumbent’s Zambian salary
    d. The Government of Republic of Zambia must through District Councils give these pubic officers, a five acre plot in a district or town of their choice for them to develop whilst in employment
    e. Entitled to hold a diplomatic passport including their spouses for the rest of their lives regardless of political affiliation

    6. Directors of Government Departments
    a. Pensionable employee, compulsory retirement 60 years, early retirement option 55 years
    b. Be paid gratuity to a maximum of $200000 (Golden hand-shake) besides other retirement benefits
    c. Their monthly pension must be pegged at 25% of the incumbent’s salary as pension
    d. Upon being retirement, the Government of Republic of Zambia through Public Service Management Division must ensure
    i. These retired directors are given as part of the package a fully furnished 3 bed-roomed house
ii. They are also give one 4 x 4 wheel drive vehicle (Possibly brand new or the one they are using)
If these conditions of service are provided for, it will eliminate corruption by 50%. Most of the corruption in Zambia is due to quick massing of wealth by politicians and top public servants to safe guard their future and that of their children because their employment in government is not guarantee unless you are pensionable. As for the Directors of Government Departments it rewarding their commitment to duty and patriotism. The desire to serve to the government diligently will come in.
