SATA Orders “MAKE PUBLIC BA64 Document. MAJORITY Of Zambians Have To Read And Comprehend Its CONTENTS”

REPUBLICAN president Michael Sata has decided to publicize the Barotseland Agreement of 1964 to enable citizens understand and appreciate the contents therein.
President Sata says that during the meeting with the representatives of the Linyunga-ndambo, Barotse Freedom Movement and the Movement for the Restoration of Barotseland, he promised to avail this document to the public.
He says government decided to publish the Barotseland Agreement in order for the Zambian people to read and comprehend the contents of this document.
The head of state further stresses that the publication of this document will also enable the general populace to have wider comments over the same.
During a meeting with Barotse activists at State House last month, President Sata sought greater dialogue on the issue of the Barotseland Agreement of 1964.
The President said there have been misunderstandings on the issue and promised to publish the document to dispel these misinterpretations.
The Head of State said only dialogue will save the country and its people. The President further said Government did not want to spill blood over the Barotseland Agreement, adding that he was not interested in engaging in a confrontation like the previous government did.
The President met 12 representatives of the Linyungandambo, Barotse Freedom Movement and the Movement for the Restoration of Barotseland.
The meeting was attended by defense Minister Geoffrey Mwamba, Home Affairs Minister Kennedy Sakeni, Local Government, Housing, Early Education and Environmental Protection Minister Nkandu Luo and Chiefs and Traditional Affairs Minister Inonge Wina.
Western Province permanent secretary Augustine Seyuba was also in attendance.

For own information BA 64 document has been in the public hands for long, on de internet, newspapers,as zambians we have a bad reading culture.     Promises..promises. By the way, are the results of the Mongu cimmission out? What are the recomendations? Is the President trying to kill this issue through the press? Mr, President, Rupiah hundled this issue well and you made political statemends and pardoned gungs and thieves. You may have to take them in again.

    While Michael Sata is the first Zed President to even mention, let alone desire to publicise this document, there are other issues we have to watch for!

    Dora siliya banned the live radio discussions about Barotseland agreement! why? isthis ban going to be lifted?

    does the Government want to be the only side that want to tell its own version of the story?

    we’ll we aloud to mount on campaigns, rallies and media shows also to teach people what is needed to be known, more than just the document itself?

    what is GRZ afraid of just to restore the agreement?

    Can we see a round table discussion between the Litunga and President sata to completely sort out this issue?

    After the people read the document in the media, what next?

    There is nothing wrong for the President to ask govt to publish this useless piece of shit called BA64.We want the Zambian people to have a look at this document so that people can make informed decision or whatever move the govt will make concerning this document will be done after a wide spectrum has had a chance to peruse through this useless but controversial for nothing document. This is the only govt that is ready to publish or make available to the public findings of commissions of inquiries on many issues that were swept under the carpet by the MMD govt For instance, the Zamtel saga and now the BA64 document. This is what a responsible govt does; it makes issues of public concern available to its citizens so that they can make informed decision. How many reports/findings of public concern where made public by MMD? None! I have in mind the simple Gabon air disaster report which could not be released to the public up until the MMD were kicked out! Yes, the document could be in the public domain like, the Internet and others etc, but how many of the 13 million Zambians have access to the Internet? For argument’s sake even if they had how many can browse up to last for an hour? Your guess is mine, Very few indeed so, what the govt has done is simply to make this document official to the public despite those who already are in possession of the same document.

    The first time I read the agreement was in 2006. I had to search for it at the Lusaka Museum which is within the new complex or what was supposed to be UNIP headquarters. It is a short document which addresses a few issues like the rights of the people of Barotse land in the new Republic. Even Tumfweko has posted a copy of the BA64. It does not talk about cessation. I understand at the time of drawing up this agreement, Barotseland was already a British protectorate. As such, the British had a duty to safe-guard the interests of the Litunga and the people of Barotseland. However, the document has no accompanying map to define what Barotseland is. If anybody knows the boundaries of Barotseland, I will be grateful for the info. My speculation is that it may be larger than the current Western Province because Zambia had less provinces at independendence. North Western may have been part of Western province. Some ethinal linguistic groups within Western province are opposed to the Lozi interpretation of the agreement. Other than that, who are the Lozis? Is the Totela, Aluyana, Nyengo,etc? There may be even seven ethnic groups carrying the Lozi banner. Once restored, if restored, what will be the role of the Linyangandambo, BFM,etc? How will the Litunga relate with other chiefdoms within Barotseland? Tribal issues need to be addressed with caution so that there’s general agreement. People’s fears need to be allayed. It is fear that has made all successive administration not to recognise Chief Monze as Paramount Chief. No one is courageous enough to address what happened in history were Chief Monze somehow lost this title. They fear that it will cause several chiefs to also begin to agitate for this recognition even when they least deserve it. I therefore support the idea of encouraging debate on such issues. The BA64 is for all Zambians, not the Lozi alone. It’s the document that gave us a unitary state. It should not be used to dominate others by a few. If that be the case, then it is not worth restoration. However, if it is used as vehicle for accelerated development in Barotseland, then let it be so.We all have something to learn

    My Concern in this whole issue is the position of the Litunga should be made public. Maybe he is the one telling his subject that the separation of western province is the best for them. But let us look at it with the interest of the country and humanity. It is not for the best interest for the people of western province and zambia economically. I have not seen a country which is made of one tribe. All I can say all humanity need each other to succeed which ever tribe we are…

The doccoment is there in the post news paper read and comment true issues! This habit of insulting when ever you feel like wil take you no where!! United we stand!!
