The Zambian mission in Canada, Ottawa misapplied three hundred and thirty nine million, three hundred and eighty seven thousand, three hundred and sixty six kwacha in 2010 which was part of the K898, 069,689 meant for the rehabilitation of the High Commissioner’s residence.
According to the 201 Auditor General’s report obtained by QFM,of the total amount of K898 million, only K365,373,348 was spent on renovation works, while K193,308,975 was in the bank.
The report reveals that K339 million was applied on unrelated activities such as settling of utility bills and payment of subsistence allowances.
It further reveals that the contractor engaged to carryout the works on Residence No.9 Mission Inn Grove was paid a down payment of K24, 919,204 but that as of May 2011, the contractor had not completed the works and had since abandoned the site.
The Audit report also reveals that in June 2010, a representational vehicle, Mercedes Benz 240 CDJ, was involved in an accident which was not reported to the Police.
It says conquently, despite the vehicle being comprehensively insured, no insurance was claimed, but that the mission paid an amount of K26, 119,134 million in repairs.
The mission during the period under review also transferred amounts totaling K403, 900,000 from the revenue account to operational account without authority from the Secretary to the Treasury.
The Zambian mission in Canada was headed by Dr Nevers Mumba at the time.

A pathetic attempt at fishing! It’s like looking for black cat in a dark room and not finding it because it is not there! I do not see how Nevers Mumba is involved in all these. Did the mission have an Accountant? Was money misappropriated? No! Misapplied? Debatable! How amateur to release a serious report to a “TABLOID” radio station!

Colleagues, the media has a lot of power in influencing people’s understanding of issues and ultimately their reactions towards such issues. Look at how great men have fallen and countries destroyed because of Western propaganda. Today, what most people know about Gaddaffi is his negative side, because that is the side the Western media showed us.
The point am trying to make is that this topic under discussion – misapplication of funds at Z Mission in Canada, was aired on QFM, and what am wondering is what their interest in doing so was, because out of the Missions abroad, why only pick on that one? Yes there’s been some innuendoes about that mission, but if the idea is to get people to react to some misdeeds, it’s better all imformation is availed to them to enable them objectively analyze. What I mean is that if the intentions of QFM and even Tumfweko are noble and meant to inform the public, they should have obtained and made known the findings at other missions. What matters in this case is not who has misapplied/misappropriated/stolen, but whether it can be proved that a crime has been commited. Zambia chalo chesu, that means we need to be patriotic and protect it for ourselves, our children and their children. Be wary of people spreading half baked information, they can sell the nation just to make a few bucks-Judas Iscariots.
