GEORGE Kunda NAMED In K12.3 Billion SCAM

Former vice president George Kunda signed a Statutory Instrument number 101 which made importers and exporters to pay K12.3 billion kwacha in 24 days of which Bradwell International the operators of ZRA scanners at borders was to receive K10.4 billion while government through ZRA was to receive a paltry K1.9 billion.
According to the report of the Commission of inquiry into the operations of the Zambia Revenue Authority, the actual intent of the Statutory Instrument was hidden in its formulation.
The reports says the Statutory Instrument signed by Mr Kunda did not give an inclination that the fees raised would be channeled to Bradwell International, a private company, for the operations and maintenance of Scanners.
It says the Statutory Instrument appeared like any other Government instrument for raising revenue for development of the country.
The Commission failed to understand why the Statutory Instrument number 101 allowed for collection of an inspection fee even at ports of entry where scanners were not deployed.
The Commission noted with great concern that the contract with Bradwell was signed at unofficial location of Pamodzi hotel on Sunday 8th May,2011.
The Commission has since recommended that investigations by relevant Government security wings be instituted to ascertain the actions or inactions of the immediate past ZRA Commissioner General Wisdom Nhekairo,former Finance Minister Situmbeko Musokotwane,and former finance permanent secretary Emmanuel Ngulube among others.

    We re waiting for beneficial developmental changes to the running of the economy and not these unfruitfiful witch hunting pf is doing. Leave others alone if you have no proof that they stole anything. statutory instruments are signed by those charged to and once they do the matter is legalized so which court will find those who signed guity? It is PF and sata who are doing things outside the budget by rebranding the Kwacha, creating new pronvices and districts without budgets. What a laughing stock this nation has become. darkness has indeed covered Zambia.

    This is bullshit. Gk has not been named in those reports. All the newpapers online have carried a different story apart from you tumfweko. Even the post, gk’s worst enermy hasnt mentioned kunda, you are just one of those that have something against this man. The post, lusaka times, watchdog have no mentioned gk. Infact, RB is at the top with dr musokotwani second. The daily mail reads, “The report states that in his quest to find a solution to the problem presented by Varun Beverages, Dr. Musokotwane wrote to then Vice-President George Kunda, seeking guidance on how to proceed with the matter.
    Mr Kunda’s response to Dr Musokotwane’s query introduced a totally new dimension to the discussion as he acknowledged the illegality of retaining excise duty and value added tax if their request was granted, the report states.
    The Vice-President further agreed with the position that exempting carbonated beverages from taxes for all players in the industry would lead to revenue loss.
    “The vice president guided the minister of finance to discuss the matter with ZRA on the possibility of Varun being allowed a time to pay the facility,” the report reads.
    Mr. Kunda, however, stated that he believed that there were regulations that allowed for ‘time to pay facility’, states the report.
    It further adds that the Vice- President stated that he was aware that tax payers were allowed to make arrangements to pay value added tax and other taxes in instalments provided that such tax-payers made written commitments to settle outstanding taxes.
    Following Mr Kunda’s letter, Dr Musokotwane subsequently approved incentives to Varun and ZRA put in place modalities for concession of the two types of tax, whereby Varun as a manufacturer of excisable products submitted excise and VAT returns but did not make payment for these taxes for the period 2010 to 2015. you are just out there to get kunda. You keep saying the 90 days is past but you seriously tell me which country was built in 90 days! Let’s grow up bane! See the problems corruption has brot in Nigeria?     @positive you are missing the positives in PF GRZ. The so-called witch-hunt is infact a cleaning and redecorating the new GRZ.

    Why would anyone in their right senses have an issue with people alleged to have been Involved in wrong doings be investigated? If people are innocent, no worries, the law will vindicate them. What kind of foundation would we be honestly advocating for? Why is it always interpreted as a political move…we need to view ourselves as representing more than just our political affiliations. What about our conscience, our Christian values, or merely what we want for our childrens future.

Look at the USA, Bush messed up with his lunatic foreign policies and activities that have cost America over $700BN in tax payers money,illegal interrogations methods (water boarding). all this the USA has moved on and focussed on more serious issues. Honestly i have not heard of a single Developmental plan to create jobs reduce poverty other than commissions of this and that being set up.can we please close the chapter and MOVE ON
